Study Says 80% of New Orleans Blacks May Not Return

WASHINGTON, Jan. 26 — New Orleans could lose as much as 80 percent of its black population if its most damaged neighborhoods are not rebuilt and if there is not significant government assistance to help poor people return, a detailed analysis by Brown University has concluded.

Combining data from the 2000 census with federal damage assessment maps, the study provides a new level of specificity about Hurricane Katrina's effect on the city's worst-flooded areas, which were heavily populated by low-income black people.

Of the 354,000 people who lived in New Orleans neighborhoods where the subsequent damage was moderate to severe, 75 percent were black, 29 percent lived below the poverty line, more than 10 percent were unemployed, and more than half were renters, the study found.

The report's author, John R. Logan, concluded that as much as 80 percent of the city's black population might not return for several reasons: their neighborhoods would not be rebuilt, they would be unable to afford the relocation costs, or they would put down roots in other cities.
For similar reasons, as much as half of the city's white population might not return, Dr. Logan concluded.

"The continuing question about the hurricane is this: Whose city will be rebuilt?" Dr. Logan, a professor of sociology, writes in the report.

If the projections are realized, the New Orleans population will shrink to about 140,000 from its prehurricane level of 484,000, and the city, nearly 70 percent black before the storm, will become majority white.

The study, financed by a grant from the National Science Foundation, was released Thursday, 10 days after the mayor of New Orleans, C. Ray Nagin, who is black, told an audience that "this city will be a majority African-American city; it's the way God wants it to be."

Mr. Nagin's remark was widely viewed as an effort to address criticism of a proposal by his own rebuilding panel, the Bring New Orleans Back Commission, that calls for a four-month building moratorium in heavily damaged areas. He said later that he had not meant to suggest that white people would not be encouraged to return.

"Certainly Mayor Nagin's comments reflected a concern on the ground about the future of the city," Dr. Logan said. "My report shows that there is a basis for that concern."

The study coincides with growing uncertainty about what government assistance will be available for property owners and renters. Louisiana will receive $6.2 billion in federal block grants under an aid package approved by Congress in December, part of which will be used to help homeowners. But that will not be enough money to help all property owners in storm-damaged areas, Louisiana officials say.

Those officials have urged Congress to enact legislation proposed by Representative Richard H. Baker, Republican of Louisiana, creating a corporation that would use bond proceeds to reimburse property owners for part of their mortgages, then redevelop the property. But the Bush administration has said it opposes the bill, out of concerns that it would be too expensive and would create a new government bureaucracy.

Asked Thursday about his opposition to the measure, President Bush told reporters that the $85 billion already allocated for Gulf Coast restoration was "a good start." He added that he was concerned that Louisiana did not have a clear recovery plan in place.

But Gov. Kathleen Babineaux Blanco of Louisiana, a Democrat who has clashed frequently with the White House, said Mr. Baker's bill provided a clear plan.

"Administration officials do not understand the suffering of the people of Louisiana," Ms. Blanco said in a statement.

Demographers are divided over the likelihood of a drastic shift in New Orleans's population. William H. Frey, a demographer at the Brookings Institution who has studied the hurricane's impact on the city, called Dr. Logan's projections "a worst-case scenario that will come about only if these evacuees see that they have no voice in what is going on."

But Dr. Frey also said low-income evacuees might indeed begin to put down roots in cities like Houston or Dallas if they did not see movement toward reconstruction in the next six months.
Elliott B. Stonecipher, a political consultant and demographer from Shreveport, La., said that unless New Orleans built housing in flood-protected areas for low-income residents, and also provided support for poor people to relocate, chances were good that many low-income blacks would not return.

"If they didn't have enough resources to get out before the storm," Mr. Stonecipher said, "how can we expect them to have the wherewithal to return?"

What's Up On Planet Earth?

Greetings! A brief note: We are working to remedy the situation with the widescreen for some of you who are unable to print out the messages

Thank you for informing us and thank you for your patience.
(Some of the information in this message is repetitive, but worth
repeating as these energies are intensifying now.)

Well, January finally arrived with all its anticipation and the
energies have been every which way, to say the least. What is all the
turmoil, chaos and depression about? Why aren't many of us feeling oh
so wonderful now that we have arrived in the higher realms?

Perhaps you can't seem to get anything done as something very
important to you is taking what seems like forever . Or maybe you or
others around you are continually canceling or changing plans,
creating a lot of instability. Or just maybe something you had in the
works just very suddenly falls apart and the bottom falls out.

Emotions running high? Apparent frustration? Feeling deflated,
powerless, confused or acutely disappointed? Too many sudden changes?
Not sure where you are? Can't get comfortable anywhere? Nothing to
hold onto or nowhere to go that feels right?
There is a very simple explanation here: We are going from upside downto right
side up. We are smack in the middle of a monumental transition....and one with
the magnitude of this one has never been experienced before. The
ramifications reach far and wide and are affecting much, but as
always, all is in divine perfect order.
Everything is aligning with the higher ways and the New World energy.
Although we have been aligning gradually (even though we certainly
felt very stretched at times!) for a few years now, after reaching
critical mass, everything is now aligning all the way , so to speak.

Can you imagine arriving at this point without experiencing all the
preparatory phases through the ascension process? We would never have
made it, and so we must know that all our stretching and releasing and
complaining was to get us precisely here.

And we are mostly aligning in the physical reality ...which is always
the last to catch up, but is now unraveling and becoming New right
before our eyes. This then, is creating all the chaos and rapidly changing energy. The
old can no longer function, so we may get started with it (especially
in the form of the old systems and ways) and then things suddenly
don't "hold."

Or, we may find a fair amount of chaos and turmoil involving a project
as things are rippling and affecting all things around. And with many
energies involved in a project or creation or manifestation, and with
these variety of energies going through their own experiences and
change with each person involved, it is no wonder that things may seem
haywire and crazy! But through it all, the things that need to
manifest for our highest good and New positions will eventually
arrive, even though the road to these manifestations may be rocky,
tumultuous and very delayed! Other scenarios are present as well.

