Supreme Court rules Bush exceeded his powers

Roberts cited the "first principles" of America's Constitution. "The president's authority to act, as with the exercise of any governmental power, must stem either from an act of Congress or from the Constitution itself..." Bush does not have "unilateral authority" to force states to comply with an intl treaty. "It should not be surprising that our Constitution does not contemplate vesting such power in the Executive alone."
