PAINT BALL GAME GONE WILD! SECRET MILITARY EXERCISES NEAR MOHAWK COMMUNITIES? [In-depth Report]

If Canada is such a peace loving country, why is it saber rattling and playing war games like "Vigilant Shield 09"? Huge military exercises are taking place on Turtle Island this month. These are being run by “NorthCom” and “NORAD” [North American AeroDefence Command]. NorthCom works with “Canada Command” and coordinates civil incidents through the U.S. Department of Homeland Security DHS. This has nothing to do with Afghanistan. It has to do with “civil” control, not democracy. The Canadian part is called “Determined Dragon, Trillium Response”. [What bunch of jerks made this one up? Sounds like some kind of teenage fantasy video? These guys are scary!]

In the U.S. during a "disaster or emergency" JTF-CS operates within a Department of Defense chain of command that begins and ends with the President of the U.S. Canada is on this dog chain. In other words, it gave up its independence. Civilian agencies, including "State, local, territorial, and tribal [band] governments, and private sector owners and operators of critical infrastructure," would be controlled by the military. They define the “disaster” that will lead to world domination.

What’s going on here? Details are scarce, especially on the Trenton Air Force Base aspect which is near the Mohawk community of Tyendinaga. Another exercise is going on in Hamilton, near Six Nations. Another in Thunder Bay. Are there others? Is it a coincidence that these are mostly next to Ongwehonwe communities?

The main focus is "Communications Interoperability" to coordinate various agencies: the military, Joint Task Force JTF, army, navy and air force; all police agencies, RCMP, OPP, CBSA, “Aboriginal” police, municipal police; emergency responders, ambulances, fire trucks, rail security and select government bureaucrats; and the effected private sector such as nuclear reactors. “Interoperability” means coordinating all their goons and thugs to have “Joint War Games”.

It looks more like an exercise designed to set up the infra structure needed to impose “martial law”. Communications and radio frequencies will come under one command. The new device called the "Incident Commanders” Radio Interface looks like a cigar box, about 5" x 8" x 2". It can be held by one wired-up adolescent to receive and send messages to all these agencies during an emergency, natural or man-made disaster, including a "terrorist attack". But who and where are the terrorists? The only scary guys in the neighborhood is them!

NORAD is the North American AeroDefense Command, a U.S.-Canada control center based in Colorado, that is supposed to warn of an attack by aircraft or missiles. Project HAARP is the Pentagon-run “High Frequency Active Auroral Research Program” with plans to heat the earth’s ionosphere, using high frequency radio waves. How do we know they haven’t already been doing this? The military can send signals to nuclear subs and spy deeply underground [www.haarp.net]. This is based near Anchorage Alaska where military exercises are going on too. E Systems which is owned by Raytheon has the defense contract to run this. [They’re the biggest arms makers and dealers in the world.]

It’s all scripted. The U.S. has a “Hollywood Style” National Training Center NTC in California and Joint Readiness Training Center JRTC in Louisiana. They’re not teaching peace. They’re teaching warfare against Iraq and Afghanistan and whoever else gets in their way. Hi fi simulations are created, complete with mock towns and actors portraying natives and insurgents. One actor even dresses like a “tribal sheik”. Bombs are exploded and rockets stream in from the countryside. Civilians scream and scatter. The victims wear gory make up to simulate bloody wounds and morbid deaths. Injured civilians are left behind by the soldiers. The soldiers secure the town before going in to meet with the “regional governor”, supposedly “to win over the locals” but actually to get information from him in exchange for money. The young natives are taken away to Abu Graib for questioning. [It has already been established that the methods used there include torture and death]. Observers judge and grade each performance. Our question is who are the “traitors” who help them set up these scenarios? [www.worldpoliticsreview.com] Are these same guys writing the script for Bin Laden and Al Qaida too? Meanwhile the Taliban will just have to keep on improvising!

In Canada in the 1990s, after the Mohawk-Oka Crisis, a mockup of the Mohawk community of Kahnawake was created at a New Brunswick army base to help soldiers practice warfare on us. Who played the Mohawks? Who played the cowardly treasonous band council? It gets worse! In Saskatchewan the target at the police shooting range was a stereotypical Indigenous woman.

Doing so many exercises in our communities is meant to desensitize us to the presence of armed soldiers over, around us and in our back yards. We forget the danger. We’ll be close targets when the guns are turned on us.

Even more sinister is that these exercises can act as a cover for "real"/pretext events such as 911, the London bombings and the Oklahoma City bombing. It was hard to sort out what was real and what was an exercise. Cities where exercises have taken place such as Seattle are considered as being "prepped" for martial law.

These exercises involve hundreds of people, dozens of vehicles, boats, UAVs, helicopters and planes. Thunder Bay is the furthest inland port where large ships can load and unload and where rail and truck lines meet. Right now nuclear reactors are arriving here on their way to the Alberta oil sands. Rumors abound that these exercises will involve a simulated nuclear attack. At the same time US exercises are taking place in Alaska near the HAARP weather modification installation and in California where wild fires are now raging.

The Thunder Bay exercise will combine a severe weather event and emergency situations to create various scenarios. The first part will be an incident with a container ship along the federal port. Simulated will be collapsed buildings, human casualties, and toxic spills. The second will involve a rail incident. Simulated will be a response to a train fire/explosion and resulting toxic spill. Of course, they’re trying to recruit Ongwehonwe for the military because they want “expendable” people to do their dangerous work.

For this, National “Defense” [offense?] will transport the Toronto Heavy Urban Search and Rescue group to Thunder Bay on a Globemaster aircraft: between 400 and 550 military personnel from the Immediate Response Unit (IRU) and 63 Domestic Response Company to arrive on 22 Nov. 2008 and leave by 25 Nov. 2008.

