How To Make Your Phone Untappable

In 1991, Phillip Zimmermann developed a humble-sounding electronic encryption technology known as Pretty Good Privacy. In fact, it was very good--so good that not even the federal government has been able to crack it, a fact that has made Zimmermann a folk hero to privacy advocates and a headache to law enforcement.

Now Zimmermann, the CEO of PGP Corp., has found himself back in the fiery debate between federal investigators and those who oppose their snooping--this time thanks to ZRTP, a technology for encrypting Internet telephone calls. ZRTP throws a wrench in the Bush administration's controversial warrant-free wiretapping program and its proposed legal immunity for the telecommunications companies. So far, not even teams of supercomputers and cyberspies at the National Security Agency have cracked ZRTP. That means anyone who uses Zimmermann's Zfone software, a ZRTP-enabled voice over Internet Protocol (VoIP) program available for free on his Web site, can skirt the feds' wiretapping altogether.

Forbes.com spoke with Zimmermann about how his small company has been able to produce an encryption product that not even the U.S. government can break, what ZRTP means for national security, and why cutting off the government's access to our phones is necessary to keep out the truly malicious spies.

Forbes: From a security and espionage perspective, what's the difference between traditional telephony and VoIP?

Zimmermann: In the traditional telephone system, Alice and Bob are connected by a single path. The simple thing is to wiretap that path in the middle at the phone company's switch. With VoIP, the packets take many paths through the cloud to get to their destination, so traditional wiretapping isn't nearly as easy. Instead, it's easiest to tap it near the endpoints. That, in fact, is very easy to do--almost trivial.

So unencrypted VoIP is less secure than traditional telephony?

Vastly less secure. The traditional public telephone system that we've been using for the last hundred years is fairly well protected. It's easy for the government to wiretap it by going to the phone company, but not easy for anyone else to wiretap it. If anyone else wanted to wiretap someone's conversations, they'd have to find a place close to his or her office, get some alligator clips, and try to find the right wire out of thousands to clip them onto, and hope that nobody spots you doing it.

With VoIP, it's not nearly so hard. All you just need is to take over a computer on the same network as the VoIP traffic with some spyware. That computer intercepts the VoIP conversations and stores them on a hard disk as .wav files that can be browsed later. A wiretapper could even choose to target the phone calls of a company's general counsel talking to an outside law firm, or the CEO talking to his counterpart at another company.

It's much easier because you don't have to physically be there. You can be in China or Russia and target a company without obtaining a visa or entering the country you're trying to infiltrate.

So unencrypted VoIP is vulnerable not just to government wiretapping but also to cyber-criminal spying.

With traditional telephony, our threat model was mostly government wiretapping. With VoIP, anyone can wiretap us: the Russian mafia, foreign governments, hackers, disgruntled former employees. Anyone.

Historically, there's been an asymmetry between government wiretapping and everyone else wiretapping that's been in the government's favor. As we migrate to VoIP, that differential collapses. The government itself is just as vulnerable. Wiretappers can reveal details of ongoing investigations, names and personal details of informants, conversations between officials and their wives about what time they pick up their kids at school.

So you're arguing that we have to encrypt VoIP to protect our calls from criminals, regardless of whether it defeats government wiretapping?

We have no choice. If we had the luxury of continuing to use the traditional phone system and not VoIP, we wouldn't be compelled to encrypt calls. The traditional phone system is well-protected enough that, although the government can wiretap it, organized criminals can't.

Everyone thinks that VoIP is the future of telephony. It's cheaper, more versatile, more feature-rich. So technological pressure herds us towards VoIP; we'll have to encrypt it. Wiretapping will become so easy that the criminals--not just governments--will be able to do it routinely. There will be insider trading, blackmail, organized crime spying on judges and prosecutors, key witnesses killed before they can testify.

What exactly are ZRTP and Zfone, and how do they work?

ZRTP is a protocol that defines how VoIP phones talk to each other in an encrypted way. Zfone is a program that we've developed for end users that employs ZTRP. They both use strong cryptographic algorithms to negotiate cryptographic keys between two parties without the participation of any phone company. The keys are strings of bits, and without them, you can't decrypt the conversation. They're automatically created at the start of the call, and destroyed at the end. Only the two parties know the keys, and the phone company isn't in a position where it can give the keys to a third party.

And that negotiation can't be intercepted?