Some things just seem to very
suddenly fall away, disappear, or appear as if the plans or reality we
had during that time were only a big joke or maybe some dream or
illusion as suddenly they are no longer. This is because we are most
certainly being protected, among other things. We wouldn't want to be
involved with or connected to something that will soon be leaving or
crashing or unraveling. At the higher levels, we are navigating a most
New and uncertain road....but with the guidance and protection of many
non-physical beings and with our souls. Although things may seem
uncertain and crazy, all is actually in divine order as we make our
way through this "tossed salad" of sorting and sifting as we arrive
and anchor in the New.

And even though it may not feel like it, we are making our way forward
with rapid and unusual speed. Sudden endings...always bring New
beginnings. Death brings New life into a new reality and a much higher
dimensional way of living. And at times the New can arrive before the
old has left (as we may have been holding on for too long!) and the
old can leave before the New has arrived (as we have to be willing to
let go, release and trust to make room for the New). In any case, our
souls had a pre-determined plan that especially involved this
incredible time we are in regarding our arrival into the higher
realms. Things needed to be put into place to support our New roles
and to place us in our New positions that we have been waiting for for
so long.

Like pre-programmed computer programs, when we reached these higher
vibrations our programs were then activated and all was lined up to
move us into position.

So why are things not feeling as good as we thought they might? Why
are some of us feeling so challenged and perhaps even depressed?

Firstly, we are now most certainly wired for the Promised Land. When
we became activated for this New World we are now in, we became ready
for the higher realms. In the higher realms, all our needs are met. We
have everything we need, we manifest easily and effortlessly, there is
no longer any negativity, suffering, darkness, greed, manipulation to
get what we want, powerlessness, money based ways of creating and
living and on and on.

When these ways are still here, as they are still in the process of
moving out, we are still experiencing them around us and they feel
downright horrible, as well as intolerable. "What in the world is this
kind of reality?!" you may find yourself wondering, as you can now see
oh so clearly what really is . Ugh! It may feel like you are in a
quicksand of lower energies that are bogging you down, or perhaps a
very severe feeling of "I can't do this anymore! Not for one more
second!". Experiencing old patterns that are still going round and
round after you thought you were done can feel quite uncomfortable and
intolerable, just as can being in the energies of the old.

We can become depressed when we feel powerless to create or feel
unsupported. We know our time is finally here and therefore we need
and want to feel supported to create what we know we came for and want
to create. Even though we are now in the much more rapid energies of
near rapid manifestation, we are also in these intense energies of the"tossed salad."

This means that much is flying around in regard to our
intent or how we are vibrating...and we may not be aware of exactly
how we are vibrating! But just look at what has manifested around you
and you will quickly know how and what you are about and are vibrating.

With so much energy of creating and intending and also simply just"being,"
all being greatly magnified in these higher realms, much,
much and much is manifesting rapidly and it can arrive in a very
conflicting way. Like a room full of bumper cars, our thoughts and
desires and ways that we are being are creating very rapidly New and
different scenarios and not much in alignment with each other! When
all things are not lined up with each other, creating can become very
interesting and certainly chaotic.

Add this to the rapid process of what was upside down now being turned
rightside up and we can only marvel at how we are surviving at all!
And here is another situation. Recently, I took a quick glance at
where I was to gain some clarity for the day. There I was, up high
surrounded by white, white and white light, with nothing else around
me..just floating around in some higher dimension. If you are feeling
spacey, not here or there, getting confused on what day it is, where
you are, are finding it difficult to formulate a sentence, you are
probably experiencing your New arrival into a higher dimension. My mom
recently prepared her home for her bridge group. She got ready with
the table settings, hors d'oeuvres and the like, and no one showed up.

She had the wrong day.... We are in a New reality and we have yet to really set the foundationand lay the groundwork, so we're sort of floating around without the
driver's manual and without the guidebook. We need to jump into place
with our intentions....our personal as well as our planetary
intentions. And in this high frequency for manifesting that we are now
residing in, we will know how clear we are being, as things show up
either to our liking or disliking, ready for a tweaking to become what
we really want.

Sometimes we don't know what we really want until our creations show
up and we are actually in them. In this way, we can gain much clarity
on what really feels right. Go for the top. Don't accept what you
think is possible or probable. These possible or probable old roads
and realities are quickly leaving, so you wouldn't be there long
anyway. And if we go for the top, we are in the higher vibrations and
can create much easier as we are in alignment with where we are now
residing. What then, do you really want?

So basically, we are acclimating to something very New. Things haven't
quite settled in yet. We haven't quite settled in to our New grooves
yet. And we are wading through much chaos to get there. But the New
will be very New.

I have been connecting regularly to a non-physical being from a very
far off place who vibrates very high. He/she and this "group" of souls
have not connected with the Earth before, as the Earth was not ready
for this much higher frequency of ways and messages. I first enjoyed
this contact five years ago when I began a rapid ascension process, as
these beings knew what was to come. Only now they are here interacting
on a very regular basis. This is a brand New beginning for me with a
brand New group of beings with a brand New family very different from
my prior soul role that I had fulfilled for eons of time. I have
finished a substantial round of soul purpose and so have you.

I am so excited and thrilled to be having this experience and having the
opportunity to go so much higher than my soul has ever gone before.

Our souls have completed much. This is a very exciting time of New
beginnings and an opportunity to create a very New planet Earth. And
as we are ascending all beings throughout the cosmos through ourselves
and this incredible Earthly experience, we are vitally the center of
attention now and highly revered by all beings.

What kind of New World will we create? What will your role be? What
will we paint on this brand New palette? The brush is in our hands for
something very New. It is up to us.

in your life in these miraculous times.

