Some info on PSYCHOPATHS (like N. American adminstrations)

Trademark of the Psychopath

The use of an inner, or esoteric, language to intentionally deceive is a trademark characteristic of the psychopathic personality or psychopathically dominated group. This is nicely summarized in Andrew M. Lobaczewski’s Political Ponerology: A Science on the Nature of Evil Adjusted for Political Purposes (1998) [1]:

“An ideology of a secondarily ponerogenic association [secondary stage of infiltration by psychopathic individuals] is formed by gradual adaptation of the primary ideology to functions and goals other than the original formative ones. A certain kind of layering or schizophrenia of ideology takes place during the ponerization process. The outer layer closest to the original content is used for the group’s propaganda purposes, especially regarding the outside world, although it can in part also be used inside with regard to disbelieving lower-echelon members. The second layer presents the elite with no problems of comprehension: it is more hermetic, generally composed by slipping a different meaning into the same names. Since identical names signify different contents depending on the layer in question, understanding this “doubletalk” requires simultaneous fluency in both languages.

Average people succumb to the first layer’s suggestive insinuations for a long time before they learn to understand the second one as well. Anyone with certain psychological deviations, especially if he is wearing the mask of normality with which we are familiar [a psychopath], immediately perceives the second layer to be attractive and significant; after all, it was built by people like him. Comprehending this doubletalk is therefore a vexatious task, provoking quite understandable psychological resistance; this very duality of language, however, is a pathognomonic [specific characteristics of a disease] symptom indicating that the human union in question is touched by the ponerogenic process to an advanced degree.” - 116

Let us take a look at a group that continually redefines words in an attempt to deceive, namely The Club of Rome.

The Club of Rome is a premiere think tank composed of approximately 100 members including leading scientists, philosophers, political advisors, former politicians and many other influential bureaucrats and technocrats. The organization and its members have been heavily involved in the environmental movement, including such individuals as Maurice Strong, Aurelio Peccei, Daisaku Ikeda and Mikhail Gorbachev to name but a few.

[From all quotes below, italicised text is original emphasis and bolded text is added by myself.]

Self-Reliance versus Collective Self-Reliance

From RIO: Reshaping the International Order: A Report to The Club of Rome (1976) [2]:

“Self-reliant development, with its reliance on local rather than imported institutions and technologies, is a means whereby a nation can reduce its vulnerability to decisions and events which fall outside its control: a self-reliant community will be more resilient in times of crisis. And since it is a style of development predicated upon a recognition of cultural diversity, it is an instrument against the excessive homogenization of cultures.” - 66

The above quote may sound like a normal definition of a self-reliant country. But this is an odd statement coming from a group which is constantly pushing the idea of interdependence. We need to look at their inner definition of self-reliance, that is collective self-reliance.

“Self-reliance cannot mean ’self-seclusion’, isolationism or autarky. No nation, given the nature of global interdependence, can exclude itself from the international system. The world has become too complex for that.” - 68

“Self-reliance applies at different levels: local, national and international [...] [internationally], it becomes collective self-reliance.” - 68
Territorial Sovereignty versus Functional Sovereignty

From RIO: Reshaping the International Order:

“Given the growing list of problems confronting mankind, every effort must be made to stimulate processes which point in directions which can be deemed desirable. This would certainly apply, for example, to the tendency towards the increasing centralization of decision-making involving issues beyond national frontiers should be viewed as a logical continuation of the process of change and a precondition for the effective assertion of national sovereignty.” - 103

The “increasing centralization of [international] decision-making” being a “precondition for the effective assertion of national sovereignty” may seem contradictory. To rectify this misconception, we again need to look to the inner meaning of the word sovereignty. The Club of Rome redefines it from the commonly implied “territorial sovereignty” to what they call “functional sovereignty”.

