Is the administration covering up torture?

A new statute would make an independent counsel appointed by a three-judge panel as before [Watergate}, say legal experts. On Feb. 7, 2002, Bush issued an Exec Order that Common Article 3 of the Geneva Conventions, signed by this country and prohibiting "cruel treatment and torture" of detainees, does not apply to captured or suspected Al Qaeda.