Query On The Wobble & The Jet Stream

Has the wobble been slow for two or three weeks? I was wondering if
the current "stalling" in Chandler's Wobble coincides with the anomoly
in the Jet Stream, which has pulled cold air down into Asia to Tibet
and frozen Moscow, while pulling warm air up into Canada here in North
America.
The southern Hemisphere weather has been crazy for
January, too, with many vacationers on Argentina's Atlantic beaches
going home early because of inclement weather. Between South America,
Australia, and Africa, the "south" is also affected.
If these weather conditions around the globe this month are due to such
a small change in the normal pattern of Chandler's Wobble....... guess
how bad things could get when the axis starts moving more!

The wobble has been very slow since early December. It is virtually non existent at the moment as it has been for at least the last two weeks, the Spin Axis is NOT moving at the moment. With this cessation of motion, volcanism has NOT increased much and quake activity, despite all kinds of predictions and syzygies, etc, despite fabulous gravity windows with Perihelion alignments, etc. have been at a dull roar average with nothing significant going on.
All proof of the pudding I have been serving up at my little ole Earth Changes Cafe.
Now so far as the Jet Stream and air masses go, I don't think that the wobble imparts energy to the air, it is the reverse. The air is driven by heat from any source and imparts energy into the wobble. So I would say NO to your q.
It's all in the oceans, Cornplanter. We have a La Nina effect going on which is combining with the global warming trend. The atmosphere is just being driven by the ocean temps in ways which have never been seen before, which is telling us we are being pushed by the trend into new realities. This pushing will continue. Next year or the year after we will have an El Nino and it too will produce new weird extremes of a different pattern...
It is all perfectly clear in this puddle if you just give up trying to think anything is a normal pattern. Do you remember that place in the onset of the hallucinogenic experience where the edges and patterns of reality begin to dissolve and suddenly you realize that your reality frame is melting all throughout, there is nothing you can hold onto and you begin to wonder what and where you are going to puddle into?
Our collective reality frame vis a vis the Earth is puddling like that into oblivion and this will accelerate for the next, mmm, 25 years.

Attacks on the homeless are common across the nation,
and Sacramento's street people also tell of beatings

They attacked him in the dark hours of last Sunday morning, while much of the city slept.

John Jewett, 53 years old and homeless, had hidden himself in a shed on a loading dock near the fancy new midtown Safeway. The young men, three by Jewett's count, arrived around 3 a.m. While one held him down, he said, another hit him repeatedly in the face with a metal pipe. Across the country that same day, two teenagers in Fort Lauderdale turned themselves in in connection with the beatings of several homeless men, one of whom died from his injuries. Their images had been caught on a surveillance camera. The images of Jewett's attackers are seared only in his mind.

The incidents weren't connected, except in relation to a disturbing pathology. Some young men find sport in assaulting the homeless.

From 1999 to 2004, the National Coalition for the Homeless documented 386 attacks on homeless people in 140 cities.

At least 156 homeless people have died from beatings, stabbings or burnings often meted out by strangers. Countless others have been injured. Experts say the assailants tend to be young men.

In Sacramento, 48-year-old Vinia Thomas said she was left bloodied after being shot with BB guns and kicked in the head last summer. Fred Finley, 50, said he awoke a few years back to see a grapefruit whizzing toward his face as he slept on church steps.

Jewett emerged from this latest attack with 14 stitches, facial cuts and a bruised jaw. A long thin scar creases his nose from an attack he says the same men carried out a month earlier.

On that occasion, he said, the men beat him with a pipe and a tree branch, splitting his nostril, scratching his cornea, then fleeing as he stumbled, bleeding, down the street. He finally collapsed near a register inside the Safeway, he said.

Jewett and other homeless victims who survive such attacks are left nursing their injuries and puzzling over one hard-to-answer question: Why?

What spurs a group of young men - in Fort Lauderdale or Denver or Seattle or Sacramento - to attack those without the protection of a roof and four walls, many of them suffering from some form of disability or mental illness?

Everyone has a hypothesis.

John Jewett's is this: "These guys have the mentality that homeless people aren't really anybody, you can kill them and nobody will miss them."

Other homeless people guess their attackers must need to blow off steam, or entertain themselves, or that they buy into societal myths that portray the homeless as lazy, burdensome and "other."

Mark Zoulas, a Sacramento police officer who works closely with the homeless, said he believes the attackers must make themselves feel powerful by preying on the weak. "It's, I guess, the same people who torture small animals," he said.

Television exacerbates the problem, said Garren Bratcher, co-director of Friendship Park at the Loaves & Fishes homeless services complex in Sacramento. A series of videos pitting homeless people against one another in brutal fights have become popular among some young people in the past five years. The videos, called Bumfights, are sold at discounted prices on barnesandnoble.com and amazon.com. Last summer, a couple of young men in Los Angeles watched one of the videos, then headed out to slam the homeless with baseball bats.

"It gives them an idea," Bratcher said. "I think the desire's already there."

Many of these theories have some truth to them, said Thomas Greening, a professor of psychology at Saybrook Graduate School in San Francisco. Greening says attackers are desperate to differentiate themselves from those they perceive as weak, and that assaults are a way of shoring up their fragile self-esteem. They might even feel they're performing a public service by harming the homeless, he said.

"I desperately need to prove I am a macho, aggressive guy," is Greening's assessment of that mentality.


He said society reinforces such behavior by classifying the homeless as inferior beings who are not worth helping.

Bratcher said he has seen an increase in attacks on the city's homeless in the past year - he now hears about an average of one or two a week. Sometimes people wield dangerous weapons. Sometimes they shoot paintballs. Sometimes they yell nasty comments as they speed by in SUVs or pickup trucks.

That's how it began for Jewett - with comments. Jewett, a former taxi driver, said for years he had lived in a comfortable one-bedroom apartment just blocks from the storage shed where he was assaulted. A clean-shaven man, with hazel eyes now circled with bruises, he said he became homeless a little more than a year ago but tries his best to blend in.

The young men started harassing him during the summer. They'd bang on the shed, throw rocks and bottles and yell, " 'We're going to set the place on fire! It'd be real fun to see you coming out screaming,' " Jewett said.

