Mr. HASTINGS of Florida introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be--

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect--

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term ‘closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term ‘emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term ‘major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term ‘military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).

Israeli propagandists routinely dismiss comparisons between Nazi Germany and Israel as “corrupt” and “far-fetched.” Some Zionists would even argue that only pathological anti-Semites would dare make such comparisons.

However, in light of what Israel has been and is doing to the Palestinians, including the present ruthless blockade of the Gaza Strip, and the slow, agonizing death meted out to innocent Gazans, any honest person shouldn’t fail to observe the striking similarity between the Nazi mentality and the collective Israeli mindset.

The Nazis viewed their victims as “Untermenschen” while Zionist Jews simply refer to their equally tormented victims as “terrorists” or “potential terrorists.”

Even a 7-year-old Palestinian school child is often referred to in Israel as “a terrorist child.”

Needless to say, the demonizing, dehumanizing language is meant to make the readers, viewers and listeners hate the victims. This is exactly what the Nazis did during the Second World War.

For example, when a Jewish resistance fighter was killed in one of the many Jewish communities throughout Nazi-occupied Europe, the German and other pliant press would report the event with a caption reading “ a bandit fell to his death” or “a bandit emerges from his hideout.”

Many of the fighters would rather jump to their death from the a fourth or fifth floor than hand themselves over to the SS, very much like Palestinian freedom fighters are doing these days.

Today, the Israeli army and media use nearly identical epithets in reference to Palestinian victims of Israeli Nazism. They only replace the word “bandit” with the word “terrorist.” The rest is almost a verbatim rendition from German to Hebrew.

But, of course, the matter goes beyond Semantics. Israel today is imposing a manifestly brutal siege to the 1.5 million inhabitants of the Gaza Strip, which is strikingly similar to the German siege imposed on the 350,000 Jewish inhabitants of Ghetto Warsaw in 1942.

Yes, the modalities and circumstances may be somewhat different. But the mentality, the hatefulness and vindictiveness are undoubtedly the same.

The Israelis are cutting off food, electricity, fuel and gas supplies to the Gaza Strip, causing a human disaster on a very large scale.

The Germans did the same at Ghetto Warsaw, but on a comparatively smaller scale.

It is true that Israel is not transporting Gazans to death camps as the SS did at Ghetto Warsaw. However, it is also true that that Israel is killing and maiming Palestinians in droves, nearly on a daily basis as a result of denying them access to adequate food and health care, which causes many ill-Gazans to succumb to their often treatable illnesses.

This week, UN High Commissioner for Human Rights, Navi Pillay, spoke of a real humanitarian disaster in Gaza where hundreds of thousands of people are being starved for political reasons.

“We are talking about 1.5 million Palestinian men, women and children are deprived of their most basic human rights for months.”

The words used by Pillay fall short of fully communicating the extent of the gigantic human disaster facing the people of Gaza where an entire people are pushed to the brink of physical extermination on no other account than them wanting to be free from Israeli Nazism.

Unfortunately, Israel, a country ruled by fascist politicians and former army generals who are war criminals par excellence , is constantly emboldened by the disgraceful silence or acquiescence of western powers, including the United States and Europe.

This Nazi-like state continues rather unflinchingly the sadistic policy of starving Gazans in the hope that they will rise up against their democratically elected government and join the American-backed regime in Ramallah, which many Palestinians have come to view as a quisling entity, very much like the Judenrate or Jewish councils that ran Jewish communities on behalf of the Nazis throughout Nazi-Occupied Europe.

I really don’t understand how Jews, who produced luminaries like Albert Einstein, are allowing themselves to behave in this visibly barbarian manner? Do they feel particularly virile and manly when they watch babies succumb to death due to lack of medicine or absence of health care?

Do they feel that by starving and killing innocent Gazans, they are punishing the Nazis vicariously?

I am raising these questions because I know there are hundreds of thousands of Israeli Jews and non-Israeli Jews who are gleefully enjoying the macabre suffering of hundreds of thousands of innocent Gazans, at the hands of their “Jewish army,” the “most moral army in the world.”

Well a truly moral army doesn’t behave like this. Only an army of thugs, gangsters, vile criminals, and psychopaths would withhold food and medicine from dying children?

