IMPEACHMENT TOOLKIT; Pledge to Impeach.org
Corporate America happened. Infiltration of our Congress happened. Complicity with foreign governments happened. Seduction into debt happened. Destruction of labor unions happened. And of course, an executive power grab happened following the tragedy of September 11, 2001. All of these developments have left the American people without a voice in directing our nation
and preserving our personal livelihoods. PTI believes impeachment of George Bush and Dick Cheney is the required public response to all of the above, and that it is an action that can reunite and bring our People back into the process of government.
Though we have our differences, the collapse of democracy in America happened to Republicans as much as Democrats.
Conspirators in government design issues in ways to divide us; such as making the war an issue of peace versus supporting our troops and pro-life/pro-choice. These tactics are implemented to keep us at odds with each other and from relating to the fact that the vast majority of us have the same common concerns and the same freedoms and rights to lose if these conspirators are
allowed to continue with their plans.
Most Americans now feel that the two-party system no longer exists and are aware of the
danger of electronic voting machines. But PTI believes that the root of the problem is in the nominating process.
Democracy is designed to allow citizens to choose the best man or woman from among their fellows to represent them at the local, state, and federal level. But this is not what happens today. Today, not only are candidates not drafted by the community, they are not even drafted by the party. They are drafted by a conglomerate of wealthy and powerful interests, some of whom are not even American or have duel citizenship.
The scope of the problem is great and so is the solution. But first we must organize. To the mind of PTI, once American workers lost their power in the work-place they lost it in government. Ever since Ronald Reagan fired over 11,000 higly skilled air-traffic controllers the hunt for the working man and woman was on. Since those days of deregulation, management has been drunk
with power and profits. Meanwhile, our people have been subjected to years of divisive propaganda and social engineering until we are effectively disorganized, divided, and defeatist. Every American has been reduced to a hyphenated identity; Afro-American, Irish-American, Japanese-American, Mexican-American, while even our most honored founding fathers are
incessently denigrated and redefined as racists and hypocrites in order to disconnect us from our heritage and further weaken our national identity.
PTI believes the only way to restore representative government under the present circumstances is through re-uniting our people, first at the local precinct level, then by township, county, state, and finally as a nation. As all other options prove ineffective and Congress convinces more people that they are not going to act, our strategy is slowly taking hold in the
imaginations of more and more incensed Americans. PTI is calling on Americans in every community to find your allies among your neighbors and form your own local strike force, ready and waiting for the strike date to be announced once we have enough people on board to insure the effectiveness of the action.
There are PTI organizers in several states working to bring their neighbors together in the cause of defending our democracy. In Tennessee, a diner owner has not only signed a pledge to stay home when the strike is called, but has requested a PTI poster be placed in his window, announcing that the diner will be closed during the strike and telling people to come inside and learn about the movement to mount a national strike for impeachment. Already people are sending others to the diner of the man who has the courage to stand up to tyranny. We are working to duplicate this in the privately owned diners and coffee shops across America.
The beginnings are in motion. Our cause is not only to impeach Bush and Cheney but to also prevent the spilling of a single drop of blood, with a strong and comprehensive plan for effective passive resistance. PTI thinks we have such a Plan and asks that you read the Plan, Sign a Pledge, and start Organizing your precinct. Time is running short.
Once Bush/Cheney exit office without prosecution, the effort to stop the runaway train toward tyranny becomes nearly impossible. The next president will inherit all the expanded powers collected under the Bush Administration without any of their crimes. Under the new administration, we will be subjected to the will of those in power without any case to keep them at bey.
Today we can still stop them without ever breaking a law, getting arrested, getting pepper sprayed, netted, or tasered. Not a drop of blood need be spilled. When we have the law, the truth, and the People with us,