It could be intercepted, but it wouldn't be useful. The keys are negotiated between the two parties using an algorithm known as the Diffie-Hellman algorithm, which makes it computationally infeasible for a third party to reconstruct the keys by intercepting the key negotiations. That's the beauty of public key cryptography. Your opponent can intercept all the packets of data in the negotiation, and yet he can't figure out what the keys are, unless he has nearly infinite computing resources. He'd need more computing resources than the human race currently has and the entire lifetime of the universe to work on it.

And with these shared keys, you can encrypt communication in a way that can't be unscrambled?

Once the two parties have keys, they can use the advanced encryption standard, which is in wide use today. It's a cipher that's very difficult to reverse without knowing the keys. And when I say "very difficult," again I mean that the computations would take millions of times the age of the universe.

So you've created a protocol that not even thousands of NSA agents working for years could unscramble?

Well, they're using computers, not people. In fact, they're using supercomputers that attempt every possible key. But they wouldn't be able to guess the key to decrypt a ZRTP-encrypted conversation.

In fact, they're using the same kind of encryption for their own classified data. If they knew how to break it, they probably wouldn't trust it enough to use it themselves.

Plenty of Americans believe that government wiretapping--even without a warrant--is legitimate. But encrypted VoIP calls could mean the end of that kind of wiretapping as well.

Yes, it would. But if you think about how intelligence agencies fight al-Qaida: they get almost as much information from traffic pattern analysis as they do from the content. There'll be a phone call from Pakistan to a cellphone in New York, and that phone will call six other cellphones. And so they're interested in who's calling whom. They look for the patterns, which will still be visible even if the content is encrypted.

Those patterns often tell them more than the contents of the call. The contents might be "The wedding cake will be ready on Saturday." Well, it's probably not a wedding cake, and it's probably not really Saturday either.

From the point of view of law enforcement, traffic analysis can be quite useful. But for a criminal trying to get information for insider training, he's only interested in the content. So encryption actually hits criminals harder than it hits law enforcement agencies.

The Communications Assistance for Law Enforcement Act (CALEA) mandates that telecommunications equipment provide a backdoor for interception by law enforcement. Does that mean that ZTRP is illegal?

CALEA imposes requirements on service providers like phone companies. But Zfone negotiates the keys between end users, where CALEA doesn't apply. The phone company doesn't have access to the keys--only the users do. CALEA is rendered moot.

What's your take on the debate over the Bush Administration's program of warrant-free wiretapping and what it means for civil liberties?

If the government has a court-ordered wiretap against someone who they believe has probable cause, there's still a legal place for that. The driftnet fishing approach, where anyone can be wiretapped at any time, however, raises some constitutional questions.

The objective of ZRTP is not to stop the NSA from doing its job. It's to protect society from organized crime and foreign governments. We have to encrypt VoIP to do that. That may have effects on lawful interception of telecommunications, but those effects have to be weighed against the terrible effects of not doing it.

The government claims it only wants to wiretap a tiny fraction of a percent of all phone calls. To let the government keep wiretapping those phones, we'd have to expose all of our phone calls to organized crime.

As the debate heats up over immunity for telecommunications companies that have enabled government wiretapping, is interest in your products growing?

Interest is growing, but it will be mainly driven by the growth of VoIP. For now, VoIP isn't the dominant way that people make phone calls, but in a few years it will surpass traditional telephony. And when VoIP grows big enough to hold an attraction for organized crime, they're going to be all over it--just like they're all over the rest of the Internet today.

Summarizing the list of who is both on the TCA Congressional Caucus, and a recipient of TC-USA PAC campaign contributions, we have in the $1000 category (in alphabetical order):

Rep. Gresham Barrett R-South Carolina/3rd $1000
Rep. Dan Burton R-Indiana/5th $1000
Rep. Steve Chabot R-Ohio/1st $1000
Rep. Howard Coble R-North Carolina/6th $1000
Rep. Phil English R-Pennsylvania/3rd $1000
Rep. Paul Gillmor R-Ohio/5th $1000
Rep. Rush Holt D-New Jersey/12th $1000
Rep. Jesse Jackson, Jr. D-Illinois/2nd $1000
Rep. Tom Lantos D-California/12th $1000
Rep. John Lewis D-Georgia/5th $1000
Rep. Gregory W. Meeks D-New York/6th $1000
Rep. Brad Miller D-North Carolina/13th $1000
Rep. Solomon Ortiz D-Texas/27th $1000
Rep. Bill Pascrell D-New Jersey/8th $1000
Rep. David Price D-North Carolina/4th $1000
Rep. Adam Putnam R-Florida/12th $1000
Rep. Silvestre Reyes D-Texas/16th $1000
Rep. Dutch Ruppersberger D-Maryland/2nd $1000
Rep. Pete Sessions R-Texas/32nd $1000
Rep. Chris Shays R-Connecticut/4th $1000
Rep. Cliff Stearns R-Florida/6th $1000