It is only an army of a Wehrmacht style and political leaders of Hitler’s ilk that refuse to allow ill men and women seek urgently-needed medical care to proceed to their destination in the West Bank and Jordan?

What does preventing ill people from seeking medical care abroad have to do with security? Is saving a child’s life a serious threat to Israel’s security and territorial integrity?

What does preventing a truckload of flour or wheat from reaching Gaza have to do with security?

Well, it is the old adage: crime and lie go hand in hand.

Yes, these are the very people who have made the holocaust their ultimate religion, the people who think that Nazi atrocities during the Second World War justify the slow-motion genocide being meted out to the helpless Palestinians.

European governments are also shamefully watching the unfolding tragedy in Gaza, but are saying virtually nothing and doing nothing to stop it.

European diplomats, like British Foreign Secretary David Miliband , seem to pay far more attention to Sderot and other Jewish settlements bordering Gaza than to the Dresden-like death camp which Gaza has been transformed into, thanks to the west’s failure to rein in its monstrous brat.

In 1948, Harry Truman, who was instrumental in creating Israel, wrote the following:

“I fear very much that the Jews are like all underdogs. When they get on the top they are just as intolerant and cruel as the people were to them when they were underneath. I regret this situation very much because my sympathy has always been on their side.”

Well, I am afraid that Truman prophecy has been fulfilled. Some people would say that it was fulfilled many many years ago.

As I write this, in a real sucker punch, the FTSE is up 10% so far today. Hooray, the world is saved!
Or not.
What could be behind this insane, hysterical reaction?
One reason is that late yesterday, the FSA called a halt to short selling of financial stocks in the UK. As a result, many (t)raders have had to get themselves out of short positions. That musta hurt!
The second, much bigger, reason is that the US Treasury Secretary, Hank Paulson, in collusion with the US Congress, is about to commit an act of blatant treason.
Instead of doing the right thing, which would have been to place the system in administratrion (bankruptcy reorganisation), he has decided to make the United States itself bankrupt.
The bankers are laughing up their sleeves.
What Paulson has announced is this: he will establish a Federal agency to buy up what will amount to trillions of dollars of bad debt. The debt will become the liability of the US taxpayer. The bankers will get off scot free. The US will also insure investors in US money-market funds, which have seen significant withdrawals in recent days.
The idea is that, in a reflection of the Resolution Trust Corporation, the debt will be warehoused so that it can get the chance “for much of it to recover a portion of its value.”
But make no mistake, as far as the financial system is concerned, this will achieve nothing, other than delay the inevitable once again.
The real benefit for Paulson’s controllers, is that long held goal of the financial elites - the end of the United States, and that pesky Constitution.
What about us, here in the UK? For us, there’s the small matter of the spectre of hyperinflation which will make Weimar Germany pale into insignificance.

On the day following the 221st anniversary of the signing of the U.S. Constitution, WTP Chairman and constitutional activist Robert Schulz today filed a federal
lawsuit in United States District Court in Albany seeking to halt the execution
of the emergency bailout of American International Group, Inc. (AIG) by the
United States Government and the Federal Reserve.
The lawsuit asserts that the commitment of public funds and credit for the direct benefit of privately owned AIG is an ultra vires action by the United States Government and Federal Reserve, i.e., beyond the limited legal authority granted
by the Constitution. The lawsuit asks for a “show cause” hearing demanding that
the Government produce evidence of its legal authority to commit public funds for such a purpose, as well as emergency and permanent injunctions halting the

Everyone is going on about the system collapsing, but there is human agency here. This is a kind of coup, a financial 9/11 which will allow a particular faction to monopolise all wealth and power. The same, transatlantic crowd, no doubt, who thought up the Georgia provocation i.e. Cheney and co.. They’re managing to present this as an act of salvation for the “economy’ and as with Georgia use it to help win the election.No way will they allow the Democrats to win. They are playing all their cards now and in the short term may well succeed. Longer term there isn’t much hope for this return to the dark age. It won’t pull the rest of the world down and international isolation and hopefully domestic opposition will do for the regime.

I have been a strong opponent of irresponsible banking since they foreclosed on the Creamery in St Clairs West Wales.

