Irak is one gigantic concentration camp

Operation Desert Slaughter

Thoughts on Holocaust Memorial Day.

By Felicity Arbuthnot

Global Research, January 28, 2008

It is seventeen years since America and Britain embarked on their 'Final Solution' for the population of Iraq.

The forty two day carpet bombing, enjoined by thirty two other countries, against a country of just twenty five million souls, with a youthful, conscript army, with broadly half the population under sixteen, and no air force, was just the beginning of a United Nations led, global siege of near mediaeval ferocity. Having, as James Baker boasted they would, reduced 'Iraq to a pre-industrial age', the country was denied all normality : trade, aid, telecommunications, power, sanitation, water repairs, seeds, foods, pharmaceuticals, medical equipment.

As I write, seventeen years ago, Iraq would be entering the second week of a barbaric, near twenty four hour a day, carpet bombing, which, then, as now (lest we forget - yet again) scrupulously ignored Protocol 1, Additional to the Geneva Convention of 1977:

'It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies such as irrigation works (denying them) to the civilian population or to the adverse Party ... for any motive.'

The blitzkrieg on Iraq deliberately targeted all 'indispensable to survival'.

Within twenty four hours, most was destroyed. The electricity went off within two hours, leaving patients on life support machines and vital equipment, babies in incubators, or those on oxygen to die. Refrigerators defrosted, all medicine needing refrigeration, blood banks and vital saline solutions for the injured were destroyed. Food rotted and between the bombing and the bank closures (latter for fear of looting) replacements were scarce to unbuyable.

In Najav, seventy dialysis patients, 'old friends', said the senior nurse in charge of the unit, died for want of electricity. The water supply was deliberately destroyed, parts denied subsequently by the pathetic, US-UK dominated Sanctions Committee - a Committee without a backbone between them - and remains lethal to this day.

This was the plan by US Central Command, it seems, all along. The destruction of Iraq's water system has been described by Professor Nagy and Stephanie Miller as: 'a slow motion holocaust'. Few could have put it better.

(See: How the US deliberately destroyed Iraq's water. by Thomas J Nagy : http://www.globalresearch.ca/articles/NAG108A.html )

The telecommunications tower was also one of the earliest casualties, an elegant, soaring, structure on the edge of Baghdad's Mansur district. It lay, broken and crumpled, as did the remains of those who worked inside it. Iraq was thus cut off from the world, the extent of the bombing and atrocities largely unknown for considerable time. Iraqis throughout the world had no way of knowing if their families, friends, loves, were dead or alive. Radio and television stations across Iraq were blitzed so no warnings to populus could be given (journalists too have special protection in wars, but decision makers, seemingly are not only illiterate, but ignore legalities.)

Hospitals, health clinics, schools and kindergartens were bombed, education eradicated so totally that the stores for educational materials, in buildings separate from the schools (usually in a central distribution point some miles away) were also bombed. Agriculture in all forms was deliberately targeted. Chicken farms bombed, flocks of sheep and goats, broadly half of all buffalo were killed, dairy farms obliterated. Crops, food processing factories reduced to rubble. A war crime stupendous in its immensity, for which not one murderous, genocidal, infanticidal, decision maker or pilot has stood trial.

Pharmaceutical factories were bombed, the medical syringe factory was destroyed. And in an especially psychotic policy, the countries who were Iraq's trading partners and had built factories and installations for the country, bombed those which they had built. America's gung-ho goons whooped over bombing the Pepsi and Coca Cola factories. 'Bravery' doesn't come more deviant, sub-normal and retarded than that.

Due to the use of defoliants and napalm, half of all Iraq's trees, including the great, ancient palms, died. Remaining palms did not bear their succulent fruit for about five years. In the tranquil, family farming settlements, amongst the palms, women and livestock alike aborted and often died. Survivors consistently described a 'vapor' coming from the 'planes, then the horrific aftermath, affecting those living in the shelter of the palm groves or copses of trees, where dwellers settled for relative cool from Iraq's searing summers. And, of course, in this decimation from above, which dropped more ordinance daily than was dropped daily in the second world war, five times more explosive power was dropped than on Hiroshima.

The weapons used were depleted uranium, which continues to irradiate Iraq and the region, the people, flora and fauna -and will continue to do so for four and a half billion years. '..protection of the natural environment against widespread, long term and severe damage', is another absolute dictate under the Geneva Convention. It proscribes absolutely '... damage to the natural environment (prejucing) the health and survival of the population.'

Contraventions don't come bigger than condemning inestimable generations yet unborn, to death and deformity. The Nuremberg Principles are exercised by the treatment of both civilians and prisoners and the: '... murder or ill treatment ...of prisoners of war ... further, extermination ... and other inhuman acts against any civilian population'.

The 'inhuman acts', committed against the Iraqi people in 1991 constitute war crimes which, since no one was brought to justice, one can only hope haunt those responsible for all time.

The slaughter on the Basra Road, after the ceasefire, the fleeing civilians and retreating troops, ripped to pieces, or incinerated in General Norman Schwartzkop's 'turkey shoot'. The whole war, of course, was nothing else. Saddam Hussein had offered, indeed, started to retreat from Kuwait before the carnage began, but as ever, for the United States, conciliation was 'too late'. Buses, lorries, cars were also targeted throughout the forty two day massacre. Lorries carrying medicines, meat, essentials were burned, with their drivers. Western troops took their repulsive 'trophy photos', with the pathetic remains of the incinerated and dismembered.