He stayed because the shed was a "primo location." It had no heat and no light and no bathroom, he said, but there was a mattress to sleep on and the roof protected him from the rain.

Then, one night in December, Jewett said, the young men lured him outside.

"Come on out, man," he said they told him, just before the assault that split his nostril. "We just want to talk."

Bratcher said the attacks are becoming "almost like a sport." He estimates that 90 percent of incidents never get reported. Many people are afraid of going to the police, or assume the perpetrators will never be caught.

Brian Williams, for one, said he never reported the attack against him and his brother. A few months ago, the two were sleeping on the same block where Jewett was assaulted. He said a few guys walked by, sprayed soap on him and yelled, "This is a no-bum zone! Get the hell out of here!" Then the men started hitting them with sticks. "

I wasn't bothering nobody," said Williams, 48. He said he was afraid to talk to the police about it, though, and didn't think reporting it would accomplish anything.

Vinia Thomas did report an attack last summer. In that case, Thomas woke up after several men got out of a van and started shooting pellet guns and kicking her in the head.

But three weeks ago, after a few young men in a gold car pulled up alongside her and started shooting BBs at her, she said she didn't bother to report it. Nothing had happened to the last people who assaulted her, she said.

She often feels like the police blame her for her situation if she complains.

"We get tired of being yelled at," she said. She dug the pellet out of her hand by herself.

Most of those who sleep on the streets have their own mechanisms for staying safe.

Steve Auringer, 51, said he always sleeps with a group for protection, and monitors the comings and goings of strangers. Fred Finley sleeps in groups, too, preferably under streetlights or near well-traveled roads where the police are apt to roll by. And of course, most everyone agrees the best way to protect themselves is to get inside housing.

"I'm an indoor person," 45-year-old Tom Anderson said, with a nervous chuckle. Those homeless individuals who are most vulnerable - whether because of mental illness, age, or physical disability - are also the most often targeted.

Helen Baggarly, 48 years old, deaf and homeless, said she routinely gets robbed on the first of the month, after she receives her disability check. Baggarly is nonverbal, and signs and writes to communicate. She says in this way that she's had her money stolen seven times. The other day, her eyes teared as she summed up her experience on paper:

"YELL LOUD CRY SAD BAD FEEL HURT MONEY STOLEN GONE."

Laura Chase, the Sacramento police detective working on Jewett's case, is determined to find his attackers - and "pretty confident" that she will. After the first attack, Jewett tried to help her. He left the shelter where he was staying and returned to his hideout in the shed. He said he kept an eye out for the men who had harrassed and attacked him and notified police when he saw them. But they always got away. Then, early last Sunday, the men came back. "This is the snitch," he said one of them yelled. They smashed the cell phone on which he was attempting to dial the police. While one man held him down, he said, another beat him in the head. He remained composed in his recounting of the incident, until he began to describe the way he felt as the pipe smashed against his face. At that point, he buried his head in his arms and started weeping. "I practically begged him to stop," he whispered.

Hello Dear Members

My name is Isabell Serrano, and I am very touched by the support that the forum shows to its members. I can relate to many of the challenges that we all are encountering. Finally for me things are becoming so much better. My life took a big turn on August 29, 2005. My husband Juan and I decided to stay in our home near Chalmette, LA, 20 minutes fron New Orleans, because our son was very sick with the flu. The day of the hurricane Katrina our home was flooded with 12 feet of water, we (my husband, my son and our 3 cats), my husband and I had put a few provisions in there just in case, including a gas chain saw. Many horrible things happened during that week in Saint Bernard, our parish.

But thanks to All That Is, many angels and my husband who swimmed in the nasty, snake infested water to get a boat, we made it out of New Orleans seven days later. I saw the best of humanity and also the worst.

My husband and I met in the US Navy, so we had seen poor countries, war and devatation. But I never experience something like New Orleans and Hurricane Katrina. After, we were flew out of there and arrived in a shelter in Austin,Texas, I cried and said a prayer of gratitude. I did not realized I had prayed out loud.

A young man named James,who was volunteering and walking along, heard me praying and offered us his help. He is originally from Austin, but was studying in New Orleans to become a priest. He called his mother Ms. Elena and she told him to inmediately bring us to her home. There I found love, comfort and support, she is like a mother, a second mother to me. Finally I could called my family since our cell phones were not working. My mom and father were so sad, they have started to think we were dead.

I went over many times, how come we survived when many from my town died? I used to work close to the Saint Rita's elderly home.

For years I have taught an elderly fitness class and nutrition classes, I knew many of the people that die, there. All I can say today, is that I have learned about love, compassion and strenght in a way that I have never imagined. I have been showed love and support, when people did not even know me and the only thing I had was my husband, my dear son and the clothes I had on.

I have prayed for all those souls that went, they went to teach us this wisdom. Truly love your neighbor as yourself.

Today, I am in Fort Worth, my husband's company is here. Even waking up feels joyous, my own bed, my own room. Food taste delicious and water, yummy. Today, I can pray without always crying and if I cried is because I have so many things to be grateful for.

Somethings I am doing that have helped are very easy.

1. Find everyday 5-10 persons and/or experiences, that you are grateful for and give thanks from your heart for them.

2. Say "I love you" often, you do not know when you or your loved ones are leaving this Earth.

3. Hug, show your affection, same reason as above.

4. Take a bubble bath, with essential oils. It is hard not to have water,lol.

5. Write an angel ad. For example; Wanted: Angel from celestial realm. Angel of Light, Love and Wisdom to help me heal and accept the teaching of this challenge. To report for loving assistance ASAP.

6. Watch a funny movie, laughter really helps. Something like patch Adams, the doctor who taught the value of laughter for healing.

7. Get a massage, it releases stresses accumulated in your physical body.

8. Pray before you eat, simple but true, food taste better and it is digested in a better way. It is awesome to eat a warm meal.

9. Read stories that demontrate the courageous strenght of the human spirit and stories about how angels have saved lifes.