A number of people I knew committed suicide when they realised they were going to lose their homes solely due to the economic situation of the late 80s and 1990s, which of course was out of their control and based upon Friedman´s influence over Thatcher.
There was anger–––-and because of the whole crazy situation I advocated action against the banks–––-what happened from the sheeeple, well the same that will happen now for all the big talk here––-nothing.
I know what I am about to state will be to many, but I feel it needs to be said as we all need a wake up call–-at least while we are able to wake up. (in fact it horrifies me each time I watch the old documentaries).
I am still a student of 20C warfare and I could never understand how so many Jewish families just calmly walked to the deaths in the camps without a fight, yes there were pockets of resistance but not that many. There is one scene of the victims getting off the train at Auswich.
Here they are separated into groups, those to work, those to die, women here, men there and children over there. God almighty this still reduces me to tears just writing about it.
One child is separated from his mother, and runs back to her, an SS guard pulls the child away but he runs back to his mother only to be separated again, both mother and child are now hysterical–-but the killing goes on, and no one does a thing, people just stand and watch as both separate lines of woman and children are lead into buildings of death.
We have two issues here, that fact that the people were lead like sheep to their deaths with little or no resistance, and the fact that there was a man, loads of them, SS Guards, who could do things to a child that would, and is still breaking my heart to watch…..to think I am part of what we call the human race make me increasing want to puke.
This time people we simply must not be complacent. There are now 6.721 billion people living on this planet 50% of which are living in totally undignified conditions due to the polices of greedy capitalist bankers through their polices of globalisation, and conditions are getting worse. Remember people that he poorest country in the world Haiti despite (or because of) France and the United States repeatedly intervened in Haitian politics since the country’s founding. But whatever both these major international players still look on as people die in abject poverty.

At the moment, John and I are the only two writers for the site, as others work on the newspaper. We don’t want to duplicate the content. Anyone wanting to help, should contact me by email.
So far, by the way, we have had 14,000 or so individual IP addresses look at this article.
As far as our broader plans go, there’s quite a bit of exciting stuff coming, which will give people the chance to get much more involved. Keep watching.

I cant do a dam thing about the fact the the US 6th Fleet was out a sea on Dec7 1941 nor can I ascertain that The Protocols of Zion are authentic or a good Russian joke so I don’t even consider then worthy of debate when there are more urgent and pressing issues at stake.

The US Congress are terrified of the consequences should they speak or act out of line.
They have seen with JFK and many others what can happen if they do. It would take the whole of Congress to unanimously and as one, move against the elite. They would have the whole nation behind them, save for the few who attend the conventions…

Here in Blighty we need to take the Magna Carta, remove from it that which serves Rome, take Common Law and again remove that which serves the elite and keep only that which supports the new Magna Carta. When I began warning people about this corrupt financial system many years ago, I was told I was a pessimist. When I began advising friends, family, and strangers that the banking practices over the past 13 years were going to lead disaster, I was scoffed at. When I advised people to have about a 30 day cash supply on hand, I received blank stares. Now, I must apologize to the rest of the world for not being able to awaken my fellow Americans to stand up to the treason that has been purpetrated upon us for a very long time, by a long string of greedy traitors, thus resulting in complete bankruptcy. I say this because I am debating whether I will ever pay taxes again, whether I will ever use a bank again, and certainly, I will never rely on the market for my retirement. Real change isn’t going to come by electing anyone. It will only come when we stand up together, as one, around the world, and say enough. We have so much power that we haven’t used
for a long time. Let all workers of the world stop work for half a day, for starters. They do understand money as we can see by their ‘deer in the headlights’ look this past week.

hi Ed perhaps I took the above wrongly. However for me I will stick to Common Purpose. Its such a subtle little devil. I was actually involved once with Agenda 21, back in the days when I was brainwashable.
I give daily thanks to Brian Garrish for my awakening.
These things I can see touch and feel, and know the evil influence thereof, and consequently the dangers.
However the fight is more difficult than perhaps you think as we already have the first generation of university students and graduates who have been brought up on this stuff.
The battle field is at home and real, the world out there is fully of so many conspiracy theories that will send you head spinning for a year of so if you dwell on them.
As a military minded person–in situations when your troop numbers are low and the enemy is far superior —-its always been a productive policy to use what you have to the effective advantage and fight that was that you know you can win and fight it from a strong home base.
Right now we Brits don’t have a strong home base, therefore we need to secure our country before fighting the world’s ills.
With a strong secure Britain the world is ours for the taking,
Of course I will gladly concede to those who know better, and I am fully aware of the many hidden agendas that run along side the many conspiracy theories which could be nothing or those dived and conquer merchants our and about again.