When the (UK) Observer, to its credit, printed the picture which became the symbol of the 1991 atrocities, the Iraqi soldier, with his near melted face welded to the windscreen of his vehicle, there was an outcry. The sensitivities of readers should not be exposed to such horrors. Maggie O'Kane, writing in the Guardian Weekly (16th December 1995) describes searingly, reality. Relatives, praying, hope against hope, that those they loved, had somehow miraculously survived the hadean inferno that was the Basra Road massacre. "On the day the war ended, at a bus station south of Baghdad, dusk was falling and the road was covered with weeping women.

The Iraqi survivors of the `turkey shoot' on the Basra Road were crawling home with fresh running wounds. Their women were throwing themselves at the battered minibuses and trucks, pulling, pleading, begging. `Where is he, have you seen him ? Is he not with you ?' Some fell to their knees on the road when they heard the news.

Others kept running from bus, to truck, to car, looking for their husbands, their sons or their lovers - the 37,000 Iraqi soldiers who would not come back. It went on all night and it was the most desperate and moving scene I have ever witnessed." There was worse. Think of the excesses of horrors the Western media has deluged its readers with over the years, those perpetrated by people of other cultures, with other features: Stalin, Pol Pot, indeed Saddam Hussein and consider this in Maggie O'Kane's article: '

When Sergeant Joe Queen returned to his home town of Bryson City North California, after the Gulf war, the first thing he saw was a huge banner draped outside Hardees Burger Restaurant, which read: `Welcome Home Joe Queen.' Joe Queen, who'd been awarded a bronze star, wanted to chill out after the war, but Bryson City wouldn't let him Joe, 19-years old, had gone straight from Desert Storm to become one of the first American troops to cross the Saudi border in an armored bulldozer. His job was to bury the Iraqis alive in their trenches and then cover over the trenches real smooth so the rest of the Big Red One, as The First Armored Mechanized Brigade is called, could come nice and easy behind him. 'Joe Queen doesn't know how many Iraqi troops he buried alive on the front line.

But five years later, in his military base in Georgia, he remembers well how it worked:

`

The sand was so soft that once the blade hits the sand it just caves in right on the sides, so we never did go back and forth. So you are traveling at five, six, seven miles an hour just moving along the trench... You don't see him. You're up there in the half hatch and you know what you got to do. You did it so much you could close your eyes and do it... I don't think they had any idea because the look on their faces as we came through the berm was just a look of shock. `While I was retreating, I saw some of the soldiers trying to surrender, but they were buried. There were two kinds of bulldozers, real ones, actual ones, and also they had tanks and they put something like a bulldozer blade in front of them. Some of the soldiers were walking towards the troops holding their arms up to surrender and the tanks moved in and killed them. They dug a hole in the ground and then they buried the soldiers and leveled it.' One survivor described the friends buried alive, who he had laughed with, eaten with ...'I really don't know how to describe it. We were friends. I ate with some of them. I talked to some of them. I cannot express how I felt at that moment..... I saw one soldier and his body was just torn apart by a bulldozer. The upper part was on one side and the lower on the other side.'

I hope your nightmares and those of your colleagues haunt for all time Joe Queen. May the specter of those for whose live burial you and your murderous colleagues were responsible, follow in all your footsteps, for all time.

These mass graves also carry the names of the leaders who ordered the decimation of Iraq in 1991, their military Commanders and soldiers, on every one of them. Ironically, the mass graves of Saddam Hussein have seemingly not materialized, just war graves and those from the uprising encouraged by the US and UK at the end of the 1991 decimation. The war, of course, never ended. The thirteen year subsequent embargo cost maybe one and a quarter million lives.

Additionally, the US and UK, bombed Iraq (illegally) until the (illegal) invasion of 2003. In 2002, they stepped up their destruction of life, limb and of entire housing projects with families within, children playing, doing homework, flocks of sheep and goats with their child shepherds. 'Approximately a year before the United States initiated Operation Southern Focus, as a change to its response strategy, by increasing the overall number of missions and selecting targets throughout the no-fly zones to disrupt the military command structure in Iraq. The weight of bombs dropped increased from none in March 2002 and 0.3 in April 2002 to between 8 and 14 tons per month in May-August, reaching a pre-war peak of 54.6 tons in September 2002.' (Wikipedia.)

A recent study by the Centre for Public Integrity, has also uncovered lies of impeachable stature, leading to invasion, by the Bush Administration..

'The study counted 935 false statements in the two-year period. It found that in speeches, briefings, interviews and other venues, Bush and administration officials stated unequivocally on at least 532 occasions that Iraq had weapons of mass destruction or was trying to produce or obtain them, or had links to al Qaeda, or both. 'Bush led with 259 false statements, 231 about weapons of mass destruction in Iraq and 28 about Iraq’s links to al Qaeda, the study found. That was second only to Powell’s 244 false statements about weapons of mass destruction in Iraq and 10 about Iraq and al Qaeda.' (http://www.publicintegrity.org )

Iraq's post invasion (2003-2007) excess under five mortality has been estimated at over one million. In Afghanistan, post invasion, at 1.9 million (2001-2007.)

For another humanitarian abomination of our time, the Israeli siege of the Gaza strip (June 2007 and ongoing) total excess death figures are elusive. CIA figures for infant mortality, however (2004) are woeful at 23.54 per thousand births. Sweden (2007) just 2.76 per thousand births. Given Israel's withdrawal of electricity and just about all needed to sustain life since last June, some serious statistical data is needed - and relentless and absolute demands for humanity and human rights for our global neighbors in Gaza, Iraq and Afghanistan, the forgotten of Lebanon's 'Simmer Rain' decimation, by 'we the people ...' Like Joe Queen's genocidal actions, the atrocities committed in these countries are being carried out in our name. 'Silence is complicity'. (For much more shameful complicity - since 1950 - please see Dr Gideon Polya: 'Body Count', an academic, key and indispensable work: http://www.globalbodycount.blogspot.com)

'There was no one left to kill', declared General Norman Schwartzkopf after the Basra Road bloodbath, where even the injured holding white flags, and doctors accompanying them were obliterated.