10. Strive to be better, but without seeking perfection, everything is changing, the Earth(Gaia), the Universe and us. We are making it along as we go. Perfection will come when we have enough practice and pratice comes from getting better at the experience of being human and loving our humanity and each other truly.

Bin Laden appears to be addressing the American people:
My message to you is about the wars in Iraq and Afghanistan and how to
endthem. I did not intend to speak to you about this because this issue has
already been decided. Only metal breaks metal, and our situation, thankGod,
is only getting better and better, while your situation is the opposite
ofthat.

But I plan to speak about the repeated errors your President Bush has
committed in comments on the results of your polls that show an
overwhelming majority of you want the withdrawal of American troops from Iraq. But he
(Bush) has opposed this wish and said that withdrawing troops sends the
wrong message to opponents, that it is better to fight them (bin Laden's
followers) on their land than their fighting us (Americans) on our land.
I can reply to these errors by saying that war in Iraq is raging with no
let-up, and operations in Afghanistan are escalating in our favor, thank
God, and Pentagon figures show the number of your dead and wounded is
increasing not to mention the massive material losses, the destruction
of the soldiers' morale there and the rise in cases of suicide among them.

So you can imagine the state of psychological breakdown that afflicts a soldier
as he gathers the remains of his colleagues after they stepped on landmines
that tore them apart. After this situation the soldier is caught between two
hard options. He either refuses to leave his military camp on patrols
and is therefore dogged by ruthless punishments enacted by the Vietnam
Butcher(U.S. army) or he gets destroyed by the mines. This puts him under
psychological pressure, fear and humiliation while his nation is ignorant of
that (what is going on). The soldier has no solution except to commit suicide.

That is a strong message to you, written by his soul, blood and pain, to save what can be saved from this hell. The solution is in your hands if you care about them (the soldiers).

The news of our brother mujahideen (holy warriors) is different from what
the Pentagon publishes. They (the news of mujahideen) and what the media
report is the truth of what is happening on the ground. And what deepens the
doubt over the White House's information is the fact that it targets the
media reporting the truth from the ground. And it has appeared lately,
supported by documents, that the butcher of freedom in the world (Bush)
had decided to bomb the headquarters of the Al-Jazeera in Qatar after bombing
its offices in Kabul and Baghdad.

On another issue, jihad (holy war) is ongoing, thank God, despite all the oppressive
measures adopted by the U.S Army and its agents (which is) to a point where there is no difference between this criminality and Saddam's criminality, as it has
reached the degree of raping women and taking them as
hostages instead of their husbands.

As for torturing men, they have used burning chemical acids and drills
ontheir joints. And when they give up on (interrogating) them, they
sometimes use the drills on their heads until they die. Read, if you will, the
reports of the horrors in Abu Ghraib and Guantanamo prisons.

And I say that, despite all the barbaric methods, they have not broken the
fierceness of the resistance. The mujahideen, thank God, are increasing in
number and strength so much so that reports point to the ultimate failure
and defeat of the unlucky quartet of Bush, Cheney, Rumsfeld andWolfowitz.

Declaring this defeat is just a matter of time, depending partly on how
muchthe American people know of the size of this tragedy. The sensible
peoplerealize that Bush does not have a plan to make his alleged victory inIraq
come true.

And if you compare the small number of dead on the day that Bush
announcedthe end of major operations in that fake, ridiculous show aboard the
aircraft carrier with the tenfold number of dead and wounded who were
killed in the smaller operations, you would know the truth of what I say. This is
that Bush and his administration do not have the will or the ability to get
out of Iraq for their own private, suspect reasons.

And so to return to the issue, I say that results of polls please those
who are sensible, and Bush's opposition to them is a mistake. The reality shows
that the war against America and its allies has not been limited to Iraq
as he (Bush) claims. Iraq has become a point of attraction and restorer of
(our) energies. At the same time, the mujahideen (holy warriors), with God's
grace, have managed repeatedly to penetrate all security measures
adopted by the unjust allied countries. The proof of that is the explosions you have
seen in the capitals of the European nations who are in this aggressive
coalition. The delay in similar operations happening in America has not
been because of failure to break through your security measures. The operations
are under preparation and you will see them in your homes the minute
they are through (with preparations), with God's permission.

Based on what has been said, this shows the errors of Bush's statement--
the one that slipped from him -- which is at the heart of polls calling for
withdrawing the troops. It is better that we (Americans) don't fight Muslims
on their lands and that they don't fight us on ours.

We don't mind offering you a long-term truce on fair conditions that we
adhere to. We are a nation that God has forbidden to lie and cheat. So both
sides can enjoy security and stability under this truce so we can build Iraq
and Afghanistan, which have been destroyed in this war. There is no shame
in this solution, which prevents the wasting of billions of dollars that have
gone to those with influence and merchants of war in America who have
supported Bush's election campaign with billions of dollars which lets us
understand the insistence by Bush and his gang to carry on with war.

If you (Americans) are sincere in your desire for peace and security, we
have answered you. And if Bush decides to carry on with his lies and
oppression, then it would be useful for you to read the book "RogueState,"
which states in its introduction: "If I were president, I would stop the
attacks on the United States: First I would give an apology to all the
widows and orphans and those who were tortured. Then I would announce
that American interference in the nations of the world has ended once and forall."

Finally, I say that war will go either in our favor or yours. If it is
the former, it means your loss and your shame forever, and it is headed in this
course. If it is the latter, read history! We are people who do not stand
for injustice and we will seek revenge all our lives. The nights and
days will not pass without us taking vengeance like on Sept. 11, God
permitting.

Your minds will be troubled and your lives embittered. As for us, we have
nothing to lose. A swimmer in the ocean does not fear the rain. You have
occupied our lands, offended our honor and dignity and let out our blood and
stolen our money and destroyed our houses and played with our security
and we will give you the same treatment.

