Sea Level Increase Is Kept Down by Reservoirs, Masking Ice Melt

March 13 (Bloomberg) -- Man-made reservoirs have cut sea- level gains by 30 millimeters (1.2 inches), masking the true extent of the contribution from melting ice, scientists said.
The two main contributors to rising sea levels are the melting of ice caps and glaciers and thermal expansion, when water takes up more space as it warms. Adding the effects of those two, the United Nations Intergovernmental Panel on Climate Change last year could only account for 1.1 millimeters of the 1.8-millimeter annual gain in sea levels observed since 1961.
Factoring in the findings on reservoirs takes the yearly increase to 2.4 millimeters, the researchers at the National Central University in Chung-Li, Taiwan, reported in the journal Science. That means it's probable that scientists have underestimated both melted ice and thermal expansion, Benjamin Fong Chao, lead author of the study, said yesterday.
``It's likely that both are higher, but that's the million- dollar question in the global warming debate,'' Chao said in a telephone interview from Chung-Li. ``We need to explain the sea- level rise budget, but we're not quite there yet.''
The UN panel last year said global warming will cause oceans to swell 18 to 59 centimeters (7 to 23 inches) by 2100, though they weren't certain how much melting ice sheets would contribute.
Of the observed annual sea level rise of 1.8 millimeters from 1961 to 2003, the panel attributed 0.4 millimeter to thermal expansion and 0.7 millimeter to ice-melt. The remaining 0.7 millimeter wasn't accounted for, they said.
Releasing all the water currently contained in reservoirs would add 30 millimeters to sea levels, according to the study.
Dams
The global average sea level rose about 17 centimeters last century, according to the IPCC. Including the water retained in reservoirs would bring the gain up to 20 centimeters.
Chao's team used the International Commission on Large Dams' World Register of Dams to calculate the volume of water that has been contained over land in more than 29,000 reservoirs globally. Including water that seeps into the soil surrounding reservoirs, about 10,800 cubic kilometers (2,600 cubic miles) of water is retained, they found.
``That's equivalent to about 3 centimeters of global sea level: this is surprisingly large,'' Chao said. ``The reservoirs keep water on land from flowing into the oceans. That actually reduces the global sea level.''
The team then used data on when dams were built, to calculate the year-by-year sea-level gain if all the water retained in dams had instead flowed into the oceans. They found that levels climbed at an ``essentially constant'' rate of 2.46 millimeters a year over the past eight decades, compared with the annual variations actually observed.
``Whether this means that the global changes causing the rise have been in operation in a rather steady fashion, or these changes fortuitously compensated one another over at least the past 80 years, remains to be examined,'' the researchers wrote.

Satellite images show a 160-square mile area of the 5000-sq.m. Wilkins Ice Shelf in the south-west Antarctic below South America has broken up and a much larger area is at risk of falling away, according to the National Snow and Ice Data Center at the University of Colorado.
Lead scientist at the Center, Ted Scambos, told Reuters that half the entire shelf could disappear within a few years after being a permanent fixture for hundreds of years. The way it is shattering is consistent with previous ice shelf losses that subsequent studies have put down to global warming, he said.
The dramatic collapse of the Larsen B Ice Shelf in Antarctica over just a month in 2002 helped raise awareness of climate change around the world and the British Antarctic Survey has since said human greenhouse emissions are responsible.
The collapse of the Wilkins Ice Shelf comes toward the end of the Southern Hemisphere summer and follows record ice-melt of the Arctic ice cap last Northern summer. Scientists have been surprised by the rate of polar thawing and say that global warming is occurring fastest in polar regions.
A separate study has concluded that soot particles falling on polar and mountain ice cover around the world may explain higher rates of ice thaw and overall global warming in recent years than had been predicted. Another study concluded that the high polar melt rates were due to a combination of factors, including natural events, not just the effects of human greenhouse gas emissions.

NSIDC has monitored the Wikins ice shelf for signs of retreat for several years. A review of historical data and older satellite images indicates that retreat rate along the northern edge of the Wilkins began to pick up in the mid to late 1980's. In the last few years, several small break-up events have occurred, with long narrow icebergs calving from the shelf front and then becoming entrapped in thick sea ice in front of the shelf.
In March of 1998, AVHRR images recorded what appeared to be a large break-up event along the northwestern front. The shelf appearance changed from solid white to mottled in images of reflectance, from a uniformly cold temperature to a mixture of warm and cold surfaces in thermal imagery. Recently, SAR data gathered in August of 1998 was examined, and it revealed that this event was a major retreat of nearly 1100 km2.
Ordinarily, ice shelves calve relativly large bergs from their fronts; i.e., the majority of the area lost to maintain equilibrium is lost in a few major calving events. In the Larsen B, and as vividly illustrated here for the Wilkins, the retreating Peninsula ice shelves are calving thousands of bergs at once, suggesting that they are shattered in place before being dispersed by storms, currents, or wave action. A mechanism in which meltwater enhances ongoing, natural fracturing in the shelf was suggested many years ago by several scientists: current data supports the theory very well.