But, perhaps more interesting is the list of people who have received more than the standard contribution of $1000 given to the above legislators. In the $2000 category are:

Rep. Alcee Hastings D-Florida/23rd $2000

Rep. Ed Whitfield – Co-Chair R-Kentucky/1st $2000

And, in the $2300 category are:

Rep. Virginia Foxx R-North Carolina/5th $2300

Rep. Ileana Ros-Lehtinen R-Florida/18th $2300

Rep. Robert Wexler – Co-Chair D-Florida/19th $2300

The receipt of these campaign contributions is not a crime. But I, for one, would be interested in knowing what this Turkish lobby, with its links to traffickers of heroin and nuclear secrets, gets for its money from these Congressional Representatives. In particular, I would be curious to know what it gets from these last five Congressional Representatives that makes them worth more than the others.

I would be most interested to find out why Congressman Wexler is not just a member of the TCA's Congressional Caucus, but a co-chair -- and, why contributions from the TC-USA PAC to his campaign have been maxed out.

From The Heroin Lobby, Part 1:

The drug and weapons cartels, flush with money from running heroin, sex slaves, weapons and nuclear secrets, and with their business contacts in the terrorist world, buy influence via front organizations who pay off officials in Washington.

Sibel Edmonds got a snapshot of what this underworld was like about the time of 9/11. Many researchers of the Sibel Edmonds case focus on what is known now about what she found out then. However, the underworld is very dynamic, and it has been evolving, changing, and growing since then.

From An Interview with Sibel Edmonds (Page Two), 2004:

SE: I can't say anything specific with regards to these departments, because I didn't work for them. But as for the politicians, what I can say is that when you start talking about huge amounts of money, certain elected officials become automatically involved. And there are different kinds of campaign contributions - legal and illegal, declared and undeclared.

From Did Speaker Hastert Accept Turkish Bribes to Deny Armenian Genocide and Approve Weapons Sales?, 2005:

Yes, we are hearing about them coming down on some charities as the real funds behind al Qaeda, but most of al Qaeda's funding is not through these charity organizations. It's through narcotics. And have you heard anything to this date, anything about these issues which we have had information since 1997? And as I would again emphasize, we are talking about countries. And they are blocking this information, and also the fact that certain officials in this country are engaged in treason against the United States and its interests and its national security, be it the Department of State or certain elected officials.

Sibelgate: The Heroin Lobby Part II: Yankee Doodle Dandy

The Heroin Lobby, Part 2

In the Sibel Edmonds case, the American Turkish Council (ATC) was identified as an organization that was under investigation by the FBI for its links as a front for Turkish organized crime. While working as a translator at the FBI, Edmonds encountered material implicating the ATC, and other organizations, in bribing US officials, including members of Congress from both houses and from both parties. The organized crime activities include the trafficking of nuclear secrets and of heroin.

In a post from the The BRAD BLOG we learn the following:

In the article, just filed tonight, Edmonds reveals details overheard on wiretaps she translated during her time at the FBI, just after 9/11. Her disclosures to the Times reveal a maze of nuclear black market espionage involving U.S. Defense and State Department officials, that resulted in the sale and propagation of nuclear secrets to Turkish and Israeli interests. In turn, that information was then sold to Pakistan and used by A.Q. Kahn for development of nuclear weapons. The secrets were subsequently proliferated to Iran, Libya, North Korea, and potentially al-Qaeda's Osama bin Laden, just weeks prior to September 11th, 2001.

Sibel Edmonds caught, in late 2001 and early 2002, a glimpse of how Turkish organized crime had its tentacles into the highest levels of American government, not just in Congress, but in the Executive Branch, as well -- including having key people in the FBI derail and obstruct investigations in Turkish organized crime activities.