You have tried to prevent us from leading a dignified life, but you will not
be able to prevent us from a dignified death. Failing to carry out jihad,
which is called for in our religion, is a sin. The best death to us is under
the shadows of swords. Don't let your strength and modern arms fool you.
They win a few battles but lose the war. Patience and steadfastness are
muchbetter. We were patient in fighting the Soviet Union with simple weapons
for10 years and we bled their economy and now they are nothing.

In that there is a lesson for you.

Then Start With Skull & Bones!

Let's get it straight, you actually believe that the government has the right to spy at will. You really think there's nothing wrong with listening in on domestic phone conversations or intercepting personal e-mail or cell calls. You really have no qualms about bypassing the courts and warrants to spy on Americans who might have expressed opposition to the invasion of a militarily castrated nation? You bought into the idea that secret government spying will keep Americans safe. And you have no problem with spying on grass roots peace organizations whose members walk around with signs demanding a safer and friendlier world?

All right then, if spying is the way to go, why not snoop in the right places?

Do secret societies and organizations with great power and hidden agendas make you at all nervous? How do you feel about covert private groups that wield enormous power, if not direct control, over your own political system and on governments around the world? If you don’t believe they really exist, how about using your super spy technology to see if you’re right, or if – just if – you’re absolutely and frighteningly wrong.

Heck, if you’re going to spy, why not go after the bad guys.

Here’s an idea: a new Cabinet Department: the DDGI – the Department of Domestic Good Intentions. Let’s set up a branch of government to investigate – spy on, if you will – the secret organizations whose agendas are never allowed to be exposed, and whose meetings are held behind closed doors with no media coverage whatsoever. The DDGI could be charged with discovering whether these groups secretly formulate policies or illegally usurp powers constitutionally reserved for elected representatives of the people.

If you don’t think that’s happening, why not be certain? These folks are far more of a threat than the people being spied on right now. Go for it.

Face it – you walk around claiming that 9/11 changed everything! You’re prepared to tread on some very precious constitutional guarantees so that the nation can be safe. Okay, let’s play along with that for the moment. If you buy into the spying game, answer this: Should secret organizations be exempt from the changes you say were brought on by 9/11? To follow your line of thinking, let’s go one step further: What if Al Qaeda is smart enough to figure that out? What Al Qaeda realizes that peace organizations are under the watchful eyes of our government yet secret societies are not? What if they are using the cover of organizations such the Skull & Bones organization to plan the next 9/11?

What nonsense, right? But are you absolutely sure? Do you have a single clue about the activities of Skull & Bones and other secret societies? They may very well be doing things that are much more dangerous than any terrorist organization on your watch list. Are you ready to find out what that might be? You should be.

All right, then…get that Department set up to do some productive spying. First move is to check out all the organizations that have operated in complete secrecy so we can all rest assured they are not fronts for terror organizations. In fact, you never know what might be uncovered; they might be doing things that are far worse. You can start with a thorough surveillance of Skull & Bones. Then you can mosey on down and spy on the lodges of the Freemasons. After that you can install hidden cameras and microphones at the next meeting of the Bilderberg group. And let’s not stop there...let’s continue on and take a peek behind the insanity that takes place at BOHEMIAN GROVE!

Damn it, if you’re going to spy, go after the big fish; the ones who have hidden their agendas so expertly all these years.

Once you’ve thoroughly checked out these guarded cabals, your next project must include the clandestine agendas of the Trilateral Commission and the Council on Foreign Relations (CFR). Both of these groups are cleverly disguised as reputable institutions concerned with public and international policy. We hear these names all the time. Members of these groups are everywhere. They can be found in all branches of our government, including the executive. They are in the media. They are members of many other political think tanks. But we know almost nothing about them: who they are, who pays their salaries, where they get their money and why they have such close ties with our “elected” officials! Get on it.

If spying is the way to go, get those wiretaps and bugs away from the administration’s political opponents and put them where they belong! Isn’t it time to find out who is really running our government? Isn’t it time to do something to really protect the American people?

In closing, here is a message to those of you who are doing the domestic spying and to your supporters. You claim that you want to protect us; you want to make sure no one out there is planning to harm the nation. If you’re going to break the law, get out there and protect us for real. Stop wasting your time and our money checking up on retired grandmothers who spent their free time knitting peace signs on sweaters. Start looking into the organizations that have unlimited resources, access and direct connections to highly placed officials in all of our governmental institutions. Expose how they have operated for decades shrouded in secrecy while enjoying complete privacy from public scrutiny.

Show the American people how their government has been surreptitiously controlled and manipulated with the direct involvement and support of the American corporate news media. If you must abuse your powers, at least use your tactics for the common good
So spy away, those of you who would obliterate the Constitution.
But at the very least, spy on the suspicious secret societies who seek to run the show. Help to make them household words instead of protected and privileged ones.
And while you’re at it, keep away from the rest of us. Be especially respectful of those who are trying to make the world a safer and more peaceful place. They are not the enemy.

Scientists scrutinizing comet and stellar particles from the Stardust spacecraft are ecstatic about what they're seeing. The space capsule drifted to Earth Sunday, making a safe landing in Utah after a seven-year, 3-billion-mile journey to Comet Wild 2.


Its cargo of cosmic particles is now at the Johnson Space Center in Houston, where scientists cracked open the capsule Tuesday. The researchers are the first humans ever to come face to face with comet particles.


"At this point in time, we're absolutely thrilled," said Donald Brownlee, a University of Washington scientist and principal investigator. "It's totally remarkable to have a fully successful mission. Of all the things that could go wrong either in space or even scientifically, none of the bad things happened and everything really exceeded our wildest expectations."
Stardust's collector tray captured perhaps a million particles of comet dust on one side and maybe 200 grains of star dust on the other. There were fears the particles would explode on impact, but the dense gel that gathered them appears to have cushioned the collisions.
Study of these particles could yield new information about how the solar system and Earth formed -- and the origins of life on Earth.