Pelosi's been talking a good game, but her party's numbers aren't holding up," says a Democratic leadership aide who is working behind the scenes to remove Pelosi after the mid-term elections.
In fact, a number of people are working behind the scenes to remove Pelosi. According to congressional sources, her deputy, Democratic whip Rep. Steny Hoyer, and his staff have been making it clear to a number of different business interest groups that they do not support Pelosi's virulently anti-business positions and that they are more than willing to help.
"What comes across is that Hoyer wants Pelosi's job. He knows it will take money to do it and he's reaching out to groups that normally don't have followings in Democratic circles, such as telecom, small businesses and various chamber of commerce groups," says a lobbyist for a manufacturers coalition. "Hoyer's fundraisers are making it clear that his leadership PAC is becoming a good venue to kill two birds with one stone: get our issues heard and work against Pelosi."
--- The issue: Just because Stoyer "wants" her job, it doesn't mean he has the support of the GOP and DNC to do that. The DNC can be mobilized with the GOP to defy both Pelosi and Stoyer.
Stoyer, just because he's the Majority Leader, doesn't mean that the Majority will vote to support him, especially since the Majority -- in the House -- have defied him and Pelosi on impeachment.
Let's find out who else is working -- within Congress, now -- to unseat Pelosi; and ask, "Why aren't they openly defying her now that she's (apparently) blocking the investigation into Cheney?
Iraq, Iran
Hoyer also expressed skepticism that Congress will be able to approve legislation in 2008 that would force President George W. Bush to withdraw troops from Iraq. ``We may be stuck because he vetoes and the Republicans stick with him, but the American public want a change in policy,'' he said.
On Iran, he said that the decision to take military action ``is in the purview of the U.S. Congress,'' and should not be decided unilaterally by the Bush administration. He said the U.S. and the European Union should intensify diplomatic efforts to dissuade Iran from building a nuclear weapon, though ``we ought not to take the military option off the table.''
While public opinion polls show low approval ratings for the Democrats in control of Congress, Hoyer said they are being productive, and the party is likely to benefit in next year's elections because Bush keeps rejecting measures the public supports.

Especially at a time when another illegal war is in the works in Cheney’s mind? Why did Steny Hoyer work so hard to kill HR 333 in spite of the obvious reasons that he should not?
Well, one reason might be that there are some who want Cheney to attack Iran before the election of 2008. It is well known that Hillary Clinton just took a beating at the last Democratic Debate for her support of H.R. 1400, Iran Counter-Proliferation Act of 2007, a bill that, among other things, seeks to extend even greater sanctions on the government of Iran, and declares the Islamic Revolutionary Guard Corps to be a terrorist organization. That would be similar to the US Marines being called ‘terrorists” in this country.
(It was just, correctly, pointed out to me that Clinton in fact supported the The Kyl-Lieberman Iran amendment, and not the House version. Thank you Kathleen for pointing that out. That designation is seen by many as being useful later to the administration to justify military action against Iran, and specific targets of the IRGC.
But Hillary isn’t alone in her support of this legislation. In fact, several members of the House and Senate attended a conference in March of 2007 to show support for this bill, and for continued aggression toward Iran for “a more stable Middle East”.
Other attendees of this conference were; Nancy Pelosi, Harry Reed, Richard Durbin, Trent Lott, John Boehner, Mitch McConnell, Likud Party Chairman Benjamin Netanyahu, Israeli Deputy Defense Minister Ephraim Sneh, Steny Hoyer, and Richard Cheney, the Vice president of the United States of America. Not only did they attend, they spoke at the conference in favor of taking a stronger stance toward Iran.
The conference held in March, was the AIPAC 2007 Policy Conference held in Washington, DC.

Now this is not to suggest that some other country is running the US. But rather that there seems to be a larger plan for the “New Middle East” that we are neither aware of or in favor of, that needs Dick Cheney’s violent hand to craft.
As a people, Americans are typically opposed to nation building. That was a major theme in G.W. Bush’s 2000 presidential bid. Now, it seems, we are in the business of region building. And I am not sure this is the direction we want to take.
Whatever the reason, this conference may have been playing a large part in the seemingly unexplainable rationale for keeping the Bush administration in power, and impeachment “off the table”.

Lawmakers need to stand up for the Constitution and support impeachment

The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors. -- Article II, Section 4
On Nov. 6, Rep. Dennis Kucinich introduced articles of impeachment against Vice President Dick Cheney on the floor of the House of Representatives. For one shining moment the will of the majority of Americans and the promise of this nation's founders were truly represented.
The detailed charges were solemnly read from the House podium and televised on C-Span. House Democratic Leader Steny Hoyer made a motion to table the bill. House Speaker Nancy Pelosi lobbied hard for votes to table.
In a stunning turnaround, House Republicans changed strategy and voted decisively to prevent tabling the impeachment resolution.
Pelosi was defied by 85 Democratic members who voted against tabling the impeachment resolution. This includes John Conyers, chairman of the House Judiciary Committee, and six committee members. The resolution was quickly voted back to the Judiciary Committee, where it is not resting quietly.
Judiciary Committee member Bob Wexler wrote, "The American people are served well with a legitimate and thorough impeachment inquiry. I will urge the Judiciary Committee to schedule impeachment hearings immediately and not let this issue languish as it has over the last six months. Only through hearings can we begin to correct the abuses of Dick Cheney and the Bush administration."
Impeachment is squarely on the table, and momentum is building. A year ago, almost no elected official breathed the word impeachment. Now impeachment has hit the House floor, and our electeds have gone on record. Millions of Americans are demanding an end to executive abuse of power.
After six years of state of emergency, the Patriot Act, the Military Commissions Act, continual war and occupations, our Constitution is deeply in crisis. Americans are in danger of losing our system of government and civil rights if they do not roll back the Bush administration's assault on the rule of law.
Allowing Cheney and George W. Bush to finish their terms without being impeached means future presidents are free to copy their lawless behavior. Of course many important issues deserve the attention of Congress. But the Constitution is the foundation of our democracy, not just an issue. Without the Constitution, we have nothing.
Polls show that 74 percent of Democrats and the majority of American adults support impeaching Cheney. "Never in our history have the high crimes and misdemeanors been so flagrant, and the people of our country know it," writes local author Richard Behan.
Kucinich has targeted Cheney first, but investigations will implicate the president as well. For the first time in the history of the Gallup Poll, 50 percent of respondents say they "strongly disapprove" of the president. Richard Nixon had reached the previous high, 48 percent, just before an impeachment inquiry was launched in 1974. With these numbers, why aren't Bush and Cheney gone already?