“Acceptance of these elements calls for a reinterpretation of the concept of national sovereignty. Participation and social control suggest a functional rather than a territorial interpretation of sovereignty, or jurisdiction over determined uses rather than geographical space. Conceptually, this interpretation will make possible the progressive internationalization and socialization of all world resources - material and non-material - based upon the ‘common heritage of mankind’ principle. It also permits the secure accommodation of inclusive and exclusive uses of these resources, or, in other words, the interweaving of national and international jurisdiction within the same territorial space [...] Ultimately, we must air for decentralized sovereignty with the network of strong international institutions which will make it possible.” - 82

The Common Heritage of Mankind

It is not always necessary to redefine old words or slogans, sometimes it is more appropriate to create new misleading ones to describe old ideas. The “common heritage of mankind” (or “functional ownership”) is a good example of this. If you are “left leaning” this concept will sound like fascism, if you are “right leaning” this concept will sound like communism. Regardless of the label you wish give it, the end result is centralized control over all resources.

From RIO: Reshaping the International Order:

“Effective planning and management calls for the fundamental restructuring of the United Nations so as to give it broad economic powers and a more decisive mandate for international economic decision-making [...] It is also hoped that major changes in the United Nations structure will be made over the next decade so that it is not only able to play a more forceful role in world political affairs but it is also able to become more of a World Development Authority in managing the socio-economic affairs of the international community. [...] The most effective way of articulating the planning and management functions of this organization would be through a functional confederation of international organizations, based upon existing, restructured and, in some instances, new United Nations agencies - to be linked through an integrative machinery. This system and its machinery, if it is really to reflect interdependencies between nations and solidarity between peoples, should ultimately aim at the pooling and sharing of all resources, material and non-material, including means of production, with a view to ensuring effective planning and management of the world economy and of global resource use in a way which would meet the essential objectives of equity and efficiency.” - 185

“In the long term, and assuming progress towards the creation of an equitable international economic and social order leading to a pooling of material and non-material resources, mineral resources will need to be viewed as a common heritage of mankind.” - 148

Global Governance not Global Government

From The First Global Revolution: A Report by the Council of The Club of Rome (1991) [3]:

“Not only have we to find better means of governance at national and international levels, but we have also to determine the characteristics of a capacity to govern. Global ‘governance,’ in our vocabulary, does not imply a global ‘government,’ but rather the institutions of cooperation, co-ordination and common action between durable sovereign states.” - 100

In Club of Rome terminology, don’t forget, “durable sovereign states” means “durable functionally sovereign states”. From the same book the term governance, as in global governance, is expanded on:

“We use the term governance to denote the command-mechanism of a social system and its actions, which endeavors to provide security, prosperity, wherence, order and continuity to the system. It necessarily embraces ideology of the system, which may (democratic) or may not (authoritarian) define means for effective consideration of the public will and accountability of those in authority. It also includes the structure of government of the system, its policies and procedures.” - 160

Unity Through Diversity

The following quote is from a book containing a series of lectures organized at the behest of Maurice Strong (an Executive Member of the Club of Rome) while he was Secretary-General of the United Nations Conference on the Human Environment (1972). One of the lecturers was Aurelio Peccei, co-founder of The Club of Rome. The book was entitled Who Speaks for Earth?: Seven Citizens of the World on Major Issues of the Global Environment (1973) [4].

“As the various nations and regions continue to differentiate - in economic activities and in life styles - they must elaborate new ways of relating to each other so as to become progressively integrated into organic wholes. Differentiation must always be followed by integration. To symbolize the need of achieving unity through diversity, the United Nations might eventually come to be known as the Integrated Nations.

In practice, a global approach is needed when dealing with the problems of the spaceship earth which affect all of mankind. But local solutions, inevitably conditioned by local interests, are required for the problems peculiar to each human settlement.

These two contrasting attitudes concerning the environment are not incompatible : in fact they complement each other. The national loyalty that we must develop toward the planet as a whole need not interfere with the emotional attachment to our prized diversity. As we enter the global phase of social evolution, it becomes obvious that each one of us has two countries - his own and the planet earth. We cannot feel at home on earth if we do not continue to love and cultivate our own garden. And conversely, we can hardly feel comfortable in our garden if we do not care for the planet earth as our collective home.” - 42

“Unity through diversity” (or “act locally think globally” as a variation on the same slogan) is a very fluffy way of saying interdependence. The Club of Rome refers to interdependence as an organic society. From Mankind at the Turning Point: The Second Report to The Club of Rome (1974) [5]:

“The concept of the “organic growth” of mankind, as we have proposed in this report, is intended as a contribution toward achieving that end. Were mankind to embark on a path of organic growth, the world would emerge as a system of interdependent and harmonious parts, each making its own unique contributions, be it in economics, resources, or culture.

