‘Einstein’ replaces ‘Big Brother’ in Internet surveillance: Wayne Madsen

(WMR) -- WMR has learned from government sources that the Bush administration has authorized massive surveillance of the Internet using as cover a cyber-security multi-billion dollar project called the “Einstein” program.

Billed as a cyber-security intrusion detection system for federal computer systems and networks, WMR has been told that the actual intent of Einstein is to initially monitor the email and web surfing activities of federal employees and contractors and not in protecting government computer systems from intrusion by outsiders.

In February 2008, President Bush signed a directive that designated the National Security Agency (NSA) as the central administrator for the federal government’s computer and network security.

Although Einstein is primarily a program under the aegis of the Computer Emergency Readiness Team (US-CERT) of the National Cyber Security Division of the Homeland Security Department, WMR has learned that it has the personal support of Director of National Intelligence (DNI) Mike McConnell, a former NSA director. Einstein is advertised as merely conducting traffic analysis within the dot (.) gov and dot (.) mil domains, including data packet lengths, protocols, source and destination IP addresses, source and destination ports, time stamp information, and autonomous system numbers. However, WMR has learned that Einstein will also bore down into the text of email and analyze message content. In fact, most of the classified budget allotted to Einstein is being used for collecting information from the text of messages and not the header data.

In fact, WMR has learned that most of the classified technology being used for Einstein was developed for the NSA in conducting signals intelligence (SIGINT) operations on email networks in Russia. Code-named PINWHEEL, the NSA email surveillance system targets Russian government, military, diplomatic, and commercial email traffic and burrows into the text portions of the email to search for particular words and phrases of interest to NSA eavesdroppers. According to NSA documents obtained by WMR, there is an NSA system code-named ”PINWALE.”

The DNI and NSA also plan to move Einstein into the private sector by claiming the nation’s critical infrastructure, by nature, overlaps into the commercial sector. There are classified plans, already budgeted in so-called “black” projects, to extend Einstein surveillance into the dot (.) com, dot (.) edu, dot (.) int, and dot (.) org, as well as other Internet domains. Homeland Security Secretary Michael Chertoff has budgeted $5.4 billion for Einstein in his department’s FY2009 information technology budget. However, this amount does not take into account the “black” budgets for Einstein proliferation throughout the U.S. telecommunications network contained in the budgets for NSA and DNI.

In anticipation of the regulatory problems inherent in domestic email surveillance by the NSA, the Bush administration has ensured that the Federal Communications Commission (FCC) and industry associations have been stacked with pro-surveillance loyalists to ensure that Einstein is widely accepted and implemented.

Einstein

Internet communications are protected in many countries from evesdropping without a warrant. If the US persists in evesdropping on internet communications in foreign countries then they should be charged under the laws of those countries with breaking the confidentiality laws. If all countries did it the US could be tried by the International court and if all other countries co-operated the US could be ostracized from the NET. They deserve no less. It would be a great way of keeping their wonderful exceptionalism and other American garbage within their own borders away from civilized nations of the world.

NATO 'Surprised' By Russian Military, Reviewing European Defenses

NATO has been having problems in Afghanistan. Now NATO has bad news from Georgia: Russia isn't as weak as once thought.

The Georgians hope to get modernized equipment NATO uses. Russia's goal is to undermine confidence in the NATO shield for Eastern Europe.

NATO appears to have been surprised not by the use of force, but the speed of the Georgian
military collapse. These are of concern to NATO because of problems in Afghanistan which might recur when defending Europe against Russia.

NATO will have to explain why, despite planning the Russians reported 24 months ago, why NATO is only now reviewing progress in Afghanistan, and reconsidering Russian power used in Georgia.

NATO appears to fear it has a credibility problem, not only because of poor progress in Afghanistan, but the tactical surprise of the Russians against the Georgian military. NATO will have to provide some credible reassurance to its member nations to demonstrate they have sufficient command and control of resources to defend against an increasingly likely Russian pre-textual attack against Eastern Europe.


The Russian defense ministry recently discussed additional funding for the tactical missile complex system. The Georgians claimed the Russians moved the systems to Georgia is a tactical missile system, which has supporting launch vehicles.

Russia denied it used the system and says it has no plans to use the system. They did not address the claim that the system was moved.

Russia has contradicted itself: Claiming it destroyed Georgia's military; but then refused to completely withdraw. If Russia's claims -- that they quickly, completely destroyed the Georgian military -- were true, then Russia cannot explain why it needs a military in Georgia.

The truth appears to be something different: The conflict in Georgia was a pretext for Russia to invade, destroy Georgia's military, and occupy the country.

The Russians view the American NSA and NATO as being in bed with Georgia. The Russians are gleeful that they've outmaneuvered the American satellites, and moved rockets without any meaningful American or Georgian response.

