Secret British documents on Al-Qaeda, Iraq mislaid: gov't

In the latest embarrassing security breach for Prime Minister Gordon Brown's government, "two documents which are marked as secret were left on a train and have subsequently been handed to the BBC," a Cabinet Office spokesman said.

"There has been a security breach; the Metropolitan Police are carrying out an investigation."

The spokesman declined to discuss the contents of the documents, but the BBC said they were an intelligence assessment of Al-Qaeda and an "embarrassing" appraisal of Iraq's security forces.

A spokesman for the Metropolitan Police said: "We are making inquiries in connection with the loss of documents on June 10."

Later on Wednesday evening, a Labour member of Parliament and member of the House of Commons foreign affairs committee called for an "immediate inquiry" to be set up, "leading to full disclosure of all the circumstances of this incident."

"On the face of it, this appears to be extraordinarily sloppy and indicative of poor management," said Andrew Mackinlay.

The BBC reported that the documents, in an orange cardboard envelope, were left on the seat of a train which was about to pull out of London's Waterloo station.

The broadcaster said the passenger who found the files, which it said were marked "UK Top Secret", took them to its security correspondent, who had read them.

The intelligence assessment of Al-Qaeda was seven pages long and so sensitive that it was marked "for UK/US/Canadian and Australian eyes only", the BBC reported.

The other pertained to the state of Iraq's security forces and contained "embarrassing" revelations, it said.

They had been in the possession of a "very senior intelligence official" working in the Cabinet Office, the BBC said.

It is believed they were both made by the government's Joint Intelligence Committee.

The report on Iraq was commissioned by the Ministry of Defence while the report on Al-Qaeda was commissioned jointly by the Foreign Office and the Home Office, or interior ministry.

Alex Carlile, the government's independent reviewer of terrorism legislation, said that if the reports proved correct "it suggests that someone committed an extremely serious error which should not have happened".

As the news broke of the security lapse, the government on Wednesday won a narrow victory in a parliamentary vote over widely-opposed plans to increase the amount of time that terror suspects can be held before being charged.

The government has faced a series of security gaffes in recent months.

In the most serious, the confidential records of 25 million people who receive child benefit payments went missing last year after two data discs were lost in the post.

Moussaoui a Psychotic Patsy under FBI Control; Show Trial is Unconstitutional, Experts Say

Witness tampering, faked evidence, inflammatory testimony display political motives and confirm Charlie Sheen's concerns, experts claim.

Washington, DC (PRWEB) April 21, 2006 -- The trial holding Zacarias Moussaoui responsible for the horrors of 9/11 has all the marks of a political charade, according to Scholars for 9/11 Truth, a society of experts devoted to exposing falsehoods and establishing truths about the events of that day. "Even the most basic elements of due process have been violated," according to James H. Fetzer, its founder and co-chair, "by failing to prove that the accused had anything to do with 9/11. What we are seeing here tends to substantiate Charlie Sheen's allegations."

Fetzer insists there has been a clever ruse to confuse the jury by using a confession to one plot as though it were evidence of complicity in another. As The New York Times (April 27, 2005) reported, Moussaoui "confessed" to having been involved in a plot to fly a plane into the White House to free Sheik Omar Abdel Rahman, who is serving a life sentence for terrorist acts. He denied that he was part of the 9/11 attacks in New York City and Washington, D.C.

A Judicial "Shell Game"

The mentally instable Moussaoui has now "confessed" that he and shoe-bomber Richard Reid were going to hijack a fifth aircraft and fly it into the White House, which was not the plot of which he was convicted. The Scholars believe government prosecutors have been playing a deceptive "shell game" by tying him to 9/11. Even the FBI has expressed doubts about Moussaoui's new version of events, since Reid left a will naming Moussaoui as his beneficiary, which was very odd if they were going to participate in a suicide mission together.

The government claims Moussaoui should be put to death for failing to report everything he knew about 9/11, which it claims would have saved lives. "This is blatantly unconstitutional," says 9/11 Truth Scholar Webster Tarpley. "Under the Fifth Amendment to the US Constitution, nobody can be prosecuted for a failure to incriminate themselves.'"