[...] Such an approach must start from and preserve the world’s regional diversity. Paths of development, region-specific rather than based on narrow national interests, must be designed to lead to a sustainable balance between the interdependent world-regions and to global harmony - that is, to mankind’s growth as an “organic entity” from its present barely embryonic state.” - viii

According to Bertrand Russell, a well bred elitist himself, an organic society is nothing more than totalitarianism. From The Impact of Science on Society (1952) [6]:

“Totalitarianism has a theory as well as a practice. As a practice, it means that a certain group, having by one means or another seized the apparatus of power, especially armaments and police, proceed to exploit their advantageous position to the utmost, by regulating everything in the way that gives them the maximum of control over others. But as a theory it is something different: it is the doctrine that the State, or the nation, or the community is capable of a good different from that of individual and not consisting of anything that individuals think or feel. This doctrine was especially advocated by Hegal, who glorified the State, and thought that a community should be as organic as possible. In an organic community, he thought, excellence would reside in the whole. An individual is an organism, and we do not think that his separate parts have separate goods: if he has a pain in his great toe it is he that suffers, not specially the great toe.

So, in an organic society, good and evil will belong to the whole rather than the parts. This is the theoretical form of totalitarianism.” - 64

Conclusion

The use, or more appropriately, the abuse of words is a characteristic of a psychopath or psychopathic group. As you have just seen, The Club of Rome is a well versed organization in this type of deceit and should be properly classified as such. It is very important for anyone trying to understand how these types of organizations operate, to take the time to understand the inner, or esoteric language developed for the elite within the organization. Without this understanding, the outer layer of propaganda’s suggestive insinuations will be dangerously misleading.

Indigenous People Demand More Over Medicinal Plants

(an oldie but informative)

(The Monitor (Uganda) Via Thomson Dialog NewsEdge)Indigenous peoples and peasant farmers who have helped develop the world's plant genetic resources through their traditional knowledge say negotiations aimed at the commercial exploitation of plants must involve them from the very start.

But their demands have turned into a long-running dispute over sovereignty, national boundaries and ownership of knowledge. As the Curitiba meeting of the UN Convention on Biological Diversity (CBD) drew to a close in Curitiba recently, the men and women who nurture the world's biodiversity struggled to make their voices heard.

Although the Convention itself was supportive of traditional knowledge and so-called benefit sharing, many government delegations did not include members of indigenous populations. And those indigenous peoples who were able to make it to Curitiba want to maintain an independent voice that recognises their special position.

"There is a proposal to include indigenous people as part of country delegations. But there is a problem: in the Philippines there are 110 indigenous peoples groups but the government would only allow one or two onto the delegation," said Victorino Saway, a representative of the Panagtagbo people who live on Mindanao Island.

He added: "When you are part of a delegation, you speak their language. You will be controlled - your language will be controlled."

At the CBD negotiations, the issue was termed Access and Benefit Sharing (ABS), but the official title masked potentially difficult aspects relating to economics, politics and culture.

Indigenous peoples and smallholder farmers, through their traditional knowledge, innovation and practices have over centuries developed and nurtured plant species for agricultural and medicinal use, contributing not only to 'development' but also to cultural and biological diversity.

But now companies are developing medicines and crops that take advantage of these plant genetic resources.

Keen to protect their financial interests - and recoup the investment made into research and development - companies usually protect their products with patents. This means that from time to time, a new product comes on the market and reaps massive profits for the company.

Indigenous people and some developing countries with high levels of biodiversity are now demanding ownership over what they claim are their genetic resources. And they want to be part of negotiations about how these resources are used, by whom, and on what terms.