'Morally, we won', an Iraqi doctor told me shortly afterwards. Indeed. 'We are the new Jews', is an oft heard, Arab refrain now.

As I write, on Holocaust Memorial Day, it is impossible not to reflect that is does not take forced labor camps, forced transport and Zyclon B to create a holocaust. When the figures of the dead in Iraq, Afghanistan and Gaza, reach six million, as the world stands by, will they too get their own Holocaust Memorial Day? Will we all, regardless of color or creed, ever learn, before it is too late?

The REAL issue: the destablization of Pakistan

May I remind you - I do REGULAR updates on Kurdistan, which to me is the PIVOTAL place to watch. SERIOUSLY. That is where the bulk of oil is proposed to be run through in the end of the picture/map.

The Destabilization of Pakistan

by Prof. Michel Chossudovsky

Global Research, December 30, 2007

The assassination of Benazir Bhutto has created conditions which contribute to the ongoing destabilization and fragmentation of Pakistan as a Nation.

The process of US sponsored "regime change", which normally consists in the re-formation of a fresh proxy government under new leaders has been broken. Discredited in the eyes of Pakistani public opinion, General Pervez Musharaf cannot remain in the seat of political power. But at the same time, the fake elections supported by the "international community" scheduled for January 2008, even if they were to be carried out, would not be accepted as legitimate, thereby creating a political impasse.

There are indications that the assassination of Benazir Bhutto was anticipated by US officials:

"
It has been known for months that the Bush-Cheney administration and its allies have been maneuvering to strengthen their political control of Pakistan, paving the way for the expansion and deepening of the “war on terrorism” across the region.

Various American destabilization plans, known for months by officials and analysts, proposed the toppling of Pakistan's military...

The assassination of Bhutto appears to have been anticipated. There were even reports of “chatter” among US officials about the possible assassinations of either Pervez Musharraf or Benazir Bhutto, well before the actual attempts took place. (Larry Chin, Global Research, 29 December 2007)

Political Impasse

"Regime change" with a view to ensuring continuity under military rule is no longer the main thrust of US foreign policy. The regime of Pervez Musharraf cannot prevail. Washington's foreign policy course is to actively promote the political fragmentation and balkanization of Pakistan as a nation.

A new political leadership is anticipated but in all likelihood it will take on a very different shape, in relation to previous US sponsored regimes. One can expect that Washington will push for a compliant political leadership, unoncewrned with the National Interests,, which will serve its interests, while concurrently contributing under the disguise of "decentralization" to the weakening of the central government and the fracture of Pakistan's fragile federal structure.

The political impasse is deliberate. It is part of an evolving US foreign policy agenda, which favors disruption and disarray in the structures of the Pakistani State. Indirect rule by the Pakistani military and intelligence apparatus is to be replaced by more direct forms of US interference, including an expanded US military presence inside Pakistan.

This expanded military presence is also dictated by the Middle East-Central Asia geopolitical situation and Washington's ongoing plans to extend the Middle East war to a much broader area.

The US has several military bases in Pakistan. It controls the country's air space. According to a recent report: "U.S. Special Forces are expected to vastly expand their presence in Pakistan, as part of an effort to train and support indigenous counter-insurgency forces and clandestine counterterrorism units" (William Arkin, Washington Post, December 2007).

The official justification and pretext for an increased military presence in Pakistan is to extend the "war on terrorism". Concurrently, to justify its counterrorism program, Washington is also beefing up its covert support to the "terrorists."

The Balkanization of Pakistan

Already in 2005, a report by the US National Intelligence Council and the CIA forecast a "Yugoslav-like fate" for Pakistan "in a decade with the country riven by civil war, bloodshed and inter-provincial rivalries, as seen recently in Balochistan." (Energy Compass, 2 March 2005). According to the NIC-CIA, Pakistan is slated to become a "failed state" by 2015, "as it would be affected by civil war, complete Talibanisation and struggle for control of its nuclear weapons". (Quoted by former Pakistan High Commissioner to UK, Wajid Shamsul Hasan, Times of India, 13 February 2005):

"Nascent democratic reforms will produce little change in the face of opposition from an entrenched political elite and radical Islamic parties. In a climate of continuing domestic turmoil, the Central government's control probably will be reduced to the Punjabi heartland and the economic hub of Karachi," the former diplomat quoted the NIC-CIA report as saying.

Expressing apprehension, Hasan asked, "are our military rulers working on a similar agenda or something that has been laid out for them in the various assessment reports over the years by the National Intelligence Council in joint collaboration with CIA?" Ibid)

Continuity, characterized by the dominant role of the Pakistani military and intelligence has been scrapped in favor of political breakup and balkanization. According to the NIC-CIA scenario, which Washington intends to carry out: "Pakistan will not recover easily from decades of political and economic mismanagement, divisive policies, lawlessness, corruption and ethnic friction," (Ibid) .

The US course consists in fomenting social, ethnic and factional divisions and political fragmentation, including the territorial breakup of Pakistan. This course of action is also dictated by US war plans in relation to both Afghanistan and Iran.

This US agenda for Pakistan is similar to that applied throughout the broader Middle East Central Asian region. US strategy, supported by covert intelligence operations, consists in triggering ethnic and religious strife, abetting and financing secessionist movements while also weakening the institutions of the central government.