Involved may be the local civilian authorities such as “primary responders”, provincial authorities, imbedded media, the Coast Guard (to provide fire fighting and power generation), the RCMP and Navel Reserve divers. Our Haudenosaunee territory includes many "strategic infrastructures" such as nuclear reactors, nuclear waste stockpiles, chemical factories, rail hubs and harbors. The Great-Lakes St. Lawrence is a major industrial area. The military needs the nuclear stockpile. By the way, whatever happened to the 500 tons of yellowcake that was dumped off in Montreal harbor last July 2008? It was in the papers. Then we never heard about it again.

Government agencies and actors roped into this “war movie” include Public Safety, Health Canada and Department of Foreign Affairs and International Trade. Guess what? Indian Affairs is in there like a dirty shirt? Why? This is coming right out of our budget for desperately needed clean water, housing, education and medical care. The “chain of command” starts at the Pentagon. The recent horrific crash that killed three non-natives at the Cornwall Ontario border checkpoint in Akwesasne last week was a similar multi-“service” operation, by the Canada Border Services Agency CBSA, the Ontario Provincial Police OPP, the RCMP and the Akwesasne Mohawk Police. The guys on steroids with guns and fast cars are obviously trying to take control.

The Mohawk Police were chasing and ramming the van driven by the 21 year old non-native youth that ended in a dramatic fiery fatal crash. The cops created the kind of catastrophe they say they are protecting the public from. Two days later, while military exercises were going on in Hamilton, there was another strangely similar high speed chase of a non-native into the 6 Nations community which ended up in a crash and shoot out. Is this coincidence or was it planned?

We’re still waiting for answers at Akwesasne. Why didn't ambulances and nearby fire trucks take action immediately? Why did the Mohawk cops go straight for the load of cigarettes and not help the victims? Why were witnesses told to stop talking to the media about anything they saw? Was this staged to make an excuse to bring in the outside colonial agencies that don’t have jurisdiction but we can’t seem to get rid of? Watch out! They might be installing surveillance devices everywhere, like they did in Kanehsatake, or planting weapons to come in and raid us.

What’s going on? Are these lunatics trying to bring martial law into our communities because the colonists are saying we can’t handle the bedlam they’re creating? The fascist method is to isolate and eliminate the source of greatest resistance to their plans. Let's face it, folks, right now one of the main resisters is the freedom loving Ongwehoneh. The military interest in us could have something to do with the fact that all the land and resources of Turtle Island belong to us. In the US militant groups are getting more scared and more armed. Frightened people with guns is a dangerous scenario! Nobody wants that.

Pentagon opens new spy shop: Tom Burghardt

Back in April, Antifascist Calling reported on the proposed shut-down of the Pentagon’s controversial Counterintelligence Field Activity (CIFA) office that illegally spied on the antiwar movement.

That office was officially “disestablished” August 4 by the Department of Defense (DoD). Simultaneously, it “activated” the Defense Counterintelligence and Human Intelligence Center (DCHC) “under the direction of the Defense Intelligence Agency.”

DCHC will “combine CIFA resources and responsibilities with longstanding DIA CI and HUMINT capabilities.” DCHC director Army Maj. Gen. Theodore Nicholas says that “the realignment of CIFA’s functions and resources into DIA strengthens the close historical and operational relationship between counterintelligence and HUMINT.”

According to the Associated Press, DIA’s new office will engage in what it calls “offensive counterintelligence” to identify what terrorist operatives or foreign intelligence officers are up to and thwart their activities.

The DoD stresses that

“CIFA’s designation as a law enforcement activity did not transfer to DIA. The new center will have no law enforcement function.” I

n other words unlike CIFA, if we’re to believe the Defense Department, DCHC will not spy on Americans’ or subvert their constitutionally-protected rights of free speech and assembly. But unlike DCHC’s classified budget, talk is cheap and the devil is in the details which are few and far between.

CIFA: mired in cronyism, scandal and corruption

The brainchild of former Secretary of Defense Donald Rumsfeld and Under Secretary of Defense for Intelligence Stephen Cambone, CIFA was mired in cronyism, scandal and corruption.

Indeed, disgraced Congressman Randy “Duke” Cunningham (R-CA), now a convicted felon cooling his heels in a federal penitentiary, was caught in a cash-and-hookers-for-contracts scandal along with Mitchell Wade, the notorious ex-chairman of MZM Inc. Cunningham, a member of the House Appropriations and Intelligence Committees, chaired the subcommittee on Human Intelligence Analysis and Counterintelligence that had authority over CIFA operations. Like any good congressman dedicated to “fighting the terrorists over there, so we don’t have to fight them here,” Cunningham showered MZM with some $16 million in dubious “earmarks” for contracts with CIFA before being run to ground.

One MZM deal would have allegedly provided the Pentagon office with a data-mining and storage system, the usual suite of “tools” for illegal spy operations we’ve come to expect from the Bush regime. The problem was, MZM’s “product” was useless and was never installed.

According to U.S. News & World Report, Wade’s shady dealings extended deep into CIFA’s dark heart. Wade enjoyed a “special” relationship with a company named Gray Hawk Systems Inc. The firm, according to investigative journalist Chitra Ragavan, “obtained several lucrative and questionable contracts from CIFA, which it then shared with MZM.”

To sweeten the grift, “three senior CIFA officials with influence over the contracting process left the agency and joined Gray Hawk,” according to Ragavan. With knowledgeable insiders in place, Wade was then able to “craft earmarks for Cunningham,” who then inserted them into appropriations bills worth tens of millions of dollars. After that, Cunningham was able to pressure “Pentagon officials to award the contracts to Gray Hawk and MZM.”