A central issue is the concept of Prior Informed Consent (PIC) - an approach supported by the CBD. "The prior informed consent of knowledge-holders must be attained before their knowledge can be used by others," the CBD says.

Saway agrees: "If prior informed consent is ignored, there will be no basis for negotiations. It provides a basis for saying yes or no to access."

Perhaps the most contentious issue surrounding ABS is that of national sovereignty. As with other international agreements signed by governments on behalf of their peoples, national sovereignty forms the very basis of the CBD.

So when an indigenous group claims knowledge of a plant, or demands to be involved in negotiations, their government can say that the knowledge belongs to the country as a whole, and will therefore be negotiated by the national government.

Sylvester Rogers from Senegal, who works for the Community Biodiversity Development Conservation Network, told the meeting: "We believe that recognition and protection of the rights of indigenous and local communities with regard to agro-biodiversity and their traditional knowledge is non-negotiable and integral to any strategies and efforts towards the sustainable management and use of biodiversity."

Without that recognition and protection, he said, the utilisation of biodiversity will be nothing more than economic and commercial transactions, reducing indigenous people and local communities to "mere vendors of biological resources without respect to deeply held spiritual, cultural and socio-economic connections to the earth and biodiversity."

Indigenous people have a powerful backer in Tewolde Egziabher, an Ethiopian environmentalist and scientist who heads the African Group at CBD negotiations. He supports an international regime which includes PIC and certificates of origin of knowledge.

Such a regime, some campaigners say, would not only lead to fair and equitable sharing of the world's biological wealth, but also result in fewer patent disputes, some of which have grabbed headlines in recent years.

One such case involved the Hoodia plant, which pitted the San population of southern Africa - supported by a coalition of NGOs - against western and other pharmaceutical firms.

The Hoodia is a succulent plant - found in the Kalahari Desert - that can suppress appetite, and could potentially be used as an anti-obesity drug.

The plant's active ingredient was patented by a South African research institute in the late 1990s. It gave a license to a British company, which in turn sold additional development and marketing licenses to Pfizer, the multinational drug company, and the food giant Unilever.

After a protracted dispute, a deal was struck with the South African research institute in 2003 whereby the San people of South Africa, Namibia, Botswana, Zambia and Angola would receive a percentage of the royalties from the sales of any future drugs produced from their knowledge of the Hoodia plant.

The San based their claims on a CBD provision, which says should get a share of benefits resulting from the commercial use of local genetic resources and traditional knowledge. But there are countless examples where indigenous populations have lost out, as Ujalla Masdik, an Indian campaigner, reminded the conference.

She referred to a case involving an energy-giving plant used by Kani tribal people in the southern Indian state of Kerala. "Discovered" accidentally by members of an Indian scientific expedition in the early 1990s, the plant, known by the Kani as arogyapacha, was tested by a local research institute.

The institute then obtained a license from the Kerala Drug Control Department to produce and market a tonic based on the plant. It was named Jeevani (derived from the Sanskrit word meaning 'life').

The product was patented in 1996, following which the research institute transferred the production license to a local drug manufacturer. Although the Kani Trust received half the license fee and royalty, they were not involved in the negotiations.

"Some countries have made local or national laws about indigenous people, but others don't recognise them, or say 'we are all indigenous people'," said Saway of the Philippines.

Saway and his colleagues, working in the Mount Kitanglad region of the Philippines, have drawn up an inventory of plants based on their traditional knowledge, which the community "claims as our own".

As a precaution, the inventory has been written in the community's language and the plants' uses have not been explained. "We also have our cultural guards who will apprehend anyone taking our customary rights without our consent," he added.

The biotechnology industry, the usual target of attacks by NGOs and activists working on biodiversity issues, backs an access and benefit sharing system that is workable and provides value for use of genetic resources.

Alwin Kopse, a spokesman for the biotech corporation, Syngenta, said he supported national regimes that were "practical and transparent". Certificates of origin, he said, might be easier to obtain for products derived directly from plants, rather than those that were indirectly derived.

