Two Island Tales: the Use and Abuse of Power

The idyllic lives of two island based populations were inexorably changed and came close to annihilation just to accommodate U.S. supposed protection of democracy. Both Bikini Atoll in the Pacific and the Indian Ocean's Diego Garcia island were populated by thriving, self sufficient, fishing based population until coming under the radar screen of British and U.S. hegemonic interests. The disregard and callus indifference towards the effected populations show the true nature of U.S. "values."

Both Bikini and Diego Garcia resurfaced as issues earlier this year when survivors of the hydrogen bomb tests in the Pacific and Chagos islanders (Diego Garcia) won court cases recognizing the injustices forced upon them by the U.S. in the case of Bikinians and by the British in the case of the Chagos islanders. The Bikinians were awarded $1 billion in damages for the impact and effect of U.S. nuclear and hydrogen tests. They will likely never see a cent of it as the bank reserve designated for awarding payment is said to have no funds to accommodate the ruling. The obvious irony here is that the funding to continue the Iraq war is seemingly boundless and unending but to rectify an earlier injustice is economically unfeasible.

From 1946 through 1958 the U.S. had carried out 23 atomic and hydrogen bomb tests with the 1954 Bravo test the most significant one. The Bikinians were first moved to Rongeric, where they nearly starved to death, then they were shipped to Kwajalein and finally to tiny Kili where now their population is more then fifteen times bigger than the original 167 that were forcibly removed in 1946. The health effect of being down wind and contamination of the food supply of the resettled Bikini Islanders continue to be a factor in the health and food supply of Pacific islands of the Marshall Island Region.

The Chagos islanders won a hollow victory that they would be allowed to return to their islands, with the exception of Diego Garcia, the largest and main island in the archipelago, and the primary home of the exiled islanders. The U.S. which has a naval and air base on the island remains unwilling to give back the stolen island. In the case of Diego Garcia, Britain and the U.S. both were culprits in the theft of the island. While the U.S. media has, for the most part, not covered the issue of Diego Garcia two journalists have made a point of keeping it alive as an issue. Both William Blum and John Pilger have kept the story and issue alive over the years. Diego Garcia is an example of an ongoing injustice with elements of imperialism, racism and ongoing abuse of power in the name of "democracy."

Blum, in his recent book "Rogue State", described what happened in the Chagos Islands: "A few thousand inhabitants of the Chagos Islands in the Indian Ocean were summarily uprooted by Great Britain and shipped against their will to Mauritius and the Seychelles, each more than a thousand miles away.

No one helped them resettle or paid for the homes they lost. They simply were forced to become squatters in foreign lands. The reason for this was to make room for a U.S. military base on the biggest of the Chagos Islands, Diego Garcis."

John Pilger's new book, "Freedom Next Time", goes into more details of what happened with the Chagos Islands and Diego Garcia with updated information.

In both cases, the apparent righting of wrongs were deceptive. In the case of the Bikinian legal victory of $1 billion the funds, according to the U.S., no longer exists to pay them despite the current ruling, how convenient. In the case of Diego Garcia, the main goal in the native pursuit of justice, the Island of Diego Garcia itself, remains off limits to its rightful owners, the Chagossian people. The U.S. continues to scoff at the legal and moral basis for injustice, for simply doing the right things.

WASHINGTON, DC--(Marketwire - July 31, 2007) - Judicial Watch, the public interest group
that investigates and prosecutes government corruption, today filed a
notice with Commerce Secretary Carlos Gutierrez that it is seeking access
to the meetings and records of the North American Competitiveness Council
(NACC) under the provisions of the Federal Advisory Committee Act (FACA) --
the federal open meetings law (5 U.S.C App. 2 §3(2)). Specifically,
Judicial Watch seeks to attend and/or participate in meetings of the NACC
and its U.S. component subcommittees, the next meeting of which is
reportedly scheduled for August 20, 2007 in Montebello, Quebec, Canada.


Secretary Gutierrez launched the NACC, with his Mexican and Canadian
counterparts, in June 2006. The NACC met on August 15, 2006 in Washington
and again on February 23, 2007 in Ottawa, Canada. The NACC has provided
over fifty (50) recommendations for action to Secretary Gutierrez and the
Security and Prosperity Partnership of North America (SPP).


To further its public interest mission, Judicial Watch previously submitted
a request to attend NACC meeting with the organization designated by the
Commerce Department as the "Secretariat" of the NACC comprised of the U.S.
Chamber of Commerce (jointly with the Council of the Americas). The
Secretariat informed Judicial Watch that as a not-for-profit educational
foundation, it was not eligible to participate in NACC meetings.


