OTTAWA — Health Minister Tony Clement will announce the Conservative government's anti-drug strategy this week with a stark warning: "the party's over" for illicit drug users.

"In the next few days, we're going to be back in the business of an anti-drug strategy," Mr. Clement told The Canadian Press.

"In that sense, the party's over."

Since then, the number of people arrested for smoking pot has jumped dramatically in several Canadian cities, in some cases jumping by more than one third.

Toronto, Vancouver, Ottawa and Halifax all reported increases of between 20 and 50 per cent in 2006 of arrests for possession of cannabis, compared with the previous year.

As a result thousands of people were charged with a criminal offence that, under the previous Liberal government, was on the verge of being classified as a misdemeanour.

Police forces said many young people were under the impression that the decriminalization bill had already passed and were smoking up more boldly than they've ever done before.

Mr. Clement says his government wants to clear up the uncertainty

"There's been a lot of mixed messages going out about illicit drugs," Mr. Clement said in an interview Saturday after a symposium designed to bring together Canada's arts and health communities to combat mental health issues.

There's also a health-care cost element to suggesting to young people that using illicit drugs is OK, the minister said.

"The fact of the matter is they're unhealthy," Mr. Clement said.

"They create poor health outcomes."

For too long, Mr. Clement argues, governments in Canada have been sending the wrong message about drug use. It's time, he says, to take a tougher approach to dealing with the problem.

"There hasn't been a meaningful retooling of our strategy to tackle illicit drugs in over 20 years in this country," Mr. Clement said.

"We're going to be into a different world and take tackling these issues very seriously because (of) the impact on the health and safety of our kids."

The Conservatives' wide-ranging $64-million anti-drug strategy is expected to combine treatment and prevention programs with stiffer penalties for illicit drug use, and a crackdown at the border against drug smuggling.

Justice Minister Rob Nicholson and Public Safety Minister Stockwell Day will join Mr. Clement in announcing the plan as part of a range of initiatives to be unveiled by the Tories surrounding next month's throne speech.

Mr. Clement said treatment and prevention programs were his key priorities for the health element of the drug strategy.

"Yes, there's a justice issue to that," he said.

"But there's also a treatment issue, there's also a prevention issue."

Mr. Clement has suggested in the past that he opposes so-called harm reduction strategies for combatting illegal drug use, including safe-injection sites where nurses provide addicts with clean needles and a safe place to use drugs.

At a Canadian Medical Association meeting last month, he was quoted saying "harm reduction, in a sense, takes many forms. To me, prevention is harm reduction.

Treatment is harm reduction. Enforcement is harm reduction."

The following day, a petition signed by over 130 physicians and scientists was released, condemning the Conservative government's "potentially deadly" misrepresentation of the positive evidence for harm reduction programs.

Vancouver's Insite safe injection clinic is facing a December 31 deadline for the renewal of a federal exemption that allows it to operate.

Critics of the Conservative government's approach to illicit drug use say the federal government would be making a serious mistake by failing to renew the exemption.

"I think there's very little chance that Mr. Clement will extend the safe injection site's permit to continue," says Dr. Keith Martin, a British Columbia Liberal MP and former substance-abuse physician.

"But in doing that they will be essentially committing murder."

Advocates say safe-injection sites help to prevent the spread of serious diseases, including AIDS and Hepatitis by preventing users from sharing needles while opponents say the sites simply promote illegal drug use.

Dr. Martin says he's all for increasing penalties for people who sell illegal drugs, including gangsters, but wonders why the Tories would want to target users when he says similar strategies in other countries haven't worked.

I've no problem with boys, women or even infants receiving strong healthcare & preventative medicine, yes, even for sexually transmitted diseases, BUT:

I'm not saying they *don't work*... I'm saying... aren't we getting a bit giddy in all these 'manditory vaccines'? & I gotta ask myself... maybe they whork... but there aer some *serious* side effects to Guardasil... but Ontario Health is pumping like mad to have everyone injected. Yes, I know there is an indicated correlation between HPV & bladder cancer or infertility... but, being a BAD disease doesn't make GARDASIL® a GOOD healthcare plan... especially rolled out to *everyone* with so few years of research...

10 Things You Might Not Know About Gardasil

Toronto Public Health is offering the Human Papillomavirus (HPV) vaccine

free of charge to Grade 8 females at school-based vaccination clinics. HPV is a common virus that can cause cancer of the cervix and genital warts.