The Russians are vaguely referring to possible NATO-like aircraft over Georgia and Eastern Europe, mocking the figher pilots as they are tracked across the newly deployed Russian systems in Georgia. The Russians provided similar assistance in the former Yugoslavia when it assisted them in tracking specific fighter pilots flying from Italy.

The Russians have been providing commentary on their ability to use space-based platforms to integrate ground reconnaissance and support air operations. One commenter was happy Russian pilots wold be able to have active air combat experience in Georgia, and not act as show pilots during air shows.

The Russian news reports are discussing NSA satellite coverage of the Russian military movements within Georgia. The Russians are reporting that the Pentagon was surprised by the speed of the Russian troop movements, prompting concerns within NATO. NATO's problem has been the command and control issues in Afghanistan against simple insurgents living in caves. The NATO concerns appear to be much more than how to respond to Georgia, but how to effectively respond to a worried Russian invasion of NATO.

Russian news reports have not adequately discussed the different defense systems NATO uses in Europe, than those available for Georgia. However, NATO has not explained why the best military equipment -- presumably available to defend Europe -- cannot prevail in Afghanistan.

According to the Russian reports, NATO has been surprised by the speed and effectiveness of Russia's attacks on Georgia's command and controls systems, vital to defending Eastern Europe from Russia, and key to organizing an effective air-to-air response against expected Russian air forces over NATO allies.

From the Russian perspective, it appears they are not clear why Georgia did not take seriously the Russian threats. This suggests the Americans believed they could dissuade Russian action in Georgia. One report emphasized the speed at which Georgia's military has been effectively neutralized. Even with some NATO-American assistance, Georgia quickly collapsed.

Russia views Georgia as an indirect proxy for NATO, relying on NATO-like equipment. Russia views the Georgian-military-defeat as a fair warning for NATO: NATO combat forces are not sufficiently robust to challenge Russia, nor defend Eastern Europe. Russia views the remaining Georgian forces as meaningless: One of the units remaining exists only to finance the ministry; and the other organizing the (already) Georgian demobilization.

One of the key reminders is the Russian preparation for the Georgian invasion did not appear out of the blue. The preparations have been coordinated for many months. The American President has known something was possible, but did nothing to timely adjust in either Iraq or Afghanistan; nor did he secure a victory overseas to then make available US forces for Georgia. The President made the decision many months ago not to fully mitigate the Russian threat in Georgia.

It remains to be seen how the Georgian conflict spills into the Middle East. The Russians see an interesting dynamic. They view Israel as being limited in deploying forces, and would have us believe that Israel refused to return to Georgia specific equipment.

According to the Russian media, Russia is not moving its forces out of Georgia because it is planning for an increased American military presence and defense in Georgia. Russia does not expect the American President to use nuclear weapons, and are confident Russian conventional forces will not be adequately opposed by either NATO or America.

Dear Sen. Daschle:
My name is Dr. Leonard G. Horowitz. I have been a leading anthrax mailings investigator, whistleblower, and at one point an FBI suspect in this bioterrorist attack that included an attempt on your life.
If you Google search “Horowitz Anthrax Mailing” you will find thousands of posted articles I sourced exposing this serial homicide and resulting iatrogenocide. They refused to consider this information that I had amassed in order to follow a frivolous investigation direction. I withdrew my cooperation following two days of misdirected interrogation.
Now I appreciate your recent media interviews and statements regarding the obfuscation of facts, and absurd allegations, that Bruce Ivins had anything to do with the production and mailing of the anthrax spores delivered to your and Dan Leahy’s office.
How convenient for those implicated in this conspiracy, including FBI officials, that Bruce Ivins allegedly committed suicide just before federal investigators were about to indict him.
The stark absurdity of this claim heavily incriminates the FBI in this serial homicide triggering genocide. I don’t have any idea how close they were of accusing him, of indicting him. I don't know whether this is just another false track and that -- a real diversion from where they need to be. We don't know, and they aren't telling us.”
So I now wonder whether you were ever given the information I relayed above to your office secretary? I ask were you ever briefed by officials from the National Security Agency regarding my urgent visit to your office on April 17, 2002?
If not, your investigation in this urgent matter impacting public health and safety might begin in your office.
If you were informed of these facts at that time, can you please explain why you never contacted me to acknowledge receipt of this information as it was reasonable to expect some acknowledgment, including thanks for delivering this information at the risk of my life.
More importantly, since you seek full public disclosure, do you now intend to make the American people aware of this information evidencing a conspiracy involving high-level officials at the FBI and the CIA? Will you press for public disclosures regarding this secret anthrax program exclusively profiting implicated military and drug industrialists?

Now working inside America's "shadow" spy industry, George Tenet, Richard Armitage, Cofer Black and others are cashing in big on Iraq and the war on terror.