Judicial Watch's notice to Secretary Gutierrez stresses the legal
requirement for the NACC, and any U.S. component subcommittee(s), to obey
the federal open meetings law and file a charter, publish timely notice of
meetings in the Federal Register, allow interested parties to attend and
participate in meetings, and provide access to committee records. Judicial
Watch believes the NACC has failed to satisfy any of these statutory
requirements.


Judicial Watch has also requested that Secretary Gutierrez make all records
of the NACC -- reports, transcripts, minutes, appendixes, working papers,
drafts, studies, agenda, etc. -- available to Judicial Watch in accordance
with the provisions of the Freedom of Information Act (5 U.S.C. §552).


"Our goal is to open up this entire SPP process to the American public.
The North American Competitiveness Council is a federal advisory group that
cannot operate in secret -- especially during the important Quebec SPP
summit

Just weeks before the Canadian, U.S. and Mexican leaders meet in Montebello, Que., to discuss the Security and Prosperity Partnership, U.S. legislators moved to block a key part of the trilateral trade initiative.

The U.S. House of Representatives voted overwhelmingly last week to cut off funding for talks on all transportation issues related to the SPP, a controversial effort to harmonize the countries' economic and security protocols.

Legislators are concerned that crucial decisions affecting cross-border security, immigration and product safety are being made without congressional consultation.

"The (Bush) administration refuses to report back to Congress," Democrat Marcy Kaptur told the House. "They have been intransigent, they have been unresponsive and, frankly, they've been secretive."

But Republican Congressman Joe Knollenberg warned that cutting SPP funding would "put all of the U.S.-Canada transportation initiatives to an end," including years of improvements to the critical Detroit-Windsor border crossing.

Representatives voted 362-63 in favour of the budget amendment, put forward jointly by Ms. Kaptur and Republican Duncan Hunter. The amendment will now go to the U.S. Senate for debate.

NDP MP Peter Julian warns that similar debates are arising north of the border.

"This is a real wake-up call for (Prime Minister) Stephen Harper," he said. "The SPP is an unacceptable, closed-door process. ... There is a need for a real public consultation."

Transportation talks have become a hot-button issue in the U.S., where critics fear secret negotiations are aimed at building a "NAFTA Superhighway" linking the three nations.

Many on the extreme right fear such a highway would spell the end of the U.S., as "alien invaders" swarm across the border from Mexico. But moderates have also expressed concerns such a transport corridor would overwhelm customs and immigration staff.

In a statement this week, Ms. Kaptur said the 12-lane highway "is already under construction in Texas." The network would divert incoming Asian goods from bustling California ports to Mexican ports, jeopardizing American jobs, she warned. It would also fast-track overseas products into the U.S. "without adequate safety provisions and inspection," she charges.

While some private ventures and state governments have described ongoing projects as "NAFTA Corridors," the federal government is not involved, according to the U.S. government website on the SPP.

"The NAFTA Superhighway simply does not exist," says Frank Conde of North America's SuperCorridor Coalition (NASCO), a U.S.-based non-profit group that aims to improve an already existing network of highways that link the three countries.

But Ms. Kaptur and other critics dismiss that argument as semantics, arguing that ongoing plans for the rapid expansion of many parts of that network amount to a superhighway.

One NASCO member, Kansas Southern Railway, also sits on the North American Competitiveness Council, an elite group of corporations formed to advise the three governments on the SPP.

Mr. Conde says the railroad, which operates in the U.S. and Mexico, does not share information on the SPP with NASCO. (Railroad officials were not available for comment at press time).

He adds that some SPP initiatives have made the border crossings safer. He points to the little-known e-manifest program, under which transport firms submit detailed information about their cargo, drivers and routes to a government database before approaching the border.

Cargoes or companies that may pose a risk are flagged in the system, so officials can zero in on trucks or drivers that may pose a risk; low-risk vehicles can pass through quickly.

The ownership of Indigo books is associated with Canada’s largest corporations, that in turn, have reportedly sought to conceal information from Canadians about the North American Union (NAU) agenda.

The book entitled Traitors Among Us: The Betrayers of Canada features a compilation of articles from The Canadian National Newspaper. These articles both expose and also challenge an apparent assumption by many of Canada’s corporate and political elites. This apparent assumption, championed by large mass-media conglomerates in Canada like CanWest Global, is that the only “rational” course for Canadian society, is to assimilate itself into the U.S. political-military-industrial complex.