The broader objective is to fracture the Nation State and redraw the borders of Iraq, Iran, Syria, Afghanistan and Pakistan.

Covert Support to Balochistan Separatists

Pakistan's extensive oil and gas reserves, largely located in Balochistan province, as well as its pipeline corridors are considered strategic by the Anglo-American alliance, requiring the concurrent militarization of Pakistani territory.

Balochistan comprises more than 40 percent of Pakistan's land mass, possesses important reserves of oil and natural gas as well as extensive mineral resources.

The Iran-India pipeline corridor is slated to transit through Balochistan. Balochistan also possesses a deap sea port largely financed by China located at Gwadar, on the Arabian Sea, not far from the Strait of Hormuz where 30 % of the world's daily oil supply moves by ship or pipeline. (Asia News.it, 29 December 2007)

Pakistan has an estimated 25.1 trillion cubic feet (Tcf) of proven gas reserves of which 19 trillion are located in Balochistan. Among foreign oil and gas contractors in Balochistan are BP, Italy's ENI, Austria's OMV, and Australia's BHP. It is worth noting that Pakistan's State oil and gas companies, including PPL which has the largest stake in the Sui oil fields of Balochistan are up for privatization under IMF-World Bank supervision.

According to the Oil and Gas Journal (OGJ), Pakistan had proven oil reserves of 300 million barrels, most of which are located in Balochistan. Other estimates place Balochistan oil reserves at an estimated six trillion barrels of oil reserves both on-shore and off-shore (Environment News Service, 27 October 2006) .

The Balochi resistance movement dates back to the late 1940s, when Balochistan was invaded by Pakistan. In the current geopolitical context, the separatist movement is in the process of being hijacked by foreign powers.

Balochistan's strategic energy reserves have a bearing on the separatist agenda. Following a familiar pattern, there are indications that the Baloch insurgency is being supported and abetted by Britain and the US.

British intelligence is allegedly providing covert support to Balochistan separatists (which from the outset have been repressed by Pakistan's military). In June 2006, Pakistan's Senate Committee on Defence accused British intelligence of "abetting the insurgency in the province bordering Iran" [Balochistan]..(Press Trust of India, 9 August 2006). Ten British MPs were involved in a closed door session of the Senate Committe on Defence. (Ibid).

It would appear that Britain and the US are supporting both sides. The US is providing American F-16 jets to Pakistan, which are being used to bomb Baloch villages in Balochistan. Meanwhile, British covert support referred to by Senate Committee essentially serves to weaken the central government.

The stated purpose of US counter-terrorism is to provide covert support as well as as training to "Liberation Armies" ultimately with a view to destabilizing sovereign governments. In Kosovo, the training of the Kosovo Liberation Army (KLA) was in fact entrusted to a private mercenary company, Military Professional Resources Inc (MPRI), on contract to the Pentagon.

The BLA bears a canny resemblance to Kosovo's KLA, which was financed by the drug trade and supported by the CIA and Germany's Bundes Nachrichten Dienst (BND).

The BLA emerged shortly after the 1999 military coup. It has no tangible links to the Baloch resistance movement, which developed since the late 1940s. An aura of mystery surrounds the leadership of the BLA.

Baloch population in Pink: In Iran, Pakistan and Southern Afghanistan

Washington favors the creation of a "Greater Balochistan" which would integrate the Baloch areas of Pakistan with those of Iran and possibly the Southern tip of Afghanistan (See Map above), thereby leading to a process of political fracturing in both Iran and Pakistan.

"The US is using Balochi nationalism for staging an insurgency inside Iran's Sistan-Balochistan province. The 'war on terror' in Afghanistan gives a useful political backdrop for the ascendancy of Balochi militancy" (See Global Research, 6 March 2007).

Military scholar Lieutenant Colonel Ralph Peters writing in the June 2006 issue of The Armed Forces Journal, suggests, in no uncertain terms that Pakistan should be broken up, leading to the formation of a separate country: "Greater Balochistan" or "Free Balochistan" (see Map below). The latter would incorporate the Pakistani and Iranian Balochi provinces into a single political entity.

In turn, according to Peters, Pakistan's North West Frontier Province (NWFP) should be incorporated into Afghanistan "because of its linguistic and ethnic affinity".

Although the map does not officially reflect Pentagon doctrine, it has been used in a training program at NATO's Defense College for senior military officers. This map, as well as other similar maps, has most probably been used at the National War Academy as well as in military planning circles. (See Mahdi D. Nazemroaya, Global Research, 18 November 2006)

"Lieutenant-Colonel Peters was last posted, before he retired to the Office of the Deputy Chief of Staff for Intelligence, within the U.S. Defence Department, and has been one of the Pentagon’s foremost authors with numerous essays on strategy for military journals and U.S. foreign policy." (Ibid)

It is worth noting that secessionist tendencies are not limited to Balochistan. There are separatist groups in Sindh province, which are largely based on opposition to the Punjabi-dominated military regime of General Pervez Musharraf (For Further details see Selig Harrisson, Le Monde diplomatique, October 2006)

"Strong Economic Medicine": Weakening Pakistan's Central Government

Pakistan has federal structure based on federal provincial transfers. Under a fderal structure, the central government transfers financial resources to the provinces, with a view to supporting provincial based programs. When these transfers are frozen as occurred in Yugoslavia in January 1990, on orders of the IMF, the federal fiscal structure collapses:

"State revenues that should have gone as transfer payments to the republics [of the Yugoslav federation] went instead to service Belgrade's debt ... . The republics were largely left to their own devices. ... The budget cuts requiring the redirection of federal revenues towards debt servicing, were conducive to the suspension of transfer payments by Belgrade to the governments of the Republics and Autonomous Provinces.