Pretty neat trick, eh? Unfortunately for Wade, his extracurricular activities earned him an eight year sentence in federal prison like his buddy, the “Dukester.”Gray Hawk was purchased in 2005 for $100 million by ManTech International Corp. in an “all cash acquisition,” according to Washington Technology. Approximately 90% of the firm’s employees hold security clearances which, as we’ve previously described, are marketable commodities. No charges were ever brought against Gray Hawk or its corporate officers.

But wait, there’s more!Before the smoke cleared, Kyle “Dusty” Foggo, the CIA’s Executive Director, former Iran-Contra operative and close confidant of both ex-CIA Director Porter Goss and convicted fraudster Brent Wilkes, the former CEO of ADCS Inc., was indicted in 2007 on charges of fraud, conspiracy and money laundering. On February 19, 2008, Foggo’s poker-playing pal Wilkes was sentenced to 12 years in federal prison for his role as Mitchell Wade’s “subcontractor” in CIFA shenanigans, according to the San Diego Union-Tribune.

However, the execution of a search warrant on a top CIA official by San Diego U.S. Attorney Carol Lam in May 2006, proved too much for the Bush administration and their close political allies in the Republican party. In addition to Cunningham, Wade, Foggo and Wilkes, Lam’s net now was closing around several other congressmen involved in CIFA sleaze.

Indeed Kyle Sampson, Alberto Gonazales’ Chief of Staff, was enmeshed in the scandal over fired U.S. Attorneys by the Bush regime. When the Justice Dept. learned of the Foggo search warrant, the very next day Sampson wrote an e-mail to his political masters stating the need to discuss “the real problem we have right now with Carol Lam.” Shortly thereafter, Lam was forced to resign and became one of the first victims of the “Attorneygate” scandal that eventually led to Gonzales’ forced resignation as U.S. Attorney General.

Foggo’s 2007 indictment was superseded when the CIA’s former No. 3 was indicted on new charges filed May 20, 2008 by federal prosecutors. The new indictment charged Foggo with accepting tens of thousands of dollars in “gratuities” and “sexual companionship” (the hookers in “hookergate”) in exchange for helping Wilkes secure plum government contracts. His trial is currently pending.

CIFA targets the antiwar movement

But the “hookergate” scandal was the least of CIFA’s problems. The office was caught red-handed spying on Americans when the American Civil Liberties Union (ACLU) obtained documents detailing the Pentagon’s illegal domestic spying operation.

Multiple news reports beginning in late 2005 revealed that CIFA, with 400 full-time DoD workers and 900 “outsourced” contractor employees and a classified budget, had been authorized to track “potential terrorist threats” against DoD through reports known as Threat and Local Observation Notices (TALON).

As it turned out, “nonvalidated” TALON reports were maintained in a huge database that compiled information on antiwar activists who organized demonstrations and vigils near U.S. military bases. Even when supposed “threats” were designated “not credible,” the office retained the files nonetheless.

Examples of TALON reports were subsequently published by The National Security Archive on their website. According to Archive analyst Jeffrey Richelson,

There were approximately four dozen reports concerning anti-war meetings or protests, including reports that remained in the database long after it was concluded that the targets were unrelated to any threat. Among the meetings that attracted the attention of military counterintelligence authorities were a large anti-war protest in Los Angeles in March 2005, a planned protest against military recruiters in Boston in December 2004, a planned demonstration outside the gates of the Fort Collins, Colorado, military base, and a planned protest at McDonald’s National Salute to America’s Heroes–a military air and sea show in Ft. Lauderdale, Florida. It was concluded that the Ft. Lauderdale protest was not a credible threat and a column in the database noted that it was a “US group exercising constitutional rights.” (”The Pentagon’s Counterspies,” The National Security Archive, September 17, 2007)

The TALON database was shut down in September and future “threat reports” would now “be funneled to an FBI database known as Guardian,” Wired reported last August. Guardian and its related e-Guardian database will be available for sharing “certain unclassified information” with state and local law enforcement officers. “Once sharing agreements are signed,” according to SourceWatch, “police chiefs and sheriffs will be able to query local terrorism threats and also submit terrorism information to the FBI through e-Guradian.”

However, “in accordance with intelligence oversight requirements,” even though CIFA is now closed, DoD “will maintain a record copy of the collected data,” SourceWatch revealed. In other words TALON reports, including data illegally collected on antiwar activists, will continue to exist somewhere deep in the bowels of the Defense Department.

The ties that bind (and pay handsomely in the process!)

Though CIFA is gone, the DoD’s new office will retain many of the characteristics of its predecessor, including DIA’s reliance on outsourced contracts to private defense and security firms. According to a July 22, 2008 Memorandum from Deputy Secretary of Defense Gordon England obtained by Cryptome,

On August 3, 2008, all DoD CIFA CI missions, responsibilities, functions, and authorities as well as all associated resources including all personnel, support contracts and contractors, and appropriate records and archives shall transition in place to DIA. Personnel transfer notifications, as appropriate and required, shall be accomplished in advance of the August 3, 2008, transfer from DoD CIFA to DIA. [emphasis added]

Major CIFA contractors included QinetiQ, a British-owned defense and intelligence firm based in Mclean, Virginia. Investigative journalist Tim Shorrock reported in January for CorpWatch that QinetiQ’s “Mission Solutions Group, formerly Analex Corporation, had just signed a five-year, $30 million contract to provide a range of unspecified ’security services’.” Interestingly enough, Cambone became a QinetiQ vice president when he left the Pentagon and CIFA signed the QinetiQ deal a scant two months after he was hired. Just a coincidence, I’m sure.