It's astounding that our representatives to Congress carry on with business as usual knowing that Americans lack habeas corpus and a working code of law. I want my representative, Dave Reichert, to block the doors of the House until habeas is restored as a basic human right in this nation!
In light of Bush's steady drumbeat for war with Iran, Kucinich said he will consider an impeachment resolution against him.
"Impeachment may well be the only remedy which remains to stop a war of aggression against Iran," he says.
"The most conservative principle of the Founding Fathers was distrust of unchecked power. Centuries of experience substantiated that absolute power corrupts absolutely. The Constitution embraced a separation of powers to keep the legislative, executive and judicial branches in equilibrium," Bruce Fein, a constitutional lawyer and associate deputy attorney general in the Reagan administration, said in the October 2006 edition of Washington Monthly.
If Congress were serious about oversight, there already would be dozens of bills and resolutions calling for impeachment of Bush and Cheney. The "Unitary Executive Theory" violates the principle of balance of power in the Constitution. The president cites this "unitary" power in hundreds of signing statements that say he can ignore laws passed by Congress.
The First, Fourth, Fifth, Sixth, Eighth and Fourteenth Amendments are all now subject to the caprice of government officials. The Military Commissions Act allows U.S. citizens to be detained without due process if they are declared enemy combatants. Without our permission, this country has become an exporter of torture.
Congress has failed to provide oversight and exercise its authority to rein in a criminal administration. Only swift action on impeachment can redeem it now. The people have done the heavy work of bringing impeachment forward. Representatives need only ask if the allegations are serious enough to warrant investigations.
George Bush and Dick Cheney promote an imperial presidency. They assert that the executive is the most powerful branch of government, undermining the judiciary and Congress in violation of the Constitution's bedrock principle of shared power among three co-equal branches. This subverts the very nature of our system of government.
"This is an attempt by the president to have the final word on his own constitutional powers, which eliminates the checks and balances that keep the country a democracy. ... That's a big problem because that's essentially a dictatorship," Fein said.
Washington For Impeachment and Citizens to Impeach Bush and Cheney are working to inform the public, collect signatures to petitions, provide forums, and lobby representatives. Washington was the second state to sponsor a bill for impeachment in the state Legislature.
Washington State Democratic organizations have passed resolutions in 11 Democratic legislative districts, five counties and the Washington State Democratic Central Committee. Jay Inslee, D-Bainbridge Island, has received impeachment resolutions from almost every legislative district within his congressional district. When will he represent the will of his constituents and honor his oath to protect the Constitution?
The national movement to impeach is a non-partisan effort to restore the Constitution and the rule of law. People across the political spectrum can unite to preserve the Constitution and civil liberties given to us by the founders. Impeachment is the peaceful, orderly, constitutionally prescribed way to rid ourselves of a lawless administration.
The issue is not about removing Bush and Cheney as much as it is about preserving the Constitution and redeeming the office of the executive. The Constitution is the contract of governance between the people and the government. What happens when major portions of the contract are violated?
Congress has failed to call the president and vice president to account, so citizens must turn up the heat. Members of Congress who fail to demand investigations are covering for criminals. Every elected official has sworn an oath to "support and protect the Constitution from all enemies foreign and domestic." Anything less than impeachment and a full repudiation of the Bush administration's crimes and violations of the law is a dereliction of duty and a betrayal of the public trust.
If we want our democracy back, we need to roll up our sleeves and get to work to clean out the House.