May 29, 2008 | Richard L. Armitage, who served from 2001 to 2005 as Deputy Secretary of State, was a rarity in the Bush administration: an official who delighted in talking to the press. Reporters loved him for his withering criticism of the neoconservative zealots around President George W. Bush and in part because he fed them tidbits about the White House they could obtain nowhere else. His accidental disclosure to conservative columnist Robert Novak that Valerie Plame, the wife of Iraq war critic Joseph Wilson, was working undercover for the Central Intelligence Agency remains one of the most notorious leaks of the Bush era.

But perhaps because of his cozy ties to the Washington press corps and the media's obsession with Plamegate, very little has been written about Armitage's extensive business dealings. In fact, Armitage is one of the most successful capitalists in Washington. He has successfully parlayed his experience in covert operations and secret diplomacy into a thriving career as a consultant and adviser to some of the biggest players in America's Intelligence Industrial Complex -- corporations that are working at the heart of U.S. national security and profiting handsomely from it.

Armitage, currently an adviser to presidential candidate John McCain, had once been Colin Powell's closest ally during the bitter disputes inside the Bush administration over the invasion and occupation of Iraq. According to the Washington Post's Bob Woodward, Armitage advised Powell on more than one occasion to tell the neocons to "go fuck themselves," and, at one point, even refused to deliver a speech about Iraq drafted for him by Vice President Dick Cheney's office.

Yet, three years after those epic battles, Armitage is enjoying life as a stakeholder in a dozen private companies that are making money directly from the war started by his former nemeses.

Over the past decade, contracting for America's spy agencies has grown into a $50 billion industry that eats up seven of every 10 dollars spent by the U.S. government on its intelligence services. Today, unbeknownst to most Americans, agencies once renowned for their prowess in analysis, covert operations, electronic surveillance and overhead reconnaissance outsource many of their core tasks to the private sector. The bulk of this market is serviced by about 100 companies, ranging in size from multibillion dollar defense behemoths to small technology shops funded by venture capitalists.

Nearly every one of them has sought out former high-ranking intelligence and national security officials as both managers and directors. Like Armitage, these are people who have served for decades in the upper echelons of national power. Their lives have been defined by secret briefings, classified documents, covert wars and sensitive intelligence missions. Many of them have kept their security clearances and maintain a hand in government by serving as advisers to high-level advisory bodies at the Pentagon, the Central Intelligence Agency, the National Security Agency and the White House. Now, with their government careers behind them, they make their living by rendering strategic advice to the dozens of information technology vendors and intelligence contractors headquartered along the banks of the Potomac River and the byways of Washington's Beltway.

Ever since the 1950s, with the rise of America's modern military-industrial complex, high-level U.S. officials and military men have moved between the government and private sectors. But what we have today with the intelligence business is something far more systemic: senior officials leaving their national security and counterterrorism jobs for positions where they are basically doing the same jobs they once held at the CIA, the NSA and other agencies -- but for double or triple the salary, and for profit. It's a privatization of the highest order, in which our collective memory and experience in intelligence -- our crown jewels of spying, so to speak -- are owned by corporate America. Yet, there is essentially no government oversight of this private sector at the heart of our intelligence empire. And the lines between public and private have become so blurred as to be nonexistent.

Shortly after leaving government in 2005, Armitage was recruited to the board of directors of ManTech International, a $1.7 billion corporation that does extensive work for the National Security Agency and other intelligence collection agencies. He's also since advised two private equity funds with significant holdings in intelligence enterprises. Veritas Capital (V's note: here) where Armitage served as a senior adviser from 2005 to 2007, owns intelligence consultant McNeil Technologies Inc. and DynCorp International, an important security contractor in Iraq. For a time, Veritas also owned MZM, Inc., the CIA and defense intelligence contractor that was caught -- before the Veritas acquisition -- bribing former Republican Congressman Randy "Duke" Cunningham.

In 2007, Armitage, along with several Veritas executives, moved over to DC Capital Partners, an intelligence-oriented buyout firm with some $200 million in assets. One of its first acquisitions after Armitage came on board was Omen Inc., a Maryland company that provides information technology and consulting services to the NSA. The fund has since combined Omen with two other intelligence contractors to form a new company called National Interests Security Company LLC, which has 850 employees, more than half of them holding top secret or higher security clearances.

Through his own eponymous consulting firm, Armitage has lobbied on behalf of L-3 Communications Inc., one of the nation's largest intelligence contractors, to help it sell anti-submarine surveillance systems to Taiwan. L-3, like ManTech, is also heavily involved in Iraq. (Further topping off Armitage's investment interests in the war: He sits on the board of directors of ConocoPhillips, which is aiming to become a major player in Iraq's energy industry through a joint venture with Russia's Lukoil.)