"It's like looking at our great, great grandparents," says Mike Zolensky, a JSC Stardust researcher. "Much of the Earth's water and organics -- you know, the molecules in our bodies -- perhaps came from comets. So these samples will tell us ... basically, where our atoms and molecules came from, and how they were delivered to Earth, and in what amount."
With Stardust's delivery, scientists now have solid material to refer to as they contemplate the origins of life.


"For all the ideas and theories that people might have, we have some sort of real ground truth," explains Brownlee. "We have actual samples of materials the solar system was formed from."


Some 160 scientists around the world will participate in the Stardust research. And 65,000 people have signed up to help locate the smallest particles of star dust with their home computers. NASA will provide software and images of portions of the collector cells and the volunteers will scan them for particles. The Stardust scientists hope to announce their first scientific findings in a little more than a month. They believe they have enough star and comet dust to keep researchers busy for decades.

Russian Assessment:
Iran Will Not Back Down & U.S. Military Action In Iran Likely This Year

What is fascinating to me, is the current under the radar stuff on how to go about attacking Iran. You can get as mad as you want at a country's leaders, but to go about genocidal plans to wipe a country off the map, literally, is still NOT ON.

The European Union decided to break off negotiations with Iran on its nuclear program. The final decision on the holding of an extraordinary meeting of the International Atomic Energy Agency and the forwarding of the Iranian dossier to the UN Security Council will be made next week in London at negotiations with representatives of the United States, EU, Russia and China.

Moscow has already made it clear that it will no longer cover for Iran, which removed the seals from its nuclear facilities yesterday. Kommersant has learned that the Russian military delegation has Teheran, cutting off negotiations on the sale of S-300 complexes to it. An evacuation plan for the Russian specialists working in Iran is being developed in Moscow.

Russia Washes Its HandsThe biggest news yesterday was that Russia supported the West's position on Iran. Russian Foreign Minister Sergey Lavrov criticized Iran with unprecedented severity on radio station Ekho Moskvy. He confirmed that Western countries intended to hold an unscheduled meeting of the IAEA to discuss Iran within weeks. Lavrov made it clear that Russia would support the proposal to forward the dossier on Iran to the UN Security Council, even though Moscow had opposed that step until now.

“We shouldn't forget that Iran has a rather developed missile program,” Lavrov pointed out. “Medium- and long-range missiles. The continual declarations by Iranian leaders about Israel add fuel to the fire. It all adds to the political arguments of those who say that Iran can be communicated with only through the UN Security Council.”

Lavrov stipulated that “Iranian problem is not likely to be solved without the professional activity of the IAEA.” That phrase also indicates Moscow's readiness to drop its political support of Iran. If the Iranian dossier is forwarded to the Security Council, Iran will most likely refuse to cooperate with the IAEA and will expel its inspectors from the country. In that case, the “professional activity” of the agency will be impossible.

Russia was forced to stop its support of Iran. In the last few months, Iranian authorities humiliated Moscow several times by refusing its initiatives to act as an intermediary. Russia proposed solving the problem by enriching Iranian uranium by carrying the process out on its territory. Iran would then be insured against suspicions of attempting to set up a nuclear weapons program. The West supported Russia's proposal and gave it time to convince Teheran. But Iranian authorities stated firmly that the Russian initiative was unacceptable and that Teheran had yet to hear any acceptable suggestions from Russia.

Moscow changed its tune not because of that, but because Iran removed the IAEA seals from its centrifuges and renewed research on uranium enrichment. Last Tuesday, U.S. Secretary of State Condoleezza Rice called Lavrov and warned him that, after that, Washington would not wait for the next IAEA meeting in March, but would have the Iranian dossier transferred to the Security Council within the next few weeks.

Teheran without Arms

Clearly, Moscow has made the decision not to hinder a discussion on the Iranian problem in the Security Council, but to seek to temper it as much as possible, since the introduction of sanctions against Iran would damage Russian interest as well. Russian diplomats at the UN will first try to delay the passage of a strong resolution and replace it with a call for Iran to return to the moratorium on uranium enrichment and to return to negotiations. In the event that sanctions are imposed, Russia will try to have the Bushehr project and everything connected with it, such as Russian supplies of nuclear fuel for the generating station, exempt from the sanctions.

Nonetheless, Russia is not hiding its annoyance with the Iranians. Kommersant has learned that, last Monday, the Russian delegation negotiating on the sale of S-300PMU-1 ballistic antiaircraft missiles to Iran. According to the information Kommersant obtained, the negotiations were cut off demonstratively as a sign of Moscow's disagreement with Teheran's handling of the atomic problem.Russia and Iran established military and technical contacts at the beginning of 2004, soon after the visit of Hasan Rohani, secretary of the Iranian supreme council of national security, to Moscow, where he met with Russian President Vladimir Putin.

According to Kommersant sources, that was when Teheran asked Russia to help it create an air defense system. The Iranian military considered it essential to modernize the air defenses around Teheran, which had been in place since 1991 and included ten S-200VEs, and to cover another four regions with an air defense system based on S-300PMU-1s. Isfahan, the second largest industrial center of the country, is to be covered in the system, as are the country's main naval base at Bandar-Abbas on the Persian Gulf, the Bushehr facility and the oil terminals at Abadan and Khorramshahr.

After Russian specialists made an analysis in 2004, it was decided that modernization of the S-200VEs was inexpedient and Russia proposed using S-300PMU-1s for the defense of Teheran.

At first, Russia preferred to make a deal with Iran for the sale of 29 Tor-M1 complexes for $700 million. That contract was signed at the end of last year and evoked a reaction throughout the world. A defense industry source told Kommersant that “Moscow wanted to test the international reaction by signing a contract to sell Tors as a cover for S-300s.”

The next move was to sell Teheran five divisions of S-300MPU-1 ballistic antiaircraft missiles for $800 million. That contract was scheduled for signing in March.