CIFA’s brief included a Directorate of Field Activities, tasked with “preserving the most critical defense assets;” the Counterintelligence and Law Enforcement Center, designated as the office to “identify and assess threats;” and Behavioral Sciences, the office that provided “a team of renowned forensic psychologists [who] are engaged in risk assessments of the Guantanamo Bay detainees,” according to Shorrock.

Will the CIFA shut-down and the transference of its intelligence brief to DIA mean that a privatized military-surveillance complex is now a relic of the corrupt Bush regime? Hardly. According to estimates, some 30-40% of DIA personnel are outsourced contractors themselves.

Indeed, Washington Technology reported that “the Defense Intelligence Agency is planning a billion-dollar contract for information technology and services.” According to the brief report, the contract “to be known as the Solutions for Information Technology Enterprise, will be open to Defense Department intelligence agencies, the Army, Air Force, Navy and Marines Corps as well as non-DOD agencies involved in intelligence.” (emphasis added)

Back in April, the publication reported that eight giant multinational defense and security firms “won prime contracts” from DIA “for military intelligence analysis services.” The companies included BAE Systems Inc., Booz Allen Hamilton Inc., CACI International Inc., Concurrent Technologies Corp., L-3 Communications Corp., Northrop Grumman Corp., Science Applications International Corp. and SRA International Inc. In other words, the usual suspects!

Interestingly enough, two items that appeared last week in the federal insider and high-tech defense industry press paint DIA “partner” Science Applications International Corporation (SAIC) in a less than favorable light, to say the least!

The first item was an August 5 piece in Washington Technology, that detailed how the Department of Homeland Security had to “suspend a procurement” for the upcoming TopOff 5 (Top Officials) “national disaster drill to investigate improprieties in the contracting process.” According to Alice Lipowicz,

…lawmakers said a contractor who apparently wrote parts of FEMA’s request for proposals for the Topoff 5 contract might also be a bidder on the contract. If so, that would present an unfair competitive advantage due to an organizational conflict of interest, and possibly other ethics infractions. The senators also said FEMA officials did not recognize the potential conflict nor approve a mitigation strategy, such as firewalls, that would have mitigated it.

The contractor has not been named, but sources identified it as SAIC, which confirmed it submitted a bid for the Topoff 5 work. (”FEMA Suspends TopOff, SAIC Drops out of Competition,” Washington Technology, August 5, 2008)

The second item appeared the very next day, when Federal Times revealed that SAIC had been found guilty of violating the False Claims Act “and ordered the company to pay the government $6 million in damages.” Elsie Castelli reports,

SAIC failed to disclose conflicts of interest that could have biased the company’s work assisting the Nuclear Regulatory Commission, the jury found. SAIC was hired by the agency to help it develop a rule to govern the recycling of radioactive waste from nuclear facilities. The jury ruled the company concealed its relationships with private firms that would benefit from the rule, and made 77 false statements and claims to obtain payment on two NRC contracts in the 1990s. The second case is far more serious since “companies found liable” for submitting false claims “are subject to suspension or debarment,” Federal Times reports.

SAIC, No. 5 on Washington Technology’s “Top 100 List” of Federal prime contractors, clocked in with $4,919,829,998, more than two thirds of which were defense and security related. “No such actions have been taken against SAIC, according to the government’s Excluded Parties List, which tracks suspensions and debarments,” according to Federal Times.

Would anyone care to wager whether or not the San Diego-based defense and security giant will be suspended or debarred from future government contracts? I didn’t think so.

While the Defense Department claims that the Defense Counterintelligence and Human Intelligence Center will “have no law enforcement function,” the question remains: with a massive domestic intelligence apparatus aimed like a Borg death-ray at America’s democratic Republic, where has the Pentagon’s “law enforcement function” been transferred?

According to investigative journalist Erin Rosa’s report in The Colorado Independent, “the military will…be sharing intelligence information and providing support through U.S. Northern Command, (NORTHCOM) a unit stationed at Peterson Air Force Base in Colorado Springs that was created in 2002 for homeland defense missions,” during the upcoming Democratic National Convention later this month in Denver.