Last fall, Sibel Edmonds offered to defy the US government gags that are on her, preventing her from talking under something called the State Secrets Privilege, supposedly to protect national security. In another post at the The BRAD BLOG, her story was described thus (see the original for extensive links):

She has met with, and told her story to, U.S. senators including Republican Charles Grassley and Democrat Patrick Leahy, both of the Senate Judiciary Committee, both who found her extremely credible. 60 Minutes producers may remember when Grassley told them, "Absolutely, she's credible...And the reason I feel she's very credible is because people within the FBI have corroborated a lot of her story."

In fact, the FBI itself has done so. Their Inspector General found her allegations, as described in the unclassified version of his report, to be "credible," "serious," and "warrant[ing] a thorough and careful review by the FBI."

As far back as 2002, Grassley and Leahy co-wrote letters on Edmonds' behalf to Attorney General John Ashcroft, FBI Director Robert Mueller, and DoJ Inspector General Glenn A. Fine, calling on all of them to take action in respect to the allegations she's made.

"Certain officials in this country are engaged in treason against the United States and its interests and its national security," she said during an August 2005 interview on Democracy Now. That comment followed 60 Minutes' revelation years before alleging that Edmonds had information revealing that a "Turkish intelligence officer" she worked with at the FBI "had spies working for him inside the US State Department and at the Pentagon."

She's briefed many legislative offices --- as well as the 9/11 Commission --- in regard to her claims, and now, she says, she's even prepared to tell the media "the names of every single Congressional office who has received the names of the witnesses" to the crimes she's detailed.

When we spoke last week, Edmonds seemed to reserve most of her frustration for Congressman Henry Waxman's office. Waxman is the Democratic Chairman of the U.S. House Government Reform and Oversight Committee.

After briefing members of his security-cleared staff "inside the SCIF" --- a high-security room in the U.S. Capitol, specially created for discussion of highly sensitive information --- Edmonds says she was told on several occasions, prior to the 2006 Election, that her case would be one of the first heard in his committee, once he became Chairman.

"I even gave names of former and current FBI agents who were willing to go to Waxman's office and give more information on all of this," she said.

"Before the elections, I had a promise from Congressman Waxman's office." She claims they told her, before the election, "the only reason they couldn't hold hearings, was because the Republicans were blocking it."

"They said 'your case will be one of the first ones we will hold investigations on,'" she told us. Now, however, since the Democrats have become the majority in the House, Waxman's office is "going mum." They won't even respond to her calls.

The congressman's office did not respond to several requests for comment on this story.

As I explained in a post entitled The Turkish Lobby, Obstruction of Justice and Henry Waxman, a big part of the reason Congressman Henry Waxman hasn't acted is because Waxman is himself implicated in receipt of bribes. In particular, Congressman Waxman, who had been fully briefed on the Sibel Edmonds case prior to the 2006 general elections, joined the Congressional Caucus of a new organization which was set up in 2007, called the Turkish Coalition of America (TCA), and which was established with the help of one G. Lincoln McCurdy. Here is part of Mr. McCurdy's biography from a page entitled Organizing in Politics:

He served as the senior advisor to the Turkish American Chamber of Commerce and Industry in New York in 2005 and 2006. McCurdy was the president and chief executive officer, 1998 - 2004, and executive director, 1989 – 1998, of the American-Turkish Council (ATC) in Washington, the leading business association in the United States devoted to the promotion of U.S.-Turkish commercial, defense and cultural relations. He received ATC’s Distinguished Career Award in 2005. Before joining ATC, Mr. McCurdy served in the American Consulate General in Istanbul as the Consul for Commercial Affairs, 1980 – 1984.

With those credentials, it is fair to assume that Mr. McCurdy was in deep with the Turkish organized crime figures who used the ATC as a front; consequently, it is reasonable to assume that the TCA is a front for Turkish organized crime, as well, especially since Congressman Waxman has both joined the TCA's Congressional Caucus and refused to hold the promised hearings into the Sibel Edmonds case.

In a Democracy Now article from August 10, 2005, entitled Did Speaker Hastert Accept Turkish Bribes to Deny Armenian Genocide and Approve Weapons Sales?, Sibel Edmonds stated:

SIBEL EDMONDS: As I said, Amy, I have been giving all the details to the appropriate channels. And they have been confirmed. And what I have said all along is the fact that as far as the 9/11 is concerned, September 11 is concerned, these departments—and when I say “these departments,” the Department of Justice, the Department of State, and the Department of Defense—have intentionally blocked the investigations of real—the real criminals in this country. And we are talking about countries involved. The Vanity Fair article points out to Turkey—countries. And it’s very interesting. To this date, we are not hearing anything about targeting, you know, certain Central Asian countries. They are not speaking about the link between the narcotics and al Qaeda. Yes, we are hearing about them coming down on some charities as the real funds behind al Qaeda, but most of al Qaeda’s funding is not through these charity organizations. It’s through narcotics.