This is a new program funded by the provincial government. The HPV vaccination program is voluntary and students will not be suspended from school if they do not receive the vaccine. It is publicly funded only at school-based clinics to Grade 8 females.

NVIC Calls Merck & FDA "Not Completely Honest" Re: Pre-adolescent HPV Vaccine Safety

Thursday, 29 June 2006 The FDA appears to have learned nothing from recent catastrophic disasters. The disasters are due to the agency's approval of unsafe drugs--such as Merck's anti-inflammatory drug, Vioxx.

The FDA hastily approved Merck's HPV vaccine which is designed to prevent cervical cancer and genital warts in sexually active women. However, the vaccine has not been proven safe and effective in clinical trials. The trials are being criticized for using a placebo containing aluminum adjuvant (whose adverse reaction profile makes the vaccine appear safer than it is), rather than using a non-reactive saline solution polacebo.

Here's how: the vaccine triggered adverse event reports in 90% of the test subjects within 15 days--hardly an indication of safety. However, the controversial placebo formula triggered 85% adverse event reports. How does the FDA know what long-term adverse effects the vaccine might produce? Have we learned nothing from the disastrous DES effects on the daughters of women who took the hormone during pregnancy triggering cancer and genital deformaties. The HPV vaccine is being promoted for use in girls 9-15 years of age.

National Vaccine Information Center president, Barbara Loe Fisher, says "Merck's pre and post-licensure marketing strategy has positioned mass use of this vaccine by pre-teens as a morality play in order to avoid talking about the flawed science they used to get it licensed. This is not just about teenagers having sex, it is also about whether Gardasil has been proven safe and effective for little girls."

When the science becomes politicized--whether from the conservative right or from the liberal left--don't trust ANYTHING that's being said.

Absent scientific evidence demonstrating the safety of the HPV vaccine, there is no guarantee that this will not prove to be a disaster for the next generation.

CorpWatch : Merck's Murky Dealings: HPV Vaccine Lobby Backfires.

"It used to be that funding for research was provided by government," says Canavan, the Maine legislator. "But now it comes from private corporations that stand to gain and the information can be - I won't say skewed - but made to work for the company."

What is clearly not working for Merck are the controversies around Gardasil that have derailed corporate plan to make vaccination mandatory and to capture the market before Glaxo releases its own vaccine.

The last few years have not gone smoothly for one of the world's biggest drug companies. On September 30, 2004, after it became known that Vioxx was doubling the rate of heart attacks and strokes, Merck withdrew the painkiller and saw its stock plummet nearly 27 percent. Taking the drug off the market wiped out $2.5 billion in annual sales.

In 2005, Merck's new chief executive officer Richard Clark announced a plan to cut the company's world-wide work force by 11 percent or 7,000 jobs and to close or sell five of its manufacturing facilities. The company's 2005 sales were down four percent and its net income had fallen by 20 percent. The company's financial woes will not be eased by the fact that its patent for cholesterol drug Zocor, with $5 billion in sales, expired in 2006, while patents on other best selling drugs, including, Folsom and Cozaar, are nearing expiration.

Merck's also announced on February 14 that it had signed an agreement that essentially brings to a close the U.S. Internal Revenue Service's (IRS) examination of the company for the period 1993-2001. Under the agreement, the final net cash cost to Merck is expected to be approximately $2.3 billion which covers federal tax, net interest after federal tax deductions and penalties." Merck, noted the "reasonableness" of the IRS settlement and said that it had reserved the funds so the payment would not impact 2007 earnings.

"As CEO, my priorities are clear," says Clark, "meeting the needs of patients and building shareholder value."

Those priorities are particularly hard to juggle given America's love-hate relationship with pharmaceuticals. In 2004, 82 percent of the U.S. population reported that they had taken at least one prescription drug, over-the-counter medication, or dietary supplement in the previous week; 30 percent of respondents reported using five or more, according to a study by the Sloan Epidemiology Center at Boston University. Even kids are consuming drugs in great quantities. In 2005, according to an analysis performed by Medco Health Solutions for the New York Times, "approximately 1.6 million U.S. teenagers and children (almost 300,000 of whom were under 10) were given at least two psychiatric drugs in combination."

At the same time as they are popping pills, Americans are widely distrustful of a pharmaceutical industry that has a long record of marketing wonder drugs with misleading advertising and dangerous side-effects. A 2007 health poll by the Kaiser Family Foundation found that fewer than 18 percent of Americans "say they can trust what pharmaceutical companies say in their ads most of the time." Some 70 percent "agree that drug companies put profits ahead of people."