It's called "Plan Mexico," or more formally the "Merida Initiative," and here's the scheme. It's to do for Mexicans what Plan Colombia has done to that nation since 1999, and, in fact, much earlier. Since then, billions have gone for the following: -- to establish a US military foothold in the country; -- mostly to fund US weapons, chemical and other corporate profiteers; it's a long-standing practice; in fact, a 1997 Pentagon document affirms that America's military will "protect US interests and investments;" in Colombia, it's to control its valuable resources; most importantly oil and natural gas but also coal, iron ore, nickel, gold, silver, emeralds, copper and more; it's also to crush worker resistance, eliminate unions, target human rights and peasant opposition groups, and make the country a "free market" paradise inhospitable to people; -- it funds a brutish military as well; already, over 10,000 of its soldiers have been trained at the Western Hemisphere Institute for Security Cooperation (WHINSEC) - aka the School of the Americas (SOA) at Fort Benning, Georgia; its graduates are infamous as human rights abusers, drugs traffickers, and death squad practitioners; they were well schooled in their "arts" by the nation most skilled in them; -- it lets Colombia arm and support paramilitary death squads; they're known as the United Self-Defense Forces of Colombia (AUC); for more than a decade, they've terrorized Colombians and are responsible for most killings and massacres in support of powerful western and local business interests; -- it funds drug eradication efforts, but only in FARC-EP and ELN areas; government-controlled ones are exempt; trafficking is big business; laundering drugs money reaps huge profits for major US and regional banks; the CIA has also been linked to the trade for decades, especially since the 1980s; after Afghanistan's invasion and occupation, opium harvests set records - mostly from areas controlled by US-allied "warlords;" the Taliban's drug eradication program was one reason it was targeted; Colombia's drug eradication is horrific; it causes ecological devastation; crop and forest destruction; lives and livelihoods lost; large areas chemically contaminated; bottom line of the program - record amounts of Colombian cocaine reach US and world markets; trafficking is more profitable than ever; so is big business thanks to paramilitary terror; -- it's to topple the FARC-EP and ELN resistance groups; Latin American expert James Petras calls the former the "longest standing (since 1964), largest peasant-based guerrilla (resistance) movement in the world;" it's also to weaken Hugo Chavez, other regional populist leaders and groups, and destabilize their countries; and -- it supports the "Uribe doctrine;" it's in lockstep with Washington; its policies are hard right, corporate-friendly and militarized for enforcement. Plan Colombia turned the country into a dependable, profitable narco-state. Business is better than ever. Violence is out of control and human rights abuses are appalling. It gets worse. Two-thirds of Columbians are impoverished. Over 2.5 million peasant and urban slum dwellers have been displaced. Thousands of trade unionists have been murdered (more than anywhere else in the world), and many more thousands of peasants, rural teachers, and peasant and indigenous leaders have as well. Paramilitary land seizures are commonplace. Colombian latifundistas profit hugely. Wealth concentration is extreme and growing. Corruption infests the government. Many thousands in desperation are leaving. Colombia's "democracy" is a sham. So is Mexico's. Plan Mexico will make it worse. That's the whole idea, and it's part of the secretive Security and Prosperity Partnership - aka the North American Union. It's planned behind closed doors - to militarize and annex the continent. Corporate giants are in charge, mostly US ones. The idea is for an unregulated open field for profit. The Bush administration, Canada and Mexico support it. Things are moving toward implementation. Three nations will become one. National sovereignty eliminated. Worker rights as well. Opposition is building, but moves are planned to quash it. That's the militarization part. Business intends to win this one. People are to be exploited, not helped. That's why it's kept secret. The idea is to agree on plans, inform legislatures minimally about them, get SPP passed, then implement it with as few of its disturbing details known in hopes once they are they'll be too late to reverse. SPP is ugly, ominous and hugely people destructive. Hundreds of millions in three countries will be affected. Others in the region as well. Plan Mexico is a contribution to the scheme. Below is what we know about it. Plan Mexico - Exploitation Writ Large The plan was first announced in October 2007 as a "regional security cooperation initiative." It's to provide $1.4 billion in aid (over three years) for Mexico and Central America on the pretext of fighting drugs trafficking and organized crime linked to it. FY 2008 calls for $550 million for starters with about 10% of it for Central America. In fact, Plan Mexico is part of SPP's grand scheme to militarize the continent, let corporate predators exploit it, and keep people from three countries none the wiser. Most aid will go to Mexico's military and police forces with its major portion earmarked back to US defense contractors for equipment, training and maintenance. It's how these schemes always work. This one includes a menu of security allocations, administrative functions, and special needs like software, forensics equipment, database compilations, plus plenty more for friendly pockets to keep our Mexican cohorts on board. After failing on May 15, House passage will likely follow the Senate's approval on May 22 - below the radar. It's one of many appropriations tucked into the latest Iraq/Afghanistan supplemental funding request, and its purpose is just as outlandish. It will militarize Mexico without deploying US troops. It will also open the country for plunder, privatize everything including state-owned oil company PEMEX, give Washington a greater foothold there, and get around the touchy military issue by allowing in Blackwater paramilitaries instead to work with Mexican security forces. Only privatizing PEMEX is in doubt thanks to immense citizen opposition. Thousands of "brigadistas" were in the streets, protesting outside the Senate and Chamber of Deputies, as lawmakers considered ending PEMEX state-control. They paralyzed debate and brought it to a halt - temporarily putting off a final resolution of this very contentious issue. Big Oil wants it. Most Mexicans don't. The battle continues. Mexico's military may get involved. The US State Department describes them as follows: -- ...."impunity and corruption (in Mexico's security forces are) problems, particularly at the state and local levels. The following human rights problems were reported: unlawful killings; kidnappings; physical abuse; poor and overcrowded prison conditions; arbitrary arrests and detention; corruption, inefficiency, and lack of transparency in the judicial system; (coerced) confessions....permitted as evidence in trials; criminal intimidation of journalists leading to self-censorship; corruption at all levels of government; domestic violence against women (often with impunity); violence, including killings, against women; trafficking in persons; social and economic discrimination against indigenous people; and child labor." Mexico's military fares little better with promises Plan Mexico will worsen it. President Calderon now deploys troops around the country. People fear them when they come. They're purportedly against drugs traffickers, but that's mostly cover. Their real purpose may be sinister - a possible dress rehearsal for martial law when SPP is implemented. Mexican soldiers are hard line. Their reputation is unsavory. People justifiably fear them. They commit flagrant human rights abuses and get away with them. The major media even report them. The New York Times, CNN, BBC, USA Today and others cite evidence of rape, torture, killings, other human rights abuses, corruption, extortion, and ties to drugs traffickers. Little is done to stop it. Government and military