If we are to face “organised” doom and gloom, then everyone should be made aware so that they can at least “try” to make some arrangements for their security.
If only the few see what is happening then they have a duty to expose EVERYTHING, and the names (and addresses) of the people, persons, individuals and organisations behind it..
WHEN will it happen ? HOW will it happen ? WHERE will it happen ? WHAT will be the next sign ?
So many questions — so few anwers.

Thanks, to all of you for making these interesting and enlightened comments and expressing your heartfelt frustrations about all of the corrupt and illegal actions of our gov.s and especially the banking and and financial departments of our gov. Many people over the last hundreds of years have warned us about the magnitude of tyranny possible and warned us of the consequences.
However I personally don’t think it’s intelligent to talk of world war III or the nude world order , or lets be as mean as they are , or something based on just our feelings that actually only shows that we are so lacking for solutions that we are ready to play their stupid little game , give them the power of decision, and just sit in the corner and complain. NO is the word. It’s really simple. WE should definitely call their bluff this time. So I propose 1 Prove to the people of the world , by offering 5 alternative solutions , some debate, and an intelligent choice based on the expert analysis of renowned economists gathered together by the US Gov for the purpose of finding solutions other than this UP YOUR WAREHOUSE solution, that this UP YOUR WEARHOUSE solution is in the best interest of the working middle class, and we will accept it. Don’t follow step 1, and we will bring this entire country to a grinding halt with a general strike, until
you do. You’re bluffing. and we the people are calling it. The power is still in the hands of the people! Let’s use it. We can’t sit this one out. Com’on this a the chance we’ve been waiting for . Their bluffing just like they have many times before. To react is to change. Just talking and discussing won’t do it this time!

There is absolutely no question at all that this economic collapse is a random event.
The overall agenda is to collapse the United States’ economy (which has been ongoing for decades now through Wall St led outsourcing and globalization), and at the last minute, transfer all the accumulated losses of the international financial system onto the US taxpayer, leaving the British Empire to control the world.
That Empire, albiet largely invisible to the naked eye, controls vast tracts of raw materials, food and mining cartels around the world, so in the post collapse stage, when the dark age comes upon mankind, the controllers of that Empire will return to rule the world as they once did unchallenged by that pesky “Republic” across the pond.
There have been literally thousands of books written on this subject so I am not going to waste any further time trying to prove this point, I just hope that you accept what I am saying and move forward with us from here.

We keep talking on this site about “knowing our enemy” in order to fight, and while I absolutely 100% agree with you that Common Purpose is a very significant, and easy target in that fight.
BUT, WHAT IS CONTROLLING COMMON PURPOSE?
Final point: If we do not understand the nature and the cause of the fight we are in, we are going to lose. The loss of the “Great Republic”, as Churchill called it, means the loss of everything for us all, and the sooner people understand this, the sooner we can get on the same page and fight the same war. It is imperative that people see the global strategic picture here, as this fight is being waged in all nations simultaneously, but by far and away the hardest and most important target of this international FASCIST conspiracy, is the United States, closely followed by Britian.

All well and good, David et al, we understand the target but we are powerless to do a thing about it due to media on the wrong side and lack of public understanding. We now have government against the people, when those accountable are able to keep their positions and enrichments. As I said before another step toward one world government, economies etc……..

As pointed out here the average Joe really doesn’t understand the problem or the proposed solution. Many people just have faith that somehow it will all work out. It really is simple and needs to be made simple. Common purpose should and must be a part of the discussion as for instance , sharing , using currency without interest, or any number of interesting and intelligent solutions. But lets not put the cart first. If someone tells you lies , that cause untold suffering to innocent people , lies over and over about many things, tortures innocent people without trial or even charges, and bends every situation to their personal advantage regardless of the consequences, do you ask that person to solve a major financial problem? What do you expect but more lying and cheating until either the planned goals are achieved , or perhaps the unplanned consequences destroy our hope of an intelligent solution to these and many other problems. Stupid greedy people are sick and dangerous to the common good , and should rightly be treated much as we treat other sick and dangerous people. Asking them what we should do, actually proves that we are even dumber than they are. Why are we giving them the power of decision?