Put Impeachment ON The Table of the House Judiciary Committee
This week Dennis Kucinich led an heroic effort to put the impeachment of Dick Cheney ON the table by requesting a floor vote on H.Res. 333. As expected, BushDemocrat Steny Hoyer moved to table the bill. And then all hell broke loose as 165 Republicans voted with Kucinich and 85 brave Democrats to force a debate on impeachment over the objections of Nancy Pelosi. To block that debate, Hoyer moved to send H.Res. 333 back to the Judiciary Committee, and this motion passed.

Kucinich is urging Judiciary Chairman John Conyers to start hearings immediately because Cheney is desperately manipulating the National Intelligence Estimate on Iran to justify a U.S. attack, just as he did with the pre-war NIE on Iraq. But Judiciary Democrats are deeply divided on impeachment, with Robert Wexler (FL-19) calling for immediate impeachment hearings, while fellow Palm Beacher Debbie Wasserman Schultz (FL-20), who is close to Speaker Pelosi, told Ed Schultz she adamantly opposes hearings.

Organize World Wide Impeachment call
Imagine, if thousands and thousands called from the major nations in the world, calling congress on the impeachment of Cheney and Bush. Obviously the American voice isn't enough for these people. For this to happen of course the idea needs to take hold in the social networking world. I suggest a simple short message of simply just calling congress and informing them that the world is behind removing these characters from office. If a single man can spawn the idea of a 24 hour 4 million dollar fund raising deal, surely if this simple idea goes Viral we can do it.
Most american's likley don't even realize there was a vote. Half of those who do will not stand up and give their rep a bitchout. If thousands from Britan, Canada, Australia, Europe and other countries flooded congress for say the next week, spoke to Conyers and other people in both Congress and the Judcial committie and plainly announced that this was the worlds campaign to push for the removal of war criminals... Perhaps it might make a difference.
I suggest something simple such as,
Dear Rep, my name is _______ and I am from _______ I am calling you as part of a growing movement all over the world to impeach Cheney and Bush for lies and warcrimes against both America's citizens and against humanity. The threat these men pose to the peace of the world is enormous. Please Rep_Name do the morally correct thing and show the world that Americas checks and balances system is still intact. We have waited a full year for the Democratic congress to do something worthwhile and nothing has changed. Choose a side Sir/Ma'me 'cause "The world can't wait till 2008."

National Coalition of Organized Women join Ron Paul, Kucinich, Gravel anti war supporters and impeachment advocates at a rally at the main entrance to the Veterans Memorial Auditorium in Des Moines Iowa at the occasion of the Jefferson Jackson Fundraiser dinner. All Democratic presidential candidates were invited except Dennis Kucinich and Mike Gravel.
In addition, Ron Paul is in danger of being excluded in the Iowa GOP/FOX debates on Dec 4. because, like Kucinich, do not meet the puerile criterion. In this case: 5% in national bogus polls.