In one fell swoop, the reformers had engineered the final collapse of Yugoslavia's federal fiscal structure and mortally wounded its federal political institutions. By cutting the financial arteries between Belgrade and the republics, the reforms fueled secessionist tendencies that fed on economic factors as well as ethnic divisions, virtually ensuring the de facto secession of the republics. (Michel Chossudovsky, The Globalization of Poverty and the New World Order, Second Edition, Global Research, Montreal, 2003, Chapter 17.)

It is by no means accidental that the 2005 National Intelligence Council- CIA report had predicted a "Yugoslav-like fate" for Pakistan pointing to the impacts of "economic mismanagement" as one of the causes of political break-up and balkanization. "Economic mismanagement" is a term used by the Washington based international financial institutions to describe the chaos which results from not fully abiding by the IMF's Structural Adjustment Program. In actual fact, the "economic mismanagement" and chaos is the outcome of IMF-World Bank prescriptions, which precipitate indebted countries into extreme poverty.

Pakistan was subjected to the same deadly IMF "economic medicine" as Yugoslavia: In 1999, in the immediate wake of the coup d'Etat which brought General Pervez Musharaf to the helm of the military government, an IMF economic package, which included currency devaluation and drastic austerity measures, was imposed on Pakistan. Pakistan's external debt is of the order of US$40 billion. The IMF's "debt reduction" under the package was conditional upon the sell-off to foreign capital of the most profitable State owned enterprises at rockbottom prices .

Musharaf's Finance Minister was chosen by Wall Street, which is not an unusual practice. The military rulers appointed at Wall Street's behest, a vice-president of Citigroup, Shaukat Aziz, who at the time was head of CitiGroup's Global Private Banking. (See WSWS.org, 30 October 1999). CitiGroup is among the largest commercial foreign banking institutions in Pakistan.

There are obvious similarities in the nature of US covert intelligence operations. The latter are often synchronized with the IMF-World Bank macro-economic reforms. In this regard, Yugoslavia's federal fiscal structure collapsed in 1990 leading to mass poverty and heightened ethnic and social divisions. The US and NATO sponsored "civil war" launched in mid-1991 consisted in coveting Islamic groups as well as channeling covert support to separatist paramilitary armies in Bosnia and Kosovo.

A similar "civil war" scenario has been envisaged for Pakistan by the National Intelligence Council and the CIA: From the point of view of US intelligence, which has a longstanding experience in abetting separatist "liberation armies", "Greater Albania" is to Kosovo what "Greater Balochistan" is to Pakistan's Southeastern Balochistan province. Similarly, the KLA is Washington chosen model, to be replicated in regards to the Balochistan Liberation Army (BLA).

The Assassination of Benazir Bhutto

Benazir Bhutto was assassinated in Rawalpindi, no ordinary city. Rawalpindi is a military city host to the headquarters of the Pakistani Armed Forces and Military Intelligence (ISI). Ironically Bhutto was assassinated in an urban area tightly controlled and guarded by the military police and the country's elite forces. Rawalpindi is swarming with ISI intelligence officials, which invariably infiltrate political rallies. Her assassination was not a haphazard event.

Without evidence, quoting Pakistan government sources, the Western media in chorus has highlighted the role of Al-Qaeda, while also focusing on the the possible involvement of the ISI.

What these interpretations do not mention is that the ISI continues to play a key role in overseeing Al Qaeda on behalf of US intelligence. The press reports fail to mention two important and well documented facts:

1) the ISI maintains close ties to the CIA. The ISI is virtually an appendage of the CIA.

2) Al Qaeda is a creation of the CIA. The ISI provides covert support to Al Qaeda, acting on behalf of US intelligence.

The involvement of either Al Qaeda and/or the ISI would suggest that US intelligence was cognizant and/or implicated in the assassination plot.

The Violent Radicalization and Homegrown Terrorism Prevention Act HR 1955

By Philip Giraldi

Global Research, December 1, 2007
Huffington Post

There has been a long tradition of fear-mongering legislation in the United States directed against groups and individuals believed to threaten the established order. The first such measures were the Alien and Sedition Acts passed by Congress in 1798 during the administration of the second president of the United States John Adams. The Acts, consisting of four separate laws, made it more difficult to become a citizen, sought to control real or imagined foreign agents operating in the United States, and also gave the government broad powers to control "sedition." Sedition was defined as "resisting any law of the United States or any act of the President" punishable by a prison sentence of up to two years. It also made illegal "false, scandalous or malicious writing" directed against either the government or government officials. The next President, Thomas Jefferson declared that three out of the four laws were unconstitutional and pardoned everyone who had been convicted under them.

Early in the last century, hysterical fear of anarchists resulted in the conviction and execution of Sacco and Vanzetti 1927 despite clear evidence that the two men were innocent. A few years later, in 1934, a Special Committee on Un-American Activities was set up by Congress to monitor the activities of fascists in the United States. Ironically, the two congressmen who were most instrumental in the establishment of the committee, Samuel Dickstein of New York and Martin Dies of Texas, both Democrats, were themselves tainted by activities that might reasonably be described as Un-American. Dickstein was himself a paid agent of the Soviet NKVD intelligence agency and Dies regularly spoke at Ku Klux Klan rallies. After the Second World War, the committee was renamed the House Un-American Activities Committee (HUAC) and focused almost exclusively on communists, continuing to do so until it was incorporated into the House Judiciary Committee in 1974. Concurrent with HUAC on the Senate side, Joseph McCarthy of Wisconsin, a Republican, became the public face of anti-communism in the early 1950s, with his frequent claims that communists had infiltrated the US government at various levels. Few of the claims could be substantiated, however, and McCarthy eventually fell out of favor and was censured by the Senate.