Another problem with issuing certificates of origin, Kopse said, was that certain genetic resources are shared across different countries or indigenous peoples. "What we want is a workable benefits access regime" - one that is not loaded with technocratic stamps, which, he argued "may turn out to be costly".

He accepted that the industry should now be prepared to pay for access to genetic resources but said Syngenta prefers to offer "other benefits" rather than hard cash.

If the CBD protocol on access and benefit sharing is to work, Kopse pointed out, it would be important to define the nature of benefits and who should receive them - a complex set of issues in his view.

Seminar: Global Enforcment Regimes

Global Enforcement Regimes
Transnational Organised Crime, International Terrorism and Money Laundering
TNI Expert Seminar, 28-29 April 2005

Full report available in PDF.

Over the last decades the international community has taken initiatives to counter the alleged proliferation of transnational organised crime, political terrorism and money laundering. More recently, especially since the 9/11 terrorist attacks, the "criminal underworld" is increasingly merged with that of political terrorism and constructed into one underground "axis of evil" of drug trafficking, transnational organised crime and international terrorism that is a major global security threat. A new Washington consensus on how to fight this underground "axis of evil" seems to be emerging. The agenda is dominated by a concept of national security that is dominated by the world's remaining superpower, the United States of America, which is extending its national security into a global one. Following the 9/11 terrorist attacks the stakes are higher for every nation to follow the US. As President George W. Bush made clear: "Every nation, in every region, now has a decision to make. Either you are with us, or you are with the terrorists."

A body of multilateral agreements have been put in place "to fight the scourge" at the international level. At the UN and G8 level conventions against transnational organised crime and regulations to counter money laundering are accepted, while the UN Security Council set in motion a global programme against international terrorism. The recurrent pattern is remarkably the same since the US internationalised its "war on drugs". Drug trafficking and related issues like organised crime and money laundering of the proceeds are first labelled as a national security threat and subsequently the battlefield is transformed into an international "war on ... ". The US is able to force its agenda on the international community through its unparalleled resources and diplomatic strength both at the multilateral and bilateral level, to make sure that the war is waged on its terms.

The wide array of multilateral agreements, conventions, rules and regulations on drugs, crime, money laundering and terrorism amount to a modern day version of the "software of empire" - complementing the hardware of military intervention, economic sanctions etc. Increasingly, these multilateral agreements are reached at inter-governmental level (such as the UN, G8, the EU) and presented as a fait accompli before national parliaments that are pressured to ratify them. No government wants to be labelled as an outcast because a national parliament refuses to ratify these international agreements that are the result of complicated diplomatic bargaining and an alleged international consensus. At the level of the European Union a similar process is taking place in order to harmonize is security area.

In addition, there are hardly any mechanisms in place to evaluate their effectiveness or adverse effects - so they are kept in place as the modern day Ten Commandments cast in stone. The emphasis is on coercive and law enforcement measures and not on addressing the underlying root causes, which would force the dominating powers to scrutinize the current socio-economic and political world order, and redefine national security interests into a truly international one.

The US in particular takes a very cynical and pragmatic approach towards emerging international security arrangements, shopping around in the global supermarket of international agreements. While on the one hand it actively sets the agenda and enforces such arrangements when drug trafficking, organised crime and terrorism are addressed, it discards and openly sabotages such arrangements because the are believed to be contrary to its national interests when other global security issues are concerned, such as environmental security (the Kyoto protocol) or the International Criminal Court (ICC).

In their paper "The Global Fix - Neo-liberalism, America's Moral Crusade and International Efforts to Control Transnational Organized Crime", David Bewley-Taylor and Michael Woodiwiss show the construction of a US dominated global enforcement regime - through the interlinking concepts of drugs prohibition and organized crime. Because of the "limited and blame-shifting approach" to organized crime the US pioneered, it steered away from corporate criminal activities towards alien conspiracies of criminal organizations. This "dumbed down" version of organized crime became the model for the international community when it was ratified through the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances and subsequently in the 2002 UN Convention Against Transnational Organized Crime. It ignores the criminogenic aspects of the current neo-liberal globalisation process, as well as the security needs of developing countries, in particular the increasing urban crime problems in the booming shantytowns of the Third World.