The breakups come as temperatures continue to rise and the melt season lengthens on both sides of the Antarctic Peninsula in the 1990's. Melt ponds are visible in other SAR images in the northeastern area of the Wilkins, and other field work by the British Antarctic Survey suggests that the snow on the shelf is saturated with water.

Published: Thursday, March 20, 2008A U.S.-based company that has controversially laid claim to nearly all of the Arctic Ocean's undersea oil said Thursday that new geological data suggests a "potentially vast" petroleum resource of 400 billion barrels.
That figure is backed by a respected Canadian researcher who recently signed on as the firm's chief scientific adviser.
Las Vegas-based Arctic Oil & Gas has raised eyebrows around the world with its roll-of-the-dice bid to lock up exclusive rights to extract oil and gas from rapidly melting areas of the central Arctic Ocean, currently beyond the territorial control of Canada, Russia and other polar nations
The company, which counts retired B.C. senator Edward Lawson among its directors, has filed a claim with the United Nations to act as the sole "development agent" of Arctic seabed oil and gas.
The firm acknowledges that the Arctic's petroleum deposits are the "common heritage of mankind," but has argued that the polar region requires a private "lead manager" to organize a multinational consortium of oil companies to extract undersea resources responsibly and equitably.
The Canadian government has dismissed the company's "alleged claim" over Arctic oil as having "no force in law," but experts in polar issues have raised alarms about the firm's actions, saying they could disrupt efforts to create an orderly regime for exploiting resources and protecting the Arctic environment under international law rather than a marketplace model.
In its latest statement about the polar seabed's "enormous reserve potential" for petroleum deposits, Arctic Oil & Gas cites recent scientific evidence that huge, floating mats of azolla - a prehistoric fern believed to have covered much of the Arctic Ocean during a planetary hothouse era about 55 million years ago - decomposed soon after the age of the dinosaurs and exist today as "vast hydrocarbon resources" trapped in layers of rock below the polar ice cap.
Bujak, a former geoscientist with the Geological Survey of Canada who now works as a private consultant in Canada and the U.K., is described in the Arctic Oil & Gas statement as confirming the "highly probable validity" of recent research pointing to rock layers "extremely rich" in "hydrocarbon precursors" throughout the Arctic basin.
Bujak, who previously worked for PetroCanada as a petroleum geologist, co-authored a landmark 2006 study in the journal Nature that first detailed the ancient azolla explosion that shows up today in Arctic seabed core samples.
He is also scheduled to describe the potential Arctic oil jackpot as the keynote speaker at a Calgary meeting of the Canadian Society of Petroleum Geologists in May.
"We are extremely fortunate to have brought on board an expert of the calibre of Dr. Bujak," company CEO Peter Sterling says in the statement. "His expertise and his connection to other geoscientists allow us to validate data and confirm its utility in our pursuit of the vast hydrocarbon resources that we intend to successfully locate and extract in the 'Arctic Commons'."
Neither Bujak nor Lawson could be reached for comment on Thursday.
Scientists have predicted that global warming could leave the entire Arctic virtually ice-free for months at a time within 20 years. That prospect has hastened a scramble among nations with a polar coast - namely Canada, Russia, the U.S., Norway and Denmark, which controls Greenland - to try to strengthen their scientific claims under the UN Convention on the Law of the Sea to extended territorial sovereignty over the Arctic Ocean floor.
A report issued last week by the European Union's top two foreign policy officials also highlighted the looming international struggle over Arctic oil deposits.
Authored by Javier Solana, the EU's foreign policy chief, and Benita Ferrero-Waldner, Europe's commissioner for external relations, the study pointed to "potential consequences for international stability and European security interests" as the retreat of Arctic ice makes shipping and oil and gas exploration a reality in the region.
Noting the "rapid melting of the polar ice caps," the report noted that "the increased accessibility of the enormous hydrocarbon resources in the Arctic region is changing the geo-strategic dynamics of the region."
The EU report was just the latest in a string of recent warnings about potential clashes over Arctic resources - including a prediction from former U.S. Coast Guard Cmdr. Scott Borgerson of possible armed conflict between the U.S. and Canada over Arctic sovereignty.
"The United States should not underestimate Canadian passions on this issue," Borgerson, a fellow at the influential Council on Foreign Relations, wrote in an article in the latest issue of Foreign Affairs magazine. "Unless Washington leads the way toward a multilateral diplomatic solution, the Arctic could descend into armed conflict."