"This entire trial has been a farce," says Fetzer, a professor of philosophy at the University of Minnesota. "Government prosecutors have contaminated witnesses, elicited testimony they cannot corroborate, and -- according to multiple reports -- even forced Moussaoui to wear a 'stun belt'. 50,000 volts should be enough to keep anyone from straying from the script," he said. "It is very difficult to imagine how testimony taken under duress is admissible."

The 9/11 Truth Movement

The fast-growing, over 200-member strong society is only the tip of an iceberg of a "9/11 Truth" movement which has produced dozens of books and scores of websites assailing the official version of 9/11. According to those involved, it's an uphill battle. John Leonard, a member of S9/11T and the publisher of several books on 9/11, including one by Webster Tarpley, insists that at least one basic element of the "9/11 Truth" idea can be conveyed in less than a minute, but he finds most Americans have psychological barriers to it.

"When we hit a fact that contradicts our world view, we usually pause, rationalize it and keep going. But sometimes we stumble onto something and want to dig deeper. That's where 9/11 researchers get started." Psychologists describe the resistance to ideas that threaten our sense of security as "cognitive dissonance", which can occur when, for example, a mother discovers evidence her husband has been molesting their daughter.

To demonstrate his position, Leonard asks people to consider three points:

First, as the video-clip on this page (wtc7.gif) reveals, when WTC-7, a 47-story building that was not hit by any airplane, collapsed at 5:20 PM on 9/11, it displayed all of the signs of a controlled demolition, including sudden and complete collapse at virtually the rate of free fall into its own footprint, precisely as old casinos and hotels are brought down in Las Vegas.

Second, the collapse of WTC-7 is not even mentioned in The 9/11 Commission Report and has yet to be explained by the government. When Steven Jones, professor of physics at BYU, wanted the video of the collapse played on Tucker Carson's MSNBC program, only a single frame was shown, which is typical of the attention it has drawn from the national media.

Third, for WTC-7 to be brought down by controlled demolition implies the existence of previously positioned explosives. That raises the possibility there were previously positioned explosives in WTC-1 and WTC-2 as well. Jones' own physics research, archived on the Scholar's web site at st911.org, suggests that all three must have been brought down by controlled demolition.

Appeals to Fabricated Evidence

The most stunning example of government mendacity in the Moussaoui trial, Fetzer explains, came with the inflammatory recordings, allegedly the last moments of Flight 93, which went down in Pennsylvania. "Not only should they not have been admitted into evidence," he said, "but Allen Green has noted that much of the conversation is from the passenger cabin -- which would not have been picked up in by the cockpit voice recorder, even through an open door. Yet the cockpit door was supposed to be closed before it was finally broken open using a drink cart."

Another blunder was noted by a Muslim member of S9/11T. The last words of the "hijackers" on the tape are "Allah is great! (Allahu akbar!"). Muhammad Columbo says, "The last words of a Muslim cannot be these! They are used in the call to prayer, or in an attack at war. On the moment of death, a Muslim must confirm that "There is but one God, Allah, and that Mohammed is his prophet!" The government's own evidence proves either the tapes or the Muslims are fake.

Fetzer has also been struck by the use of phrases that appear to come from Hollywood scripts. "It's not enough that he talks about "making his day" as though he were a fan of Dirty Harry, but he also parodies "Born in the USA" with his rendition of "Burn in the USA" and has described his trial as a 'cyberlynching'. We are so used to movies that we may not notice this is supposed to be real life, where this trial appears to be following a script.

Patsies and Moles

Another perception of the events taking place in Alexandria, VA, comes from Webster Tarpley. "Moussaoui represents the classic case of the patsy ­- part double agent consciously working for the government, part psychotic, part fanatic, part dupe," Tarpley observes. "His lawyers tried to save him by suggesting he is a delusional paranoid schizophrenic, and this may be accurate." "Like shoe bomber Richard Reid, Moussaoui is a product of Finsbury mosque in London, long notorious as a British intelligence recruiting center for expendable patsies...." In his book, "9/11: Synthetic Terror," Tarpley explains that, "Again and again, terrorist groups with US-UK backing have intervened against progressive nationalists in the Arab world, in favor of fundamentalists."

Of "false-flag" operations (a term from sailing ship days, when a war could be begun by raising an enemy flag and attacking one's own side), Tarpley observes,

"The patsies ultimately have three vital functions. The first is that they have to be noticed. They must attract lots and lots of attention. They may issue raving statements."
That description does seem to fit Moussaoui.