In these jobs, former high-level officials like Armitage continue to fight terrorist threats and protect the "homeland," as they once did while working in government. But by fusing their political careers with business, these former officials have brought money-making into the highest reaches of national security. They have created a new class of capitalist policy-makers that is bridging the gap between public policy and private business in ways that are unprecedented in American history.

Take the case of George Tenet, who retired in 2004 from his service as President Bush's CIA director. As he was writing his memoirs and preparing for a new career as a professor at Georgetown University, Tenet quietly began cutting deals with companies that earn much of their revenues from contracts with the intelligence community. And, as I was the first to report a year ago in Salon, Tenet began to make big money off of the Iraq war. By the end of 2007, he had made nearly $3 million in directors' fees and other compensation from his service as a director and adviser to four companies that provide the U.S. government with technology, equipment and personnel used for the war in Iraq, as well as in the broader war on terror.

Those companies include L-1 Identity Solutions Inc., an intelligence and biometric conglomerate that holds a near-monopoly on software that identifies people by their fingerprints and facial characteristics; Guidance Software, a Pasadena, Calif., supplier of investigation and forensic software to the FBI and the Intelligence Community; and the Analysis Corp., a Fairfax, Va., intelligence contractor founded by Tenet's former chief of staff, John Brennan. Brennan himself went into the spy business after serving as chairman of the National Counterterrorism Center -- which is one of the Analysis Corp.'s biggest clients.

In Tenet's most prestigious position, he was the only American director of QinetiQ, the British defense research company that was privatized in 2003 and acquired by the well-connected Carlyle Group. Earlier this year, Tenet left QinetiQ's UK parent to join the board of QinetiQ North America, the company's U.S. subsidiary and one of the fastest-growing contractors in the U.S. intelligence market. There, Tenet is working with CEO Duane P. Andrews, a former assistant secretary of defense who was the chief intelligence adviser to Dick Cheney when he was Secretary of Defense in the early 1990s. (Prior to joining QinetiQ, Andrews would have had plenty of contact with Tenet, as Andrews was a senior executive with Science Applications International Corp., a major CIA and NSA contractor.

In January, QinetiQ North America expanded its intelligence network by hiring Stephen Cambone, who was the assistant secretary of defense for intelligence under Donald Rumsfeld, as its vice president for strategy. That appointment came just days after the company won a $30 million, five-year contract to provide unspecified "security services" to the Pentagon's Counter-Intelligence Field Activity office, a controversial domestic security agency that was created by Rumsfeld and Cambone in 2002 and later took heat from Congress for illegally spying on antiwar and religious activists.

One of the most spectacular transitions from intelligence to business took place at Blackwater USA, the security contractor infamous for its trigger-happy soldiers in Iraq. One of Blackwater's first major contracts, negotiated by founder Erik Prince, was a secret no-bid $5.4 million deal with the CIA signed shortly after the September 11 terrorist attacks. Shortly thereafter, Blackwater hired as its vice chairman Cofer Black, the CIA's former top counterterrorism official who was dispatched by Tenet in the days after 9/11 to brief President Bush and his advisers on the CIA's plans for overthrowing the Taliban in Afghanistan. Rob Richer, the CIA's former Associate Deputy Director of Operations and, before that, head of its Near East division, became Blackwater's Vice President of Intelligence, and later went to work for a private intelligence company.

Appointments like this, observes intelligence expert Steven Aftergood, reflect the "incestuous" relationships that exist between former officials and private intelligence contractors. "It's unseemly, and what's worse is that it has become normal," he told me after the news broke about Stephen Cambone's move to QinetiQ. "The problem is not so much a conflict of interest as it is a coincidence of interests -- the Intelligence Community and the contractors are so tightly intertwined at the leadership level that their interests, practically speaking, are identical."

Former high-ranking officials bring tremendous value to a government contractor seeking new work or a private equity fund looking for companies to buy. "You understand the decision-making process inside the Beltway, and that is liquid gold," says Roger Cressey, who worked in President Clinton's National Security Council as deputy director of counterterrorism and is now a partner in Good Harbor Consulting, a company he founded with his former boss at the NSC, Richard Clarke. Cressey, who is a terrorism consultant for NBC News, adds that the influence of a retired official lasts only a limited period of time after he or she leaves office. "You have 18 to 24 months to translate your rolodex into real services," he says

But the value of a CIA director or national security official goes much further than a rolodex. Because high-ranking officials have been privy to classified and top-secret information for years -- and sometimes, in the cases of people like Armitage and Tenet, decades -- they have details about intelligence programs, classified operations and the internal affairs of other countries that few others can claim.

Armitage, who was a senior Pentagon official during the Reagan administration, was deeply involved