spokespersons often aren't available for comment. They're part of the problem, not the solution. Plan Mexico promises more of the same and then some. Billions from Washington back it. Social protests in the country already are criminalized. Hundreds are filling prisons. Many languish there for years. Labor and social activists are most vulnerable. Injustice and grinding poverty motivate them. Plan Mexico ups the ante. Things are about to get worse. Militarizing society is toxic. Police state enforcement follows. Accountability disappears. The rule of law no longer applies. Plan Mexico assures it. So does SPP for the continent. In classic doublespeak, the White House claims it will "advance the productivity and competitiveness of our nations and help to protect our health, safety and environment." Its real purpose is to annex a continent, destroy its democratic remnants, lock in hard line enforcement, and secure it for capital. SPP Backdrop of Plan Mexico A detailed SPP explanation can be found on the 2007 article link. It's titled The Militarization and Annexation of North America - http://www.globalresearch.ca/index.php?context=va&aid=6359 Plan Mexico is part of SPP. It will militarize and annex the continent. It was formerly launched at a March 23, 2005 meeting in Waco, Texas attended by George Bush, Mexico's President Vincente Fox, and Canadian Prime Minister Paul Martin. They forged a tripartite partnership for greater US, Canadian and Mexican economic, political, social and security integration. Secretive working groups were formed to accomplish it - to devise non-negotiable agreements to be binding on all three nations. Details are hidden. No public input is permitted. Pro forma legislative voting is approaching. It will try to avoid a NAFTA-type battle. Legislatures aren't being fully informed. The worst of SPP is secret. It's not a treaty, and the idea is to pass it below the radar and avoid a protracted public debate. What's known so far is disturbing, and considerable opposition has arisen but thus far too inadequate to matter. SPP, Plan Mexico, and a final continent-wide plan amount to a corporate coup d'etat against three sovereign states and hundreds of millions of people. It's to erase national borders, merge three nations into one under US control, and remove all barriers to trade and capital flows. It's also to militarize the continent, create a fortress-North America security zone, and have in place police state laws for enforcement. Billions will fund it. All for corporate gain. Nothing for public welfare. SPP takes NAFTA and the "war on terrorism" to the next level en route to extending it further for more corporate plunder. It's based on outlandish notions - that doing business, protecting national security, and securing "public welfare" require tough new measures in a very threatening world. SPP bolsters US control. It enhances corporate power, quashes civil liberties, erases public welfare, and creates an open field for plunder free from regulatory restraints. It's being plotted behind closed doors. A series of summits and secret meetings continue with the latest one in New Orleans from April 22 to 24. Three presidents attended and were met by vocal street protests. They convened a "People's Summit" and also held workshops to: -- inform people how destructive SPP is; -- strengthen networking and organizational ties against it; -- maintain online information about their activities; -- promote their efforts and build added support; and -- affirm their determination to continue resisting a hugely repressive corporate-sponsored agenda. Opponents call it Nafta on steroids. Business-friendly opposition also exists. Prominent is a "Coalition to Block the North American Union." The Conservative Caucus backs it. It has a "NAU War Room." It's the "headquarters of THE national campaign to expose and halt America's absorption into a 'North American Union (NAU)' with Canada and Mexico." It opposes building "a massive, continental 'NAFTA Superhighway.' " It has congressional allies, and on January 2007 Rep. Virgil Goode and six co-sponsors introduced House Concurrent Resolution 40. It expresses "the sense of Congress that the United States should not engage in (building a NAFTA) Superhighway System or enter into a North American Union with Mexico and Canada." The April summit reaffirmed SPP's intentions - to create a borderless North America, dissolve national sovereignty, put corporate giants in control, and assure big US ones get most of it. Militarism is part of it. It's the reason for fortress-North America under US command. The US Northern Command (NORTHCOM) was established in October 2002 to do it. It has air, land and sea responsibility for the continent regardless of Posse Comitatus limitations that no longer apply or sovereign borders easily erased. Homeland Security (DHS) and its Immigration and Customs Enforcement (ICE) also have a large role. So does the FBI, CIA, all US spy agencies, militarized state and local police, National Guard forces, and paramilitary mercenaries like Blackwater USA. They're headed anywhere on the continent with license to operate as freely here as in Iraq and New Orleans post-Katrina. They'll be able to turn hemispheric streets into versions of Baghdad and make them unfit to live on if things come to that. SPP maintains a web site. It's "key accomplishments" since August 2007 are updated on it as of April 22, 2008. Its details can be accessed from the following link: http://www.spp.gov/pdf/key_accomplishments_since_august_2007.pdf It lists principles agreed to; bilateral deals struck; negotiations concluded; study assessments released; agreements on the "Free Flow of Information;" law enforcement activities; efforts related to intellectual property, border and long-haul trucking enforcement; import licensing procedures; food and product safety issues; energy (with special focus on oil); water as well; infrastructure development; emergency management; and much more. It's all laid out in deceptively understated tones to hide its continental aim - enhanced corporate exploitation with as little public knowledge as possible. Militarization will assure it, and consider one development up North. On February 14, 2008, the US and Canada agreed to allow American troops inside Canada. Canadians were told nothing or that the agreement was reached in 2002. Neither was it discussed in Congress or the Canadian House of Commons. It's for "bilateral integration" of military command structures in areas of immigration, law enforcement, intelligence, or whatever else the Pentagon or Washington wishes. Overall, it's part of the "war on terror" and militarizing the continent to make it "safer" for business and be prepared for any civilian opposition. Congress may soon pass SPP, but with no knowledge of its worst provisions kept secret. It's to assure enough congressional support makes it law. Nonetheless, federal, state and local opposition is building. It ranges from private activism to vocal lawmakers. In 2008, a dozen or more states passed resolutions against SPP. Around 20 others did it in 2007. Congress began debating it last year with opposition raised on various grounds - open borders, unchecked immigration, a NAFTA Superhighway System, and the idea of giving unregulated Mexican trucks free access to US roads and cities. There's also talk of replacing three national currencies with an "Amero." Unfortunately, little is heard about trashing the Constitution or giving corporate bosses free reign. There's even less talk about a militarized continent against dissent. SPP is a "new world order." Companies are plotting to get it. People better hope they don't. Disruptive opposition might derail them. It's building but needs more resonance to matter. Time is short and slipping away. These schemers mean business. They want our future. The name "false flag" comes from the old pirate's ruse of flying another country's flag during an attack, thereby shifting blame for the attack to a party that had nothing to do with it. Governments use false flag attacks to push their nations into dictatorship or war. As military experts, we fear that national terror drills, scheduled for May 1-8, could be used to camouflage a false flag attack in the United States.