Secondly, they must stay out of jail, not to carry out the terrorist attack -- that is a job for the professionals -- but only to be blamed for it. Keeping them out of jail is a job for "the moles."

After the terror act is complete, the moles turn on the patsies and destroy them. In this case, the situation may be more complex, since Moussaoui has expressed the belief that he is going to be pardoned by President Bush, possibly in exchange for Americans captured in the war in Iraq.

Painwashing and Propaganda

On March 21, 2006, CBS reported the prosecutors' allegation that Moussaoui's lies to FBI agent Harry Samit had prevented the FBI from thwarting or at least minimizing the 9/11 attacks. Samit himself, however, in one of the most embarrassing twists of the trial with regard to the government's case, testified that he had already "warned higher-ups and others in the government at least 70 times that Moussaoui was a terrorist."

This nullifies the entire prosecution, Fetzer observes. "Ignoring five or six reports of this kind might reflect incompetence. Twenty or thirty, criminal neglect. But ignoring 70 reports has to be a matter of deliberate policy." Samit's testimony proves that, even if Moussaoui had come forward to incriminate himself in a plot in which he was not involved, it would not have helped. "Which means," Fetzer adds, "that this trial is simply an exercise in propaganda."

Jerry Mazza, Online Journal (April 14, 2006), has described the trial as a "painwashing," which he defines as repeating the same painful stories over and over again until the audience's resistance to questioning their authenticity is overcome. Leonard adds, "9/11 was what Pavlov called 'traumatic conditioning,' a way of reversing your normal characteristics by deep shock."

"If our findings are correct," Fetzer observed, "then the American government has been using acts of violence to instill fear into the American people in order to manipulate us for political purposes. That, however, is the definition of 'terrorism'; which means that the American government has been practicing terrorism on the American people. That may be difficult for many Americans to accept, but the evidence is clear and compelling. Charlie Sheen was right!"

With the Cold War long over, the CIA no longer faces any real competition, right? Wrong. The world’s top espionage agencies are as busy as ever.

Foreign Intelligence Service (SVR)

Country: Russia

Area of expertise: Officially—counterterrorism and protecting Russian commercial interests abroad. Unofficially—consolidating political power back home.

Activities: Russia has a formidable spying tradition that dates back to the czarist-era Cheka. After the collapse of the Soviet Union, the once omnipotent KGB was broken up into several smaller organizations with vastly limited powers. Since ex-KGB man Vladimir Putin took power, however, the SVR, or Sluzhba Vneshney Razvedk as it’s known in Russian, has recovered much of its swagger. Russian spying within the United States is now back to Cold War levels, U.S. officials believe. Peter Earnest, the executive director of the International Spy Museum in Washington, who matched wits with the KGB as a CIA operative for over three decades, shared this assessment. “They are as important today as they ever were, if not more,” he said. “Russia has not eased off at all on its espionage activities.” The SVR is widely suspected to have played a role in the assassination of ex-spy Alexander Litvinenko in London last year. Putin has denied this allegation and lauded the SVR as “one of the most professional and effective special services.” In reality, the intelligence services have emerged as one of the most powerful political groups in Putin’s Russia, and ex-KGB agents occupy many of the Kremlin’s key positions. As the Russian saying goes, “There’s no such thing as an ex-Chekist.”

Ministry of State Security

Country: China

Area of expertise: Industrial espionage and data analysis, domestic security

Activities: The MSS is close in structure to the old Soviet KGB and is responsible for both domestic security and foreign espionage. Its overseas activities are believed to be focused aggressively on the United States, particularly its high-tech industries and military technology. Rather than relying on a handful of agents, the MSS views almost anyone has a potential intelligence asset and gathers intelligence on new weapons systems painstakingly over time through personal contacts. “Chinese espionage is different than Western espionage,” says Earnest. “We go after a secret somewhere; they go after numbers. They collect little bits and pieces and put it together.” Sources often don’t even realize they’ve collaborated with a foreign spy mission, and the thousands of Chinese diplomats, students, and business people who travel to the West every year make spies incredibly difficult to detect. Through this method, the Chinese have managed to reverse engineer numerous U.S. weapons systems. China appears to be stepping up its espionage efforts in cyberspace as well. In September 2007, the Pentagon accused China of hacking into U.S. Defense Department databases. The governments of Germany and Britain have made similar accusations.