Well, in addition to emphasizing that it deals not just with Turkey, but with other countries as well, and with Al Qaeda and with heroin trafficking, Sibel Edmonds also pointed out that it deals with certain elected officials in this country who are involved in treason.

FORMER FBI TRANSLATOR MAKES SHOCKING ALLEGATIONS

IMAGE

Sibel Edmonds alleges that in the course of her work for the government, she found evidence that the FBI, State Department, and the Pentagon had been infiltrated by a Turkish and Israeli-run intelligence network that paid high-ranking American officials to steal nuclear weapons secrets. In addition, she claims that the FBI received information in April 2001, from a reliable Iranian intelligence asset, that Osama Bin Laden was planning attacks on 4-5 cities with planes, some of the people were already in the country and the attacks would happen in a few months.

Sibelgate: Stop Islamic conquest blog: Kosova in 2008

Kosovo in 2008

An article appeared at GlobalResearch.ca yesterday by Professor Michel Chossudovsky entitled The Criminalization of the State: "Independent Kosovo", a Territory under US-NATO Military Rule.

The first half of the page at the link is the new article from February 4th, the second half is a reprint of a 1999 article of the professor's on Kosovo; I reproduce only the first part of the February 4th article, with some comments, cleaning up a few punctuation and formatting issues.

While the European Union and the US have acknowledged that they would be "opposed" to a " unilateral" declaration of independence of Kosovo, the secession of Kosovo from Serbia is already de facto. It is part of a US-NATO military agenda. It is the culmination of the 1999 NATO led invasion. It responds to US-NATO strategic objectives.

Moreover, the "compromise" Ahtisaari Proposal under the helm of the former Finnish Prime Minister to establish a "multi-ethnic" Kosovar State has little to do with "national sovereignty" or "independence". It is a copy and paste replicate of the structures imposed on Bosnia-Herzegovina under the 1995 Dayton agreements. It essentially sustains the authority of the military occupation. Under proposed blueprint, all the major decisions pertaining to public spending, social programs, monetary and trading arrangements would remain in the hands of the NATO-UN occupation administration.

The re-election of a "pro-Western" president Boris Tadic in the Serbian elections is likely to "legitimize" Kosovo's de facto secession. Boris Tadic's Democratic Party takes its orders from Washington. In 2000, it actively participated in the ousting of Slobodan Milosevic from the Serbian presidency. Moreover, Boris Tadic as Serbian president, is also the Commander in Chief of the Armed Forces. He is unlikely to act without consulting Washington and Brussels in the event of a unilateral declaration of independence.

Since the 1999 NATO invasion, Kosovo has become a territory under foreign military rule. Kosovo remains under UN administration, In practice, however, it is under NATO military jurisdiction. Secession from Serbia would reinforce the control of the NATO-UN occupation authority.

The civilian government of the province is headed by Prime Minister, Hashim Thaci, former leader of the Kosovo Liberation Army (KLA) (Ushtria Çlirimtare e Kosovës or UÇK in Albanian). Known for its extensive links to Albanian and European crime syndicates, the KLA was supported from the outset in the mid-1990s by the CIA and Germany's intelligence agency, the Bundes Nachrichten Dienst (BND). In the course of the 1999 war, the KLA was supported directly by NATO.

The links between the KLA and organized crime are known to readers of my blog.

Albanian mafia groups have gotten a good foothold in the crime world by trafficking women for use as sex-slaves (forced prostitution); these groups also traffic weapons and narcotics.

It is not surprising that a group traffics in more than one illegal commodity -- whatever one is smuggling, the routes often are the same, the corrupt government officials often are the same....

Prime Minister of Kosovo Hashim Thaci, who now heads the Democratic Party of Kosovo was known in the 1990s to be part of a crime syndicate, involved in drug trafficking and prostitution. During the Clinton administration, he was a protégé of Madeleine Albright. In the 1990s, Thaci founded the so-called "Drenica-Group", a criminal syndicate based in Kosovo, with links to the Albanian, Macedonian and Italian mafias. These links to criminal syndicates have been acknowledged both by Interpol and the US Congress.