By choosing to promote making Gardasil mandatory, Merck fell deep into the chasm between the public's desire to see drugs as the cure for all ills and its profound skepticism that pharmaceutical companies put the public's interests before profits.

"When we lose trust in company like pharmaceuticals or a group like Women in Government," said Canavan from her home in Maine, "we start to become suspicious about everything. We need to have public dialogue. The point is not that the vaccine is bad, but that the public agenda has all been company-driven."...

Marijuana cuts lung cancer tumor growth in half, a 2007 Harvard Medical School study shows.[i] The active ingredient in marijuana cuts tumor growth in common lung cancer in half and significantly reduces the ability of the cancer to spread, say researchers at Harvard University who tested the chemical in both lab and mouse studies. Smoking a joint is equivalent to 20 cigarettes in terms of lung cancer risk, scientists in New Zealand have found, reporting one year later, as they warned of an "epidemic" of lung cancers linked to cannabis.

This is the first set of experiments to show that the compound, Delta-tetrahydrocannabinol (THC), inhibits EGF-induced growth and migration in epidermal growth factor receptor (EGFR) expressing non-small cell lung cancer cell lines. Lung cancers that over-express EGFR are usually highly aggressive and resistant to chemotherapy. THC that targets cannabinoid receptors CB1 and CB2 is similar in function to endocannabinoids, which are cannabinoids that are naturally produced in the body and activate these receptors.

What can we do short of spending millions of dollars in research to resolve this issue? Or short of preaching the virtues of Harvard University and the unreliability of New Zealand’s scientific community? We could do a short investigation of conflicts of interests or we could look with our naked eyes and see what is being said and what is being done. Certainly these researchers are stretching their scientific necks making assumptions based on questions and interviews of just a few people and they admit that. "While our study covers a relatively small group, it shows clearly that long-term cannabis smoking increases lung cancer risk," wrote Dr. Beaseley.

Perhaps it is better to use more toxic substances
since the safer less toxic ones are so dangerous.

If medical marijuana, one of the safest and most effective medicines in the universe of pharmacology is this dangerous - imagine the full range of pharmaceutical drugs, including aspirin and over the counter cough medicines, all of which are dramatically more toxic and kill huge numbers.[iii] Whereas marijuana is not known to have killed anyone until Dr. Beasely’s team, with the helping hand of the mass media, began to finger it as a major cause of cancer. Now all of a sudden, despite thousands of potential chemical assaults on our bodies, New Zealand’s finest speculate that, "Cannabis use could already be responsible for one in 20 lung cancers diagnosed."

Cigarette smoke has over 4,700 chemicals, 50 human cancer causing agents, and 200 poisons. Carbon monoxide, hydrogen cyanide and methyl isocyanate are among these poisons. Benzo{a}pyrene and NNK cause lung cancer, nitrosamines may lead to lung cancer, respiratory system and other cancers. Aromatic amines, which cause bladder and breast cancer, formaldehyde, a source of nasal cancer and benzene, which causes leukemia, can all be found in cigarette smoke. (American Cancer Society)

Cigarettes have never been used as medicine whereas
marijuana has many safe and effective medicinal applications.

Cigarette smoking is widely recognized as the leading preventable cause of illness, disability, and premature death in the United States. Today one in five deaths is cigarette-related! This accounts for more than 430,000 deaths each year. Half of all regular users will be disabled or die as a result of smoking.

Regular smokers increase their risk of death by:

Lung cancer 700%

According to U.S. Surgeon General C. Everett Koop (on national television, 1990) radioactivity, not tar, accounts for at least 90% of all smoking related lung cancer. Tobacco crops grown in the United States are fertilized by law with phosphates rich in radium 226. Using precision analytic techniques, researchers at American Tobacco found that smokers inhale an average of about .04 picocuries of polonium 210 per cigarette. Polonium 210 is a powerful radionuclide disgorging alpha particles — the most dangerous kind when it comes to lung cancer — at a much higher rate even than the plutonium used in the bomb dropped on Nagasaki. [iv]

Marijuana relieves pain that narcotics like morphine and
OxyContin have hardly any effect on, and could help ease
suffering from illnesses such as multiple sclerosis and diabetes.[v]

There has always been someone to blacken the image of this common weed but many see it as very safe and there seems to be no one claming any deaths from marijuana use until Dr. Beasley came along. We all know how dangerous it is to drink and drive and how drinking also increases violent crimes. Contrast these dangers to the following.