Mike Levi assesses in his paper Controlling the International Money Trail. What Lessons Have Been Learned? the contradictions and incompleteness of the global governance of money laundering, believed to be one of the major measures to fight drug trafficking and organized crime. He points to the fact that anti-laundering controls since the mid-1980s have had very little impact on the actual outcomes such as the reduction of crime in general. The Anti-Money Laundering movement (AML) has been successful in transferring control policies, but is more concerned in evaluating the outputs instead of looking at the outcomes. Questions have been raised about the willingness (or possibility) of the Financial Action Task Force (FATF) to apply its consistent principles to more the powerful nations. There are indications that the tighter control of "off-shores" is aimed at generating a competitive advantage for the core FATF members. Since 9/11 the control of the international money trail is extended to lawful activities such as charities.

In her paper Fear-based Security. The Political Economy of Threat, Margaret Beare looks at the political management of fear after the 9/11 terrorist attacks, not only to enhance the global enforcement regime but also to create "windows of opportunities" to push for other policy objectives within the current neo-liberal globalisation process. Despite the unproven effectiveness of the various enforcement "wars" - on drugs, crime and terrorism - she notes an increasing tendency towards "governance through security" and the political, corporate and religious interests behind it. These interests in the US have incorporated 9/11 into their long term strategies and business and operational plans, she argues. She also notes how the concept of human security that looked to root causes and social solutions, fell victim to national security concepts in the wake of the 9/11 attacks.

David Cortright of the Fourth Freedom Forum shows in his paper A Critical Evaluation of the UN Counter-terrorism Program. Accomplishments and Challenges how the US concept of a "global war on terror" has become the dominant political paradigm and how this has diverted international counter-terrorism efforts towards coercive law enforcement approaches, just as the global efforts against drugs and transnational organized crime before. The focus is on denial and deterrence, with some attention to development, rather than the other D's - dissuasion and defence of human rights - as UN Secretary General Kofi Anan proposed as guidelines to counter terrorism. Consequently, the "demand side" of terrorism is ignored and the emphasis is on protection against terrorist attacks rather than preventive policies that ameliorate the grievances and conditions that give rise to terrorism.

In his paper The Exceptional and Draconian Become the Norm. The Emerging Counter-terrorism Regime, Tony Bunyan of Statewatch shows in great detail how international security measures are being shaped, in particular at the G8 level. He shows how through a tyranny of small decisions, a nightmare society could be made, to quote a quote from Margaret Beare's paper. Originally created to coordinate global economic policies by the major powers of the industrialized world, the G8 is increasingly used to harmonize international policies on drugs, money laundering, transnational organized crime and terrorism, while it fails to address the possible disastrous impact of the US war debt on the global economy. The G8 is a much more effective and exclusive vehicle for policy transfers than the cumbersome UN. In addition, the Northern industrialized G8 powers are not hindered by emerging powers such as China, India and Brazil.

Through its EU member states the G8 security recommendations are introduced at the EU level to harmonize the European security area. Consequently, the US has a remarkable weight on EU security policies in comparison to EU member states that are not part of the G8. Margaret Beare points to a similar harmonization process on security between the members of the North American Free Trade Association (NAFTA). The resources and national policies of Canada and Mexico are being held hostage under the US "security" umbrella. The militarisation of the US economy will not stop at the border if resources are deemed to be essential for and national policies contrary to US security interests, she warns.

The current security paradigm is increasingly being questioned. Many doubt whether it will be effective and point to the averse effects it might have on civil liberties, human rights and national sovereignty in the field of criminal justice. No one doubts that international cooperation is needed to address global security issues, but there is serious doubt on the effectiveness of the current construction of a global enforcement regime, as well as worries about the predominant role of the US in setting the agenda. The problem is not that there is a consensus that transnational security problems should be addressed on a transnational level. The problem is who is setting the agenda on how these transnational security policies are shaped. The US seems to be primarily concerned with safeguarding US national security at an international level instead of addressing global security needs, despite its rhetoric to the contrary.