Details: The Iowa Farmers’ Union is holding their Rural Food summit all day at the Marriott Hotel, replete with indoor swimming poo,l at 700 Grand Ave. 10AM-5:00PM. Confirmed speakers are: Hillary Clinton, John Edwards, Barack Obama, Chris Dodd a Sen. Grassley, and Governor Culver. There will be opportunity to ask questions after each speaker. Tickets are $20.00 and include a “natural” pork lunch provided by Neiman ranch. Ron Paul was asked to speak but had a scheduling conflict. Consequently, the Ron Paul campaign has taken a booth at the event and encourages all Ron Paul supporters to come in droves to establish an amazing Ron Paul presence…and have a swim, too! Member of Congress War Crimes Problem
The American government’s system of checks and balances relies on separation of power: Congress appropriates money; and the President spends it. This does not mean that war crimes only attach to those who do things. Nuremberg adjudicated war crimes against legal counsel and officers of the court (judges) for failing to enforce the laws, or attempting to enforce illegal laws. The precedent: Non-Executive branch civilian personnel, leadership, and staff counsel can be prosecuted for war crimes, regardless their distance from the illegal activity on the ground. Members of Congress and their staff counsel have a war crimes problem.
They’re gumming this to death. There are several lines of evidence suggesting there’s great concern within the Member of Congress staff meetings in re war crimes. After DoD JAGs documented their concerns to DOJ that ICC would have a possible/likely role in prosecuting US officials for prisoner abuse, the Military Commissions Act included language that would defend US government officials before “international” tribunals. JAG concerns were not isolated to one document, but related to many working group meetings which Congress and DOJ were well aware and involved.
Congress also has the power — and responsibility — to raise and support the armies [AI S8]. Attached with that is the legal obligation to ensure those funds are only going for lawful things. Congress cannot, in “supporting” an army, spend money on an illegal war, or illegal violations of Geneva.
After WWII, Nuremberg adjudicated war crimes not just against primary actors — those who committed war crimes — but also civilian policy makers, non-executive branch judges, and legal counsel. Nuremberg concluded that the Geneva obligations attached to those who had the power to enforce the law, strike down bad law, and ensure the laws of war were fully preserved. [ See ]
Based on information and belief, it appears the Congressional staff counsel, working in concert with DoD and DoJ Legislative Liaison created language to defend all US government officials — including non-Executive Branch personnel in Congress, as required — against war crimes. Legal counsel memoranda is presumed to exist. It is expected that the arguments in writing, under seal, are not consistent with the public statements of Members of Congress.
Based on information and believe: Congressional staff counsel have memoranda which explicitly raises to Members of Congress the risk that US Members of Congress could be adjudicated with war crimes; that the precedents of Nuremberg do not attach solely to primary acts; and that Members of Congress and the President have a joint interest in never fully investigating all war crimes related issues.
Where To Get The Evidence
Discovery isn’t as difficult as one might expect. It cannot be argued that it is a “state secret” that Members of Congress and DOJ created language defending US government officials before “international” tribunals. The only tribunal related to the MCA — the one the US says it will not recognize — is the ICC and The Hague.
What appears to have happened is the Congress and President have publicly asserted the ICC-The Hague have “no jurisdiction”; but privately, they’ve well discussed the JAG memoranda form the POW working groups. There must be notes, memoranda, meeting minutes, and other things which would coordinate the JAG concerns; develop language for Congress to pass in the MCA; but then develop a public relations policy that would, with the President, attempt to convince the public that the ICC has no jurisdiction. [See sample “working group” Memo: here ] These working groups started after 9-11 in 2001.
Note the link is part of the Congressional record: Someone inside the Congress knew about the working groups, and has discussed this, but where are the war crimes investigations? “Off the table”. That is alleged malfeasance which implicated the Justices at Nuremberg. There’s no case to be made that this alleged malfeasance could not also broadly be applied to individual Members of Congress.
Sample Grand Jury Discovery Plan
- When did Members of Congress and their staff/outside counsel review JAG memoranda from DoD outlining JAG concerns that US civilians could be prosecuted for war crimes before the ICC?
- How long have Members of Congress and their staff counsel known — but failed to investigate — known war crimes which the JAGs well discussed in 2001 in re prisoner abuse?
- When did legal counsel first raise with members of Congress the risks that US civilians could be prosecuted before the ICC?
- When did the DOJ Staff Counsel discuss with Members of Congress, staff counsel and others the need to insert language within the MCA to defend before the ICC or other international tribunals war crimes charges against US Members of Congress, staff counsel, or others in the Executive Branch?
- Which Contractors did Congress and/or President hire to develop this public relations strategy: To attempt to convince the public that Members of Congress are not subject to any judicial review before the ICC or The Hague?
- What meeting minutes do Members of Congress have which took the JAG concerns about prisoner abuse: Why did these notes and memoranda not result in a shut down for funding in a timely manner; and where are the Majority-Minority memoranda to DoD-DoJ-CIA-NSA General Counsels/IGs related to questions about funding for these illegal activities?
- Where are the member of Congress legal counsel memoranda discussing the JAG concerns with prisoner abuse; and why did these memoranda not result in any public investigation of the war crimes?
- Which legal counsel working in Congress have hired outside counsel to defend them before the ICC/The Hague for making allegedly frivolous legal argument: Pretending Members of Congress could not be prosecuted; that the Nuremberg precedents in re Justice Trial could not be applied to other non-combatants in the Legislative Branch?
- When did legal counsel discuss with Members of Congress, Congressional leadership, and other staff counsel in the Executive Branch the problem associated with war crimes evidence: Which “state secrets claims” were known to be frivolous; were jointly agreed by Legislative-Executive counsel to shield evidence damaging to both the Executive and Legislative branches?
- When did Legislative Counsel discuss with members of Congress and others using “state secrets claims” as a basis to allegedly falsely “We cannot get the information,” related to evidence they knew, or should have known was related to illegal activity which they knew or should have known could not be shielded by any state secret claim, privilege, or any executive order?
- When did Members of Congress, their staff counsel, Executive Branch personnel, and their staff counsel jointly agree or indirectly agree to not ask questions related to these memoranda because the war crimes issues attached not just to the President, VP, but also Members of Congress and staff counsel in both the Legislative and Executive Branches?