Yesterday an American-flagged ship fired on the Iranian Navy, and now Pentagon sources say that they have been ordered to prepare attack plans. Admiral "Fox" Fallon, the Centcom commander who opposed war with Iran, has been ousted in favor of Bush loyalist General David Petraeus, who has spent the last month accusing Iran for our increasing problems with the Iraqi resistance.
Saudi Arabia has been preparing for nuclear fallout from an attack on Iran since last month, when Dick Cheney paid a visit. Israel has just finished its largest-ever domestic war drills. Israel and the Bush administration are insisting that Syria and North Korea are nuclear collaborators. Syria is preparing for the contingency of an Israeli attack. Iran is preparing for the contingency of a US attack. US government insiders speculate that Bush has promised Israel an expanded Middle East war before he leaves office.
The Neo-Cons are pounding their war drums again, according to Dr. James H. Fetzer, the founder of Scholars for 9/11 Truth, and he believes that nothing would help them spread their imperial war in the Middle East as much as another 9/11.

Inside the US, Bush approval ratings are well below 30%, and approval ratings for the U.S. Congress and mainstream media are even lower. Over three quarters of the American people believe that the country is on the wrong track, and just as many want to end the quicksand war in the Middle East. The economy is crashing as fuel prices are skyrocketing. The Establishment is losing its grip on power. It would take another 9/11 to make the nation forget its domestic woes and resume its lost zeal for the Neo-Con "new American century" of foreign wars and a domestic police state.
In his much-discussed February article, "False Flag Prospects, 2008," http://www.thepriceofliberty.org/08/02/25/may.htm Captain Eric H. May documented the disturbing fact that military and police exercises were occurring at the same time as the 9/11 US attacks in 2001 and the 7/7 UK bombings in 2005. In that prescient article, he designated the Pacific Northwest as one of the top three target zones for the next US false flag attack, and the Pacific Northwest will be the target of terror drills May 1-8.
Should a major event occur during the drills, the Bush administration is prepared to implement National Security Presidential Directive (NSPD) 51, which establishes dictatorship "in the event of a man-made or natural catastrophe." It is an extraordinary measure, and the White House has stonewalled Homeland Security Committee members from the House of Representatives who wanted to read it. One of those members, Oregon's Peter DeFazio summed up the feeling of many Americans about NSPD 51 when he said "Maybe the people who think there's a conspiracy out there are right."

National Level Exercise 2-08

NLE 2-08 will involve the very highest levels of Homeland Security and the US Northern Command. Both "Homesec" and "Northcom" were established by the Bush administration in the wake of 9/11 to take control of the nation in the event of another terrorist attack. They will be joined by FEMA in the May 1-8 exercise, which is one of the two largest terror drills scheduled this year.
On Thursday, May 1, the exercise begins in Washington, when an explosion collapses the Alaska Way viaduct in downtown Seattle and damages surrounding buildings. Twenty minutes later, terrorists explode a highjacked tanker filled with highly toxic chemicals at the Seattle Ferry Terminal. Deadly gas soon permeates downtown Seattle.
Emergency responders come in waves. Police and firemen, first to arrive, are quickly overwhelmed. The state deploys its 22-member Civil Support Team, a National Guard unit, to assess the damage and coordinate support. Later, 100 soldiers from a chemical battalion based in Yakima arrive to rescue, decontaminate and treat survivors. Finally, 5,000 troops arrive to handle logistics and security.
On Monday, May 5, the scenario shifts to Oregon where VX, the most toxic nerve agent ever synthesized, erupts from the Umatilla Army Depot.
The next day, terrorists blow up a chemical tanker in Ferndale, Washington. The county sheriff requests national support, and a Marine Corps chemical warfare detachment temporarily based at Ft. Lewis, Washington for the exercise responds.
According to sources at Northcom, NLE 2-08 will involve "robust play," with "surprise injects" of unanticipated events in which participants are "stretched to the limit" and have "everything thrown at them except the kitchen sink." All of this makes it easier for the exercise to "go live" by having a real catastrophe occur.
As the Pacific Northwest scenario is playing out, Washington, DC will be simulating a catastrophic hurricane as part of the same exercise. It wouldn't be much of a stretch to suggest that this puts Dick Cheney back in the bunker he occupied during 9/11.