More recently, there has been the post 9/11 creation of a virtual avalanche of legislation and commissions designed to protect the country at the expense of the Bill of Rights. The two Patriot Acts of 2001 and 2006 and the Military Commission Act or 2006 have collectively limited constitutional rights to free speech, freedom of association, freedom from illegal search, the right to habeas corpus, prohibition of cruel and unusual punishment, and freedom from the illegal seizure of private property. The First, Fourth, Fifth, Sixth, and Eighth Amendments in the Bill of Rights have all been disregarded in the rush to make it easier to investigate people, put them in jail, and torture them if necessary. A recent executive order of July 17th, 2007 goes even farther, authorizing the President to seize the property of anyone who "Threatens Stabilization Efforts in Iraq." The government's own Justice Department decides what constitutes "threatening stabilization efforts" and the order does not permit a challenge to the information that the seizure is based on.

One would have thought that the systematic dismantling of the Constitution of the United States would have been enough to satisfy even the most Jacobin neoconservative, but there is more on the horizon, and it is coming from people who call themselves Democrats. The mainstream media has made no effort to inform the public of the impending Violent Radicalization and Homegrown Terrorism Prevention Act. The Act, which was sponsored by Congresswoman Jane Harman of California, was passed in the House by an overwhelming 405 to 6 vote on October 24th and is now awaiting approval by the Senate Homeland Security Committee, which is headed by Senator Joseph Lieberman of Connecticut. It is believed that approval by the committee will take place shortly, to be followed by passage by the entire Senate.

Harman's bill contends that the United States will soon have to deal with home grown terrorists and that something must be done to anticipate and neutralize the problem. The act deals with the issue through the creation of a congressional commission that will be empowered to hold hearings, conduct investigations, and designate various groups as "homegrown terrorists." The commission will be tasked to propose new legislation that will enable the government to take punitive action against both the groups and the individuals who are affiliated with them. Like Joe McCarthy and HUAC in the past, the commission will travel around the United States and hold hearings to find the terrorists and root them out. Unlike inquiries in the past where the activity was carried out collectively, the act establishing the Violent Radicalization and Homegrown Terrorism Prevention Commission will empower all the members on the commission to arrange hearings, obtain testimony, and even to administer oaths to witnesses, meaning that multiple hearings could be running simultaneously in various parts of the country. The ten commission members will be selected for their "expertise," though most will be appointed by Congress itself and will reflect the usual political interests. They will be paid for their duties at the senior executive pay scale level and will have staffs and consultants to assist them. Harman's bill does not spell out terrorist behavior and leaves it up to the Commission itself to identify what is terrorism and what isn't. Language inserted in the act does partially define "homegrown terrorism" as "planning" or "threatening" to use force to promote a political objective, meaning that just thinking about doing something could be enough to merit the terrorist label. The act also describes "violent radicalization" as the promotion of an "extremist belief system" without attempting to define "extremist."

As currently envisioned, the Commission will not operate in perpetuity. After the group has done its work, in eighteen months' time, a Center of Excellence for the Prevention of Violent Radicalization and Homegrown Terrorism will be established to study the lessons learned. The center will operate either out of the Department of Homeland Security or out of an appropriate academic institution and will be tasked with continuing to monitor the homegrown terrorism problem and proposing legislation and other measures to counter it.

As should be clear from the vagueness of the definitions, the Violent Radicalization and Homegrown Terrorism Prevention Act could easily be abused to define any group that is pressuring the political system as "terrorist," ranging from polygamists, to second amendment rights supporters, anti-abortion protesters, anti-tax agitators, immigration activists, and peace demonstrators. In reality, of course, it will be primarily directed against Muslims and Muslim organizations. Given that, there is the question of who will select which groups will be investigated by the roving commissions. There is no evidence to suggest that there will be any transparent or objective screening process. Through their proven access both to the media and to Congress, the agenda will undoubtedly be shaped by the usual players including David Horowitz, Daniel Pipes, Steve Emerson, and Frank Gaffney who see a terrorist hiding under every rock, particularly if the rock is concealing a Muslim. They and their associates will undoubtedly find plenty of terrorists and radical groups to investigate. Many of the suspects will inevitably be "anti-American" professors at various universities and also groups of Palestinians organized against the Israeli occupation, but it will be easily to use the commission formula to sweep them all in for examination.

The view that 9/11 has "changed everything" is unfortunately all too true. It has unleashed American paranoia, institutionalized mistrust of foreigners, and created a fantasy universe in which a US beset by enemies must do anything and everything to counter the alien threat. If it were a sane world, it would be difficult to imagine why anyone would believe that a Violent Radicalization and Homegrown Terrorism Prevention Act is even necessary. The United States has spent hundreds of billions of dollars in strengthening law enforcement and intelligence capabilities against terrorists and has every tool imaginable to investigate and make arrests. It has created a whole new bloated and dysfunctional branch of government in the Department of Homeland Security. What is not needed is groups of congressionally empowered vigilantes roaming the country at will looking for "homegrown terrorism"

While the momentum for the Sept. 15 Peace/Impeachment demonstration grows, the Bush Administration is going to extraordinary lengths to suppress the mobilizing for this mass demonstration.

Less than 18 hours ago, National Park Service Police turned a September 15 Press Conference, held in front of the White House, into a chaotic scene. On the pretext that there was no permit for a three foot long folding table that the media placed their microphones on, the police intervened in the middle of the press conference to announce that it was an unpermitted activity. Three people were arrested and are still being held in jail. They include Adam Kokesh, an Iraq war veteran; Tina Richards of Grassroots America; and Ian Thompson an ANSWER Coalition organizer.