In 1997, the KLA was recognized by the U.S. as a terrorist organization linked to the drug trade. President Clinton's special envoy to the Balkans, Robert Gelbard, described the KLA as, "without any questions, a terrorist group".

I have previously documented all of this -- instead of providing links to past posts, I encourage you to do an internet search, including searching among government documents and Congressional testimony, and find the evidence yourself.

In the late 90's, the Clinton Administration was conducting the foreign policy initiatives in the Balkans that tied us in to organized crime and Islamic extremist terrorists, so the Republicans were good at documenting it for a while, and their talking points can still be found online.

At some point, the Republicans got on board with supporting the KLA, and now we are supposed to believe the KLA & their political heirs are freedom fighters, even though these people have extensive ties to al Qaeda and to heroin-traffickers.

The Democratic Party of Kosovo is integrated by former members of a terrorist organization. It has maintained its links to organized crime. In fact, a large part of the political spectrum in Kosovo is dominated by former KLA members. Kosovo's previous prime minister Ramush Haradinaj and head of the Alliance for the Future of Kosovo, elected in 2004, is also a former commander of the Kosovo Liberation Army. In addition to his links to organized crime, Hadadinaj was also indicted in 2005 for war crimes by the The Hague ICTY Tribunal.

The NATO occupation of Kosovo responds to US foreign policy objectives. It secures a heavily militarized US zone of influence in Southern Europe. It ensures the militarization of strategic pipeline routes and transport corridors which link Western Europe to the Black Sea. It also protects the multibillion dollar heroin trade, which uses Kosovo and Albania as transit locations for the transshipment of Afghan produced heroin into Western Europe.

Camp Bondsteel

See Paul Stuart, Camp Bondsteel and America’s plans to control Caspian oil, WSWS.org, April 2002, http://www.wsws.org/articles/2002/apr2002/oil-a29.shtml)

Kosovo is home to one of America's largest military bases, Camp Bondsteel.

Bondsteel was built on contract to the Pentagon by Halliburton, through its engineering subsidiary Kellogg, Brown and Root (KBR). Camp Bondsteel is considered to be "the largest and most expensive army base since Vietnam." with more than 6000 US troops.

"Camp Bondsteel, the biggest 'from scratch' foreign US military base since the Vietnam War (...) It is located close to vital oil pipelines and energy corridors presently under construction, such as the US sponsored Trans-Balkan oil pipeline. As a result defence contractors—in particular Halliburton Oil subsidiary Brown & Root Services—are making a fortune.

In June 1999, in the immediate aftermath of the bombing of Yugoslavia, US forces seized 1,000 acres of farmland in southeast Kosovo at Uresevic, near the Macedonian border, and began the construction of a camp.

Camp Bondsteel is known as the 'grand dame' in a network of US bases running both sides of the border between Kosovo and Macedonia. In less than three years it has been transformed from an encampment of tents to a self sufficient, high tech base-camp housing nearly 7,000 troops—three quarters of all the US troops stationed in Kosovo.

There are 25 kilometres of roads and over 300 buildings at Camp Bondsteel, surrounded by 14 kilometres of earth and concrete barriers, 84 kilometres of concertina wire and 11 watch towers. It is so big that it has downtown, midtown and uptown districts, retail outlets, 24-hour sports halls, a chapel, library and the best-equipped hospital anywhere in Europe. At present there are 55 Black Hawk and Apache helicopters based at Bondsteel and although it has no aircraft landing strip the location was chosen for its capacity to expand. There are suggestions that it could replace the US airforce base at Aviano in Italy.

(See Paul Stuart, Camp Bondsteel and America’s plans to control Caspian oil, WSWS.org, April 2002, http://www.wsws.org/articles/2002/apr2002/oil-a29.shtml)

Camp Bondsteel was not the outgrowth of a humanitarian or "Just War" on behalf of Kosovar Albanians. The construction of Camp Bondsteel had been envisaged well in advance of the bombings and invasion of Kosovo in 1999.

The plans to build Camp Bondsteel under a lucrative multibillion dollar DoD contract with Halliburton's Texas based subsidiary KBR were formulated while Dick Cheney was Halliburton's CEO.