“There was a study done in England by a private group, which the government does not want you to know about. The study took 200 individuals, 100 of who smoke marijuana, and 100 of who do not. They had setup a driving course about 3 kilometers long, winding and very hard to navigate, they had set no speed limits for the drivers. What did this study find that the government does not want you to know? Out of the 100 people who did not smoke marijuana that took the course 50% of them hit pylons and they had an average speed of 42kmph. Out of the 100 people who did smoke marijuana before taking the driving test, 20% of them hit pylons and the average speed was 38kmph. Comparing the numbers we see that 50% of the non-substance users hit pylons while only 20% of the substance users did hit pylons. As well the non-substance users went an average speed of 42kmph while the marijuana users had an average speed of 38kmph. What does this tell us? Most, and we're not saying all, people drive more cautiously and pay more attention to their surroundings after using marijuana than those who do not use the drug.”[vi]

When we look at what Dr. Gregory T. Carter says, “Marijuana is a substance with many properties that may be applicable to the management of amyotrophic lateral sclerosis (ALS). These include analgesia, muscle relaxation, bronchodilation, saliva reduction, appetite stimulation, and sleep induction. In addition, marijuana has now been shown to have strong antioxidative and neuroprotective effects, which may prolong neuronal cell survival. In areas where it is legal to do so, marijuana should be considered in the pharmacological management of ALS.”[vii] Dr. Beasley must have been studying something very different than Dr. Carter.

Antioxidants are not normally known to cause cancer.

Marijuana, a natural substance of very low toxicity, has a wide variety of positive therapeutic applications that includes relief from nausea and increase of appetite, reduction of inner eye pressure in Glaucoma patients, reduction of muscle spasms; and relief from chronic pain. In AIDS marijuana can reduce the nausea, vomiting, and loss of appetite caused by the ailment itself and by various AIDS medications. In Cancer it can stimulate the appetite and alleviate nausea and vomiting, which are common side effects of chemotherapy treatment. It has also been suggested that Cannabis could be very effective in treating anorexia.

Though cannabinoids have been shown to modulate a variety of immune cell functions in humans and animals and more recently, have been shown to modulate T helper cell development, chemotaxis, and tumor development but researchers in New Zealand are warning us to stay away from it and they somehow have gained the full support of the mass media to make sure we know about it. Mercury from vaccines disappears quickly[viii]

Mercury from vaccines seems to disappear rapidly from the blood, returning to pre-vaccination levels in one month, according to a small study of children in Argentina. The findings bolster the argument that a mercury-based vaccine preservative doesn't cause autism in children, although it's unclear from the study whether some mercury may linger elsewhere in the body.

We could write miles defrauding this research and these conclusions. Here before us is a perfect example of what I call medical insanity. In the course of one week the mainstream media has put down one of the safest natural drugs in the world and is here defending the use of thimerosal, a registered neurological poison, which comes bottled to vaccine manufactures complete with the skull and bones poison symbol.

The Associated Press article continued saying, “The new findings suggest that methyl mercury and ethyl mercury are very different and that the removal of thimerosal from vaccines may have been over-cautious.” Yes they are different and yes both are deadly to biological existence.

Mike Adams writes, The American Academy of Pediatrics (AAP) has gone ballistic over a fictional television program airing on ABC that shows a family successfully suing a vaccine manufacturer for their child's autism. Not satisfied to push dangerous vaccines onto children in the real world, the AAP now feels it must also control the thoughts and ideas of people living in fictional worlds by pressuring television networks to censor their programming.”

And to make it a clean sweep, we have another essay published right after the above two in the Hawaii Reporter, written by Jack Dini, that insists that the Hysteria Over Minuscule Amounts of Chemicals Is Unwarranted. The minute that something is found in food, in someone’s blood, etc., some folks get very concerned and start creating a lot of fuss according to Dini. Each time science improves our ability to detect minuscule traces "hysterical scaremongering" campaigns begin but Dini asserts that there is no evidence that low level concentrations of poisons pose any threat to people’s health.

Poisoning the human race is being accomplished one drop at a time but like rain drops that come down in a downpour they add up and eventually become a river. Thousands of tons of mercury, just one very dangerous heavy metal, are finding their way into the air, water, soil, plants and thus food each year. In reality we are being blanketed by poisons everywhere we turn.