The Parks Police even rode a horse directly into the crowd of reporters and shocked onlookers. The National Parks Police is an agency in the Interior Department whose Secretary is a member of George W. Bush's cabinet. In recent weeks September 15 organizers have been fined more than $30,000 for putting up posters promoting the September 15 March on Washington.

We encourage ImpeachBush.org members to circulate this email and the important story from the AFP wire story that documents this outrageous assault against Free Speech rights by the Bush Administration. At the end of this email we are also enclosing a link to a video on YouTube that shows some part of the suppression of the September 15 press conference yesterday.

Bush and company want to prevent people from coming out for a mass action led by Iraq war veterans and their families that will expose his war propaganda as a lie. The Administration wants to suppress the growing movement for impeachment. This is a showdown of great magnitude.

Please make every effort to come to Washington DC on September 15. We will not be intimidated. Join the tens of thousands who are coming to Washington, DC on September 15. Buses, car caravans and vans are coming from more than 100 cities.

If you cannot personally come you can help by making a generous donation. The buses, literature, posters, stage, sound and other expenses are immense. Many have already contributed. Please do your part and make a contribution today by clicking this link.

WASHINGTON (AFP) - Mounted police charged in to break up an outdoor press conference and demonstration against the Iraq war in Washington on Thursday, arresting three people, organizers and an AFP reporter said.

"The police suppressed the press conference. In the middle of the speeches, they grabbed the podium" erected in a park in front of the White House for the small gathering, Brian Becker, national organizer of the ANSWER anti-war coalition, told AFP.

"Then, mounted police charged the media present to disperse them," Becker said.

The charge caused a peaceful crowd of some 20 journalists and four or five protestors to scatter in terror, an AFP correspondent at the event in Lafayette Square said. No one appeared to have been hurt.

Three people -- Tina Richards, the mother of a marine who did two tours of duty in Iraq; Adam Kokesh, a leader of the Iraq Veterans Against the War group; and lawyer Ian Thompson, who is an organizer for ANSWER in Los Angeles -- were arrested, Becker said.

"A petition calling for the impeachment of President George W. Bush, allegedly carrying one million signatures and endorsed by former US attorney general Ramsey Clark, will also be submitted to officials during the week's activities."
The ANSWER coalition is trying to rally support for an anti-war demonstration in Washington that is due to take place on September 15.

Last month, the movement was threatened with a fine of at least 10,000 dollars unless it removed posters in the city announcing the September 15 march.

Washington city authorities have said the posters had to come down because they were stuck on with adhesive that did not meet city regulations.

"At our demonstration today we were showing the media that the paste we use conforms to the rules," Becker said.
"One of our activists was making a speech when the police barged in and grabbed the podium. At that point, Tina Richards started to put up a poster, so they arrested her and two others."

"This strategy of suppression has not worked. We expect many tens of thousands of people" in Washington for the September 15 anti-war demonstration, he said.

The march has been timed to coincide with the release of a report by the US military commander in Iraq, General David Petraeus, and will be part of a week of protests led by veterans of the Iraq war.

A petition calling for the impeachment of President George W. Bush, allegedly carrying one million signatures and endorsed by former US attorney general Ramsey Clark, will also be submitted to officials during the week's activities, ANSWER has told AFP.

North American Union: The SPP is a "hostile takeover" of democratic government and an end to the Rule of Law

By Constance Fogal

Global Research, August 2, 2007

Connie Fogal says the SPP is the "hostile takeover" of the apparatus of democratic government and an end to the "rule of law". There has been a kind of coup d'état over the government operations of Canada, U.S.A. and Mexico.

The first formal step towards the NAU was NAFTA. Ron Pastor of the Council on Foreign Relations has affirmed that. The Canadian Action Party, a registered federal sovereigntist political party in Canada, began as a party in 1997 precisely because none of the mainstream parties were calling for the clear, outright, unequivocal abrogation of NAFTA, or for control of our national monetary system.

Even now, our mainstream Canadian political parties and significant citizen groups are still stuck on re-negotiation of NAFTA (they talk of fair trade) which completely misses the point. As such, they remain blinded, and of no use to the citizens who care about our nation and our sovereignty, our independence, our civil liberties, our civil rights, our culture, our freedom .

The second formal step was the integration and subjugation of Canada's military into the US military command under NORAD, NORTHCOM, and the Bi-National Planning Agreement. That is why our Canadian military is in Afghanistan.

The third formal step in the creation of the NAU was the implementation of the respective liberty-stripping anti-terrorist legislations, the Patriot Act in the USA and the Anti-terrorist Act in Canada. This has been the mechanism to implement the police state apparatus necessary to enforce Fortress America.

The fourth formal step is the SPP, Security and Prosperity Partnership Agreement. That agreement is a "hostile takeover" of the Executive branch of government, a coup d'état over the government operations of Canada, U.S.A. and Mexico.

The three branches of democratic governance are:

1, the legislative arm, i.e., the policy makers, the people we elect;

2, the judicial arm, i.e., judges who interpret and apply the laws created by the policy makers; and

3, the executive arm, i.e., the civil service, the bureaucracy, who implement and run the policy and operations of government.