Many American citizens are deeply concerned about police militarization, and about government and media preconditioning of our nation for future terror attacks and martial law. We recommend that they monitor NLE 2-08 closely. Armed with cell phones, cameras and the Internet, they are the single greatest deterrent against false flag terror.
If we, the co-authors of this alert, are in error about anything, then we invite reasonable officials to investigate us and our assertions at the very highest levels. In the past we have too often met with hostility, evasion or deception by officials involved in terror drills. We have been stonewalled when we have requested access to an extended schedule of unclassified military and police terror drills.
We believe that there is a pattern of official retaliation against patriotic service members who ask questions about 9/11 and false flags.
In 2006, Sergeant First Class Donald Buswell, an Army military intelligence NCO, suggested that 9/11 might have been a false flag operation. Within a month the decorated 40-year-old Iraq war veteran suffered a freak pulmonary embolism, which nearly killed him. After he was released from the hospital, his command accused him of disloyalty for his remarks, and subjected him to an extensive military investigation. Ultimately, he was fully exonerated, and the now-retired Buswell has become widely known on the Internet as the "9/11 NCO." Stephen Webster, writing for The Lone Star Iconoclast, gained national attention with his story about Buswell, "Under Fire! U.S. Army Intelligence Analyst Targeted for Suggesting New Independent 9/11 Investigation."

The duty to keep the government honest isn't optional for those of us who have taken an oath to defend the Constitution against all enemies, foreign and domestic. It has always been difficult, and even dangerous, to serve the American people. We call on all active-duty soldiers, police and first responders to obey their oaths by asking questions that need to be asked, and by thinking twice before blindly carrying out orders that may result in an a false flag attack against their country. We urge leaders of those soldiers, police and first responders to explain that diligence is not disloyalty, and that no one ceases to be a free American citizen by putting on a uniform.
Issuing an alert—as we are doing now—is not an instance of "crying wolf," as Bush administration apologists often assert. Three States \Subjected To "Martial Law Sweeps"

Local, state police and sheriff's office join feds for "terror" sweeps that result in hundreds of citations for traffic violations

Federal law enforcement agencies co-opted sheriffs offices as well state and local police forces in three states last weekend for a vast round up operation that one sheriff's deputy has described as "martial law training".

Law-enforcement agencies in Tennessee, Mississippi and Arkansas took part in what was described by local media as "an anti-crime and anti-terrorism initiative" involving officers from more than 50 federal, state and local agencies.

Given the military style name "Operation Sudden Impact", the initiative saw officers from six counties rounding up fugitives, conducting traffic checkpoints, climbing on boats on the Mississippi River and doing other "crime-abatement" programs all under the label of "anti-terrorism".

WREG Memphis news channel 3 reported that the Sheriff's Department arrested 332 people, 142 of whom were fugitives, or "terrorists" as they now seem to be known.

Hundreds of dollars were seized and drugs recovered, and 1,292 traffic violations were handed out to speeding terrorists and illegally parked terrorists.

The authorities even raided businesses and store owners, confiscating computers and paperwork in an effort to "track down possible terrorists before something big happens".

The Sheriff's Department is determining if and when they plan another round-up.

The operation, which involved police, deputies, the FBI, drug agents, gang units and even the coast guard, is just one example of how law enforcement at the state and local levels is being co-opted and centralized by the Department of Homeland Security via massive federal grants.

It also highlights how the distinction between crime and terrorism is becoming irrelevant

An Infowars reader called in to the Alex Jones show yesterday to alert us to the story and explain that he had gleaned the information from a his friend, a sheriff's deputy in Memphis, who had described the operation as "training for martial law in America".

Forget innocent until proven guilty, you are now a terrorist suspect until you are told otherwise.

It is now the norm to consider everybody equally likely to be guilty of something than innocent. This is proactive policing, not preventative or reactive policing, and is widely indicative of a society that is NOT free.

This form of proactive policing is a phenomena indicative of a once free state rapidly declining into a authoritarian police state.

If there was a real terror threat in these states, it would surely make sense to for law enforcement agencies to target known trouble areas, and follow up on already existing leads. Instead we are seeing local police and the coast guard being recruited to randomly target anyone in any area as possible terrorists.

Surely if there was a real terror threat, this activity would harm the effort to combat it.

Of course, such activity is clearly not related to a real and tangible terror threat, it is related to the ongoing effort to vastly increase the size and scope of the federal government and increase the power it has over American citizens.

The information and intelligence from the operation will be collated and routed through federally funded state-run fusion centers, which are working in conjunction with the military arm of the DHS, NORTHCOM.

Such information will soon include the DNA and other biometric information from every person arrested, which DHS head Michael Chertoff has declared is no longer your personal information.

We recently reported on the fact that after 9/11 the Justice Department advised the Bush administration that it was able to effectively suspend the Fourth Amendment where domestic counter terrorism operations are concerned.

In light of this, and given that the government has begun to class any crime as terrorism and set local and state police to work on "anti-terror" operations, it is clear that the protections provided by the Bill of Rights and the Constitution are under direct threat.

We have seen how new provisions will effectively nullify the U.S. constitution, and a recent spate of executive orders, in particular PDD 51, outline preparations for the implementation of open martial law in the event of a declared national emergency.

Centralized and federally coordinated law enforcement programs complement nationwide FEMA programs to train Pastors and other religious representatives to become secret police enforcers who teach their congregations to "obey the government" in preparation for the implementation of martial law, property and firearm seizures, mass vaccination programs and forced relocation. The effects of this particular program have already been witnessed.

These were the last earthquake warnings I posted (and ministers are who are being trained to handle the earthquakes AND martial law.)

Chertoff To Demonstrate “Checkpoint Evolution” at Airport

LINTHICUM, Md. (AP) ― U.S. Homeland Security Secretary Michael Chertoff is scheduled to visit BWI Thurgood Marshall Airport Monday to announce changes at airport security checkpoints.

Chertoff will demonstrate what is called “Checkpoint Evolution.”

The Transportation Security Administration Web site features videos to explain the features and goals of the equipment.

According to the Web site, the checkpoints will feature soothing music to calm passengers, easy-to-read signs and Plexiglas conveyor belts allowing passengers to see their luggage move through the inspection process.