Research and Analysis Wing

Country: India

Area of expertise: Destabilizing Pakistan

Activities: RAW was founded in 1968 specifically to counter Pakistani support of militant groups within India, but over the years it has grown into one of the world’s most formidable intelligence services, with wide-ranging activities in Pakistan, Sri Lanka, Nepal, Bangladesh, and elsewhere. It is particularly active in Bangladesh, where it played a key role in that country’s movement for independence from Pakistan. Pakistani authorities often blame RAW for terrorist attacks in their country. Although these accusations tend to lack evidence, RAW does have a history of backing militant groups in Kashmir, Afghanistan, and Sri Lanka. Recent years have not been easy for RAW. In 1996, RAW was implicated in a scandal involving the illegal donation of funds to U.S. congressional campaigns. Stories about infiltration by U.S. and Chinese assets have become public scandals, and the media is now calling for greater transparency and oversight of the notoriously secretive agency.

Inter-Services Intelligence

Country: Pakistan

Area of expertise: Destabilizing India

Activities: Sometimes described as a state within a state with virtually no oversight, ISI is best known for the firm control it exercises over Pakistan’s politics and its role in protecting the military from domestic opposition. But the ISI has also been accused of playing both sides in the global war on terror—fighting Islamist extremists domestically while abetting them abroad. Whether spreading anti-Indian propaganda in Kashmir or funding Sikh separatists in Punjab, the ISI has consistently undermined India’s stability for decades. India has accused the ISI of involvement in dozens of terrorist attacks over the years, including the Mumbai bombings of 2006 that killed 187 people. At the same time, the ISI has worked with the U.S. and allies to combat al Qaeda and the Taliban inside Pakistan.

Secret Intelligence Service (MI6)

Country: Britain

Area of expertise: Counterterrorism, James Bond nostalgia

Activities: After a decade of budget cuts during the “peace dividend” years following the Cold War, Her Majesty’s secret service was caught somewhat unprepared for the challenges of the war on terror. On 9/11, only 30 of MI6’s 1,600 agents were working on counterterrorism. Since then, the agency has been on an all-out recruitment blitz that includes previously unheard of measures, such as taking out ads in newspapers and allowing agents to grant interviews. (Among the fun facts revealed: There really is a person called “Q” who designs gadgets, just like in the James Bond films, but “M” is actually called “C.”) MI6 has also taken out ads in online spy-themed computer games such as “Tom Clancy’s Splinter Cell.” This is a far cry from the Cold War era, when undercover recruiters surreptitiously singled out Oxford and Cambridge’s best and brightest for intelligence work. Despite the charm offensive, MI6 has been attacked in the British media for allegedly participating in CIA-organized “rendition” of terrorism suspects to be tortured abroad. Kremlin officials have also accused MI6 of trying to influence Russia’s domestic politics. MI6’s activities may not be as expansive as they once were, but Earnest characterizes this as “a shift in priorities” toward Middle Eastern terrorism, “rather than a decline.”


The Mossad

Country: Israel

Area of expertise: Combating Islamist terrorism, evacuating Jewish refugees

Activities: “We’re all students of the Mossad,” says Earnest. Since it was founded in 1951, “the Institute,” as it translates in English, has acquired a reputation for extraordinary skill and aggressiveness in combating Israel’s enemies. Some of its notable achievements include the abduction of Nazi leader Adolf Eichmann from Argentina in 1960, the assassination of the planners of the 1972 Munich Olympics killings, and the assassination of a senior Hamas operative with an exploding cellphone in 1996. The Mossad has also been active over the years in efforts to assist Jewish refugees who seek to immigrate to Israel, including the secret airlifting of thousands of Ethiopian Jews in “Operation Moses” in 1984. The Mossad made some moves toward greater transparency and openness in the 1990s, including revealing the name of its director for the first time, but under Ariel Sharon it turned back toward the clandestine operations for which it is best known. Reports indicate that the Mossad may have had either an agent or an informant at the Syrian military installation that Israel bombed in September 2007.