The SPP is a treasonous metamorphosis of our federal and provincial government bureaucracies into formal instruments to implement the agenda of the shadow government - the military/ industrial/ financial complex exemplified by the Canadian Council of Chief Executives who in turn are dominated by the U.S Council on Foreign Relations, and the US military apparatus. The S.P.P. has created the competitiveness council (10 to 16 people from industry and academe unelected by citizens, unaccountable to citizens, unrepresentative of citizens ) in each of Canada, U.S.A., and Mexico. They meet with our Prime Minister and the two Presidents. They actively direct the restructuring of the civil service apparatus and governance of Canada, U.S., and Mexico away from instruments serving the public interest and nationhood, and into tools to serve the power and greed of the industrial, financial, military complex. This Competitiveness Council will be at Montebello directing the three
leaders in August, 2007 finalizing the last steps of the NAU.

Since March, 2005, under the direction of three senior cabinet ministers of each country, about 100 working groups of unelected officials from government and industry have been meeting at taxpayer expense deciding on and directing the implementation of the restructuring of the apparatus of governance and the form of rule over the people. Their command goes out down the chain of bureaucracy expending vast amounts of taxpayer dollars implementing the changes in our border crossings, in our airports, on our airplanes, in our skies, on and to our roads and highways, in our personal identification systems, in our health, in our vaccines, over our food supplements, in our pesticide safety levels, in our schools and universities, in the exploitation of our natural resources-our rivers, lakes, oil, gas, in our environment, in the arms industry, in the manufacture and use of depleted uranium, in the exploitation of and experimentation on our indigenous people and our military
personnel, in immigration, over our right of Habeus Corpus, in our right of due process, our right to assemble and our freedom of speech, etc., etc.

Government of the people, by the people, for the people has been eliminated while those people we have elected stand idly in the sidelines apparently blissfully oblivious, or deliberately careless of the termination of their policy making role except as a rubber stamp. Those we have elected have abused their responsibility to protect our power, the people's power. They have permitted an undemocratic elite to control them and the operation of government. It is by us, the general citizenry, that Members of Parliament and Members of Legislative Assemblies and city councillors, and Senators and congressmen are supposed to be ruled in all matters, not by the military/ industrial/ complex that General Dwight D. Eisenhower warned about on his final address to his nation. The Prime Minister and Presidents along with their most senior Cabinet members and officials really now do apply a "Divine Right of Kings" mentality to their role. They have metamorphosed into a cancer rotting
the life out of our democracies.

For this reason the Canadian Action Party calls for electoral reform not just in how we elect candidates, but why and how the bureaucracy operates. In particular, we call for a curb on the exercise of power in the executive branch of government, and especially in the P.M.s office. This need is of paramount importance because it is the key to why and how three nations (Canada, USA, Mexico) are being dismantled.

Remember, if you believe in democratic accountable representation, there must be a universal franchise. Government of the people, by the people, for the people still is right. It is not government by officials of any organization or interest group whether public or private who are unelected by, unrepresentative, and unaccountable to the general public. We need to reform our government structure so that we can recall and replace any person we elect when they fail to keep their promise or do their duty to us, the citizenry; and, we also need to turn our executive arm of government back to being the servant of the citizens.

The Security and Prosperity Partnership Agreement (S.P.P) is deliberately not a formal international treaty such as NAFTA which is set out in a system of rule by international law. As a legal treaty the SPP would never have flown because it would have been exposed to scrutiny. It remains a work in progress agreement of incredible treacherous magnitude. It has already succeeded in implementing profound changes to three nations integrating the geographical region of North America. We do not even know the full extent of what has been completed or what little is left to be accomplished..

We know that a powerful think tank chaired by former Sen. Sam Nunn and guided by trustees including Richard Armitage, Zbigniew Brzezinski, Harold Brown, William Cohen and Henry Kissinger, is in the final stages of preparing a report to the White House and U.S. Congress on the benefits of integrating the U.S., Mexico and Canada into one political, economic and security bloc.

We know that the final report, published in English, Spanish and French, is scheduled for submission to all three governments by Sept. 30, according to the <http://www.csis.org/> Center for Strategic & International Studies.

We know that the data collected for the report is based on seven secret roundtable sessions involving between 21 and 45 people and conducted by CSIS. The participants are politicians, business people, labour leaders and academics from all three countries with equal representation.

We know all this because it is described in a CSIS report, <http://www.canadians.org/water/documents/NA_Future_2025.pdf> "North American Future 2025 Project."

It will be interesting to see who the think tank representatives will be that appear before our Canadian Parliament and how it is presented since so many of our Canadian MP's deny this integration is happening. They need to realize that the vote still works in Canada and if they want to be re-elected, they must repel the submissions for integration. In fact, their duty to us is to refuse to hear such a delegation. SInce when has it become lawful to entertain discussion or debate on any form of treason??

This kind of presentation by such influential players will likely be a formalization of the integration as a done deal.

We, the citizens, must demonstrate to our governments that we demand an end to the integration of North America . And, we must tell them we are not asking for a front row seat at our hanging party. We do not want to be involved or to have them involved in any negotiations or discussions or debate about how our nations are to die. We already know we do not want a North American Union, period!!! They must repel the formal instructions coming to them this fall from the shadow government.

In recognition of our sovereign democratic rights and powers as citizens promulgated by the respective founding fathers of three nations, the Canadian Action Party calls upon all Canadians to join with our neighbours in the USA and Mexico to stand and defend our distinctive nations, NOT TO CALL FOR DEBATE AND DISCUSSION ON INTEGRATION. We must DEMAND SOVEREIGNTY AND INDEPENDENCE We must make a sound and sight so that uninformed citizens can be alerted. How can we do this?

Right now, focus on being at the 25 km perimeter around Montebello, Quebec on August 20 and 21, 2007. In a separate e mail I will send suggestions about Montebello actions

Connie Fogal Leader is leader of the Canadian Action Party (CAP/PAC)