Canada, has been championed as an alternative society to “America” since time immoral. As Canada has evolved, since its cultural-political inception since 1535, the essence of its society has taken a distinctively socially progressive national identity. Jean Talon, Canada’s first Intendant in the “ancien regime” of New France, envisioned Canada as a Great and Powerful State, that was critically inspired by the Old World aboriginal civilizations of Canada, in synergy with “Old World” values of Europe. Prime Ministers of Canada before Brian Mulroney had all rejected so-called “Free Trade”, out of a now further substantiated concern that Canada’s vital social fabric and independence from the United States would be destroyed. Tommy Douglas’ championing of universal medicare vitally further affirmed Canada’s distinctively progressive social fabric. Former Prime Minister Pierre Elliot Trudeau, sought to further embrace the progressive identity of Canada, by seeking to champion the Charter of Rights and Freedoms. He did that, in his efforts, as a Great Canadian, to fulfill Canada’s destiny as a Just Society, which would operate as a role model for the rest of the world.

In sharp contrast, current Prime Minister Harper cannot see any role for Canada other than that of participating in international affairs as a puppet of American Empire via “Globalization”.

Historically, the American Revolution had sought to destroy a connection to “Old World” values, symbolized by cultural-political ties with Britain. America’s elites sought to create an assimilating “melting pot”, which would be created by the idolizing of a gun culture of violence associated with the American Revolution, which has further embraced militaristic jingoism.

Canada’s political leadership, sought in response to the American Revolutionary context, to cultivate a society of “Peace, Order and Good Government” which would inspire a society that recognized the ideal of ‘civility’ in the development of our cities as communities; and where there was a positive constructive role for government in societal development. That sought role fundamentally embraces further adopted tenets of appreciating for example, multiculturalism, and ‘universality’ in relation to a comprehensive one-tier public healthcare system, within social justice, in general. That socially responsible role of government has vitally contributed to a reputed much better quality-of-life in Canada, as compared to the United States, which is plagued by horrific segregated poverty alongside elite affluence, and by accompanying prevalent violent crime in its cities.

Many of Canada’s corporate and political elites under the clandestine agenda of efforts to create a so-called “North American Union”, (apparently by any means necessary), seek to destroy Canada.

Canada’s corporate and political elites used to be among the greatest defenders of the need to defend Canada’s sovereignty. The elites had recognized that their institutions were the very creatures of the aggressive defence of Canadian institutions. These recognition among institutions included representatives of wealthy financial institutions, to smaller community-oriented initiatives and public agencies. However, thanks to former Prime Minister Brian Mulroney’s successful proselytizing of greed and venality, to once politically loyal elites, via the “benefits” of “Free Trade” with the United States, much of these elites now elect to sell Canada out.

Prime Minister Brain Mulroney had dysfunctionally inspired a new generation of greed-driven mercenaries who operate in the mass-media, in the likes of CanWest Global owners (who help fund the Conservative Party), TorStar, Quebecor Sun Media, and other such neo-conservative public relations outlets. Only BellGlobe Media, inclusive of the Globe and Mail, CTV, and CHUM, (as well as in particular, a handful of community and campus media outlets) have maintained any semblance of journalistic integrity, in the present sea of elite-managed propaganda.

Canada’s corporate and political elites now linked to the U.S. religious-political-military-industrial complex, which is operating in overtime, is trying to convince Canadians to accept the dysfunctional polices of the Harper neo-conservative minority government toward an elite sought right-wing majority government.

Dysfunctional policies which are supported by current Prime Minister Harper’s allies, include presiding over the sabotage of Canada’s universal public healthcare system to destroying treasured Canadian institutions like the well renown Wheat Board, so as to cause Canadian farmers to be ruled by U.S. agri-business privatization agenda. Additional policies include ignoring the plight of growing poor communities in Canada which include women, homeless peoples, immigrants, and aboriginal peoples, and also reckless pro-Global Warming policies.

The ‘Canadian Dream’ refers to the evolved collective aspirations of Canadians, as inspired by such recognized Great Canadians as Tommy Douglas and Pierre Elliot Trudeau, to fulfill the national destiny of Canada, as a socially independent society, that is independent from the United States. The prevailing systematized efforts to sabotage the achievement of the ‘Canadian Dream’, is the apparent betrayal of Canada to a traitorous agenda.