Construction of Camp Bondsteel was initiated shortly after the 1999 invasion under the Clinton administration. Construction was completed during the Bush administration, after Dick Cheney had resigned his position as Halliburton's CEO:

The US and NATO had advanced plans to bomb Yugoslavia before 1999, and many European political leaders now believe that the US deliberately used the bombing of Yugoslavia to establish camp Bondsteel in Kosovo.. According to Colonel Robert L. McCure, "Engineering planning for operations in Kosovo began months before the first bomb was dropped." (See Lenora Foerstel, Global Research, January 2008)

One of the objectives underlying Camp Bondsteel was to protect the Albanian-Macedonian-Bulgarian Oil pipeline project (AMBO), which was to channel Caspian sea oil from the Bulgarian Black Sea port of Burgas to the Adriatic.

This AMBO project is also well-documented, although I have not yet addressed it here.

Coincidentally, two years prior to the invasion, in 1997, a senior executive of Brown & Root Energy, a subsidiary of Halliburton, Edward L. (Ted) Ferguson had been appointed to head AMBO. The feasibility plans for the AMBO pipeline were also undertaken by Halliburton's engineering company, Kellog, Brown & Root Ltd.

The AMBO agreement for the 917-km long oil pipeline from Burgas to Valona, Albania, was signed in 2004.

Criminalization of the State

The KLA was set up as a paramilitary group in the mid 1990s. It was a US-NATO sponsored insurgency. The objective was to destabilize and ultimately break up Yugoslavia. The KLA had extensive links to Al Qaeda, which was also involved in military training. Mujahideen mercenaries from a number of countries integrated the ranks of the KLA, which was involved in terrorist activities as well as political assassinations.

In this context, what are the implications of the "Ahtisaari Plan." which envisages the formation of a separate multi-ethnic Kosovar State?

The proposed Kosovar political setup is integrated by criminal elements. Western politicians are fully aware of the nature of the Kosovar political project, of which they are the architects. . .

We are not, however, dealing with the usual links of individual Western politicians to criminal syndicates. The relationship is far more sophisticated. Both the EU and the US are using criminal organizations and criminalized political parties in Kosovo to reach their military and foreign policy goals. The latter in turn support the interests of the oil companies and defense contractors, not to mention the multibillion dollar heroin trade out of Afghanistan.

At the institutional level, the US administration, the EU, NATO and the UN are actually promoting the criminalization of the Kosovar State, which they control. In broad terms we are also dealing with the criminalization of US foreign policy. These criminal organizations and parties are created to ultimately serve US interests in Southern Europe.

Ring any bells?

The last paragraph that I will quote from Professor Chossudovsky's article:

Kosovo independence would formally transform Kosovo into an independent mafia state, controlled by the Western military alliance. The territory of Kosovo would remain under US-NATO military jurisdiction.

The Western Powers, especially the United States, have dismantled a lawfully-recognized nation and member of the UN, Yugoslavia. In the power-vacuum created, Islamic extremists and organized crime have moved in. The Balkans are now a hub and transshipment point for narcotics, weapons, slaves and extremist terror.

This policy began under the Clinton Administration, and has continued full-force under the Bush Administration; American foreign policy in the Balkans works at a cross-purpose to what we would expect in a War on Terror, or in a War on Drugs, and this is a pattern of behavior that goes all the way to Afghanistan: American troops are in harm's way, fighting a war that they are not allowed to win, while heroin trafficking has become a $1,000,000,000,000-a-year industry under their watchful eyes; meanwhile, we are being given every excuse imaginable why that narcotics-trafficking, which benefits Al Qaeda and kills Europeans and Americans, cannot be stopped.

This is everything the Sibel Edmonds case is about.

American foreign policy has been hijacked by The Shadow Realm, and now serves the interests of Big Narcotics, which in many ways coincide with the interests of Big Terror -- it is as if the fire marshall were ordering that a fire be extinguished with gasoline.

If caught, these guys are going to plead that they are serving the interests of Big Oil -- which can be a legitimate foreign policy objective, assuming it is done with wisdom and within the bounds of international law.

But, of course, the Bush Administration long ago stopped worrying about abiding by international law, or any other law for that matter -- the Bush Administration's morality is about as good as the Clinton Administration's was: Can we get away with it?

I leave you now to read the rest of Professor Chossudovsky's article, The Criminalization of the State: "Independent Kosovo", a Territory under US-NATO Military Rule, at the link provided, as I begin a label that I should have begun long ago: The Balkans.