However, as tension over Iran mounted, it was understood in Moscow that it would not be possible to sell ballistic missiles to Iran – they wouldn't understand in the West. Now Russia is hoping to resell the same S-300MPU-1 complexes to Algeria.The U.S. and Iran Go It All the WayThe EU took a harder line at the same time as Russia. The foreign ministers of Great Britain, Germany and France gathered yesterday in Berlin and stated that their efforts with Iran had failed. For two years, the European “Big Three” had been trying to convince Iran to forego uranium enrichment voluntarily.

After the Iranians removed the IAEA seals from three atomic centers in Iran, the European decided that the dialog was meaningless.As a high-ranking European diplomat said yesterday, “The Three won't be going to the consultative meeting with the Iranian delegation earlier planned for January 18.”

Moreover, a statement issued by the ministers yesterday says that Europe will recommend that a session of the Governance Council of the IAEA be held immediately to confirm the introduction of the issue of Iran's nuclear program in the UN Security Council.

Europe and Russia changed their positions against a backdrop of the unaltered stances of the main players in the conflict. The Americans wanted the Iranian dossier handed over to the Security Council three years ago and have not ceased in their demands all this time. Yesterday, U.S. Vice President Dick Cheney stated confidently that the dossier could be in the Security Council by next week.

Washington will have to reach an agreement with China, however. Undersecretary of State Christopher Hill will enter into negotiations in Beijing this week on that topic and next week U.S., Chinese, EU and Russian representatives will meet in London to make a final decision on when to involve the Security Council.

There is no doubt that the U.S. is determined to see this to the end. It has information that Iran is close to beginning production of nuclear weapons. Teheran has both the knowledge and the technical documentation. Only the highly enriched uranium is lacking. Kommersant sources say that information will be confirmed by IAEA specialists and will be made public by that agency's general director at its next session. By removing the IAEA seals and renewing its enrichment research, Iran has crossed the line drawn by the U.S.

The Iranians are equally decisive. A Russian government source told Kommersant that they became convinced in Moscow after a Russian Security Council delegation visited Teheran that the Iranians are not bluffing and intend to stand up for their right to develop a nuclear program. Russian negotiators in Teheran said that the Iranian authorities have decided not to avoid direct military confrontation if things come to that. In Moscow, they think that an American armed action could begin this year.

I happened to look at my gamma ray detector just now and itispegged at maximum CPS.
I wasn't sure if it was an equipment malfunction so I looked at the Moscow Neutron Monitor:
They are pegged at maximum, too.
Dave's magnetogram looks active. That huge solar x-ray"quantum"effect I pointed out earlier may be the first pulse of some large gravity waves passing through. Something really big may be happening right now. If this is a huge gamma ray burst, it will likely cause more large earthquakes like we saw in late 2004.

Regulating Congress

IN THE WAKE OF the Abramoff scandal and the DeLay difficulties, Congress is scurrying to enact new ethics rules governing lobbying. But as with other ethics reforms, the changes will not make much difference unless the rules are enforced.

Even the most minimal kind of regulation -- disclosure -- has been widely disregarded in recent years. Since 1998, lobbyist organizations failed to submit about 14,000 disclosure documents as required by law. Members and staff fail to report travel as required by House and Senate rules.

Without more effective enforcement, new rules will be evaded or ignored like the old rules.

Why has enforcement been so lax? As in other professions, self-regulation among politicians does not work well. Congressional ethics committees are prone to partisan paralysis or bipartisan collusion. The rule seems to be: If we investigate a Republican, we have to investigate a Democrat (and vice versa); therefore, we had better not investigate anyone. The conflicts in the institution are pervasive: The chairman of the House committee with jurisdiction over lobbying reform, Representative Robert Ney, Republican of Ohio, is himself implicated in the scandal surrounding lobbyist Jack Abramoff.

What is needed is an independent body to avoid the institutional conflict of interest that results when Congress regulates itself.

One model is a congressional ethics board consisting of seven citizens who are knowledgeable about legislative ethics and congressional practice. Three would be appointed by the majority leader and three by the minority leader of each chamber. The seventh, the chair, would be chosen by the other six. No sitting members, family or business associates of members, lobbyists, or others with connections to Congress could serve. Its membership, budget, and final recommendations would be subject to approval by the House and Senate, satisfying the constitutional requirement that each house ''may" determine its own rules and punish its members. But it should also be enough to give the body more independence and credibility than the current ethics committees enjoy.

The board would have two main responsibilities. First, its professional staff would evaluate and investigate ethics charges against members and staffers. The board, like a grand jury, would decide whether to bring the charges forward to the full House or Senate. Second, based on its experience, the board could propose ethics rules. Each house would commit to holding an up or down vote within 90 days, or let the proposed rules become effective. The board would give added meaning to the democratic principle that citizens should hold their representatives accountable. Accountability can and should mean more than each of us voting for our own representative. All of us have a stake in what all members do, because all of us have a stake in the integrity of the institution.

The board would also be well suited to regulating the conflicts of interest prevalent in the world of congressional lobbying. Conduct far short of the explicit quid pro quo transactions in which Abramoff and his friends specialized can still corrupt the democratic process. Winks and nods exchanged in sky boxes, at golf tees, and on private jets -- even with bundled campaign contributions -- may not constitute bribery and violate the law. But these habits create a culture of coziness that gives those who are willing and able to pay privileged access to the legislative process. A congressional ethics board could scrutinize the behavior in this culture from the perspective of a reasonable citizen, who, like most of us, does not have enough information to assess the motivations of members and lobbyists. (Virginia sez: Canada's Gomery commission cited that the sponsorship scandel was the product of a culture of ENTITLEMENT.)

Just as the police complain about civilian oversight boards and physicians object to governmental medical boards, politicians will not welcome this proposal. They will worry that the members of an independent board will not understand the complexities of the job; that they will be overzealous; (hey! Cool! Sounds exceptionally good to me!) and that they will be captured by special interests. These risks are real, but they are not as serious as the actual effects of the current system on the public confidence in Congress. The risks can be minimized by ensuring that the board members are truly independent, and its proceedings transparent.
It is time to eliminate the ultimate conflict of interest in Congress -- an institution judging itself.
