Section Five is a step-by-step description of preparations that should be taken before the attack occurs. Section Six describes the steps that should be taken if you know or suspect that a biological attack has taken place. Section Seven is a place for you to write down your personal plan of action, including important contact numbers as well as specific instructions from your physician.

Dr. Salvucci and the Public Safety Medical team first wrote the Personal Safety Manual in 1998. At that time there was a great deal of discussion in our country about the possibility of bioterrorism. But the threat was vague and ill defined. The threat was considered so unlikely that although terrorism experts believed it to be genuine, Dr. Salvucci realized that the public felt otherwise. But the events of September 11, 2001 have sadly changed all that. What was once abstract and difficult to understand has now become quite clear and obvious. "Terrorism" is not a picture in the morning newspaper or a sound bite from the evening news from a community far away. It represents a large-scale and disastrously savage event right here on our soil.