Mercury is a metal that will eventually cause people to lose part of their minds (without them being aware of it) because it is an exceptionally strong neurological poison. Dentists, for example, have no idea, no awareness of why they die younger and commit suicide more frequently then other professionals.

There is a religion of poison and it includes thoughts like, “When they give birth we will inject poisons into the blood of their children and convince them it’s for their own good.” According to this religion there is never enough, the doses are always too small to harm us so what is the harm in exposing us to more?

It is the inability to see the effects of chronic,
low level toxicities on human health that has been,
and remains, our greatest failing as intelligent beings.

Law Enforcement Maintains Marijuana Focus Despite Rise in Violent Crime

According to recently released statistics from the Federal Bureau of Investigation (FBI), marijuana arrests reached an all-time high last year. This news comes despite a rise in violent crime for the second consecutive year. Yet, last year alone, 829,625 Americans were charged with marijuana offenses according to the recently released FBI Uniform Crime Statistics. Eighty-nine percent of those charges were merely for simple possession.

This begs the question: shouldn’t law enforcement focus on the rising violent crime rate instead of wasting precious resources and manpower going after people for marijuana?

Close to 100 million Americans—including more than half of those between the ages of 18 and 50—have tried marijuana at least once. Military and police recruiters often have no choice but to ignore past marijuana use by job seekers. In fact, the FBI recently announced it is changing its policy of not hiring people with a history of marijuana or other illegal drug use because the policy disqualifies so many people the agency cannot fill needed positions.

Marijuana prohibition is unique among American criminal laws. No other law is both enforced so widely and harshly and yet deemed unnecessary by such a substantial portion of the populace. Millions of Americans have never been arrested or convicted of any criminal offense except this. Enforcing marijuana laws costs an estimated $10-15 billion in direct costs alone.

Punishments range widely across the country, from modest fines to a few days in jail to many years in prison. Prosecutors often contend that no one goes to prison for simple possession—but tens, perhaps hundreds, of thousands of people on probation and parole are locked up each year because their urine tested positive for marijuana or because they were picked up in possession of a joint. Alabama currently locks up people convicted three times of marijuana possession for 15 years to life. There are probably— no firm estimates exist—100,000 Americans behind bars tonight for one marijuana offense or another. And even for those who don’t lose their freedom, simply being arrested can be traumatic and costly. A parent’s marijuana use can be the basis for taking away her children and putting them in foster care. Foreign-born residents of the U.S. can be deported for a marijuana offense no matter how long they have lived in this country, no matter if their children are U.S. citizens, and no matter how long they have been legally employed. More than half the states revoke or suspend driver’s licenses of people arrested for marijuana possession even though they were not driving at the time of arrest.

With violent crime on the rise, arresting marijuana users at such alarming rates does nothing to make Americans feel safer.

As you know, it is impossible to talk about federal crime policy without talking about the war on drugs. More than half of all people incarcerated in federal prison are there for drug law violations; and through various law enforcement grant programs the federal government encourages the mass incarceration of nonviolent drug offenders at the local and state level as well. Police make more than 1.8 million drug arrests in the U.S. every year (nearly 700,000 for nothing more than marijuana possession). Those arrested are separated from their loved ones, branded criminals, denied jobs, and in many cases prohibited from accessing public assistance for life. The United States incarcerates more of its citizens for drug violations than all of Western Europe incarcerates for all crimes (and Western Europe has 100 million more people).

Yet, despite spending hundreds of billions of dollars and arresting millions of Americans, illegal drugs remain cheap, potent and widely available in every community; and the harms associated with them continue to mount. Meanwhile, the war on drugs is creating problems of its own - broken families, racial disparities, and the erosion of civil liberties. Congress’s 30 year social experiment in trying to solve a health problem through the criminal justice system is a clear failure. It’s time for a change.

Congress should also institutionalize a new bottom line in drug law enforcement. One that moves beyond grading agencies, taskforces, and individual officers on such Vietnam-like “body count” statistics as the number of people arrested and the amount of drugs seized. There is ample evidence that arrests and seizures have little if any impact on drug availability or the problems associated with substance abuse. And the pressure to meet arrest and seizure quotas is spurring civil rights abuses as some officers fabricate informants, raid homes on false evidence, lie to judges, and plant evidence. Anything to increase the “body count”. This pressure to boost the numbers is at the heart of drug war tragedies, including the Tulia, Texas scandal, the Dallas sheetrock scandal and the recent shooting death of Katheryn Johnston in Atlanta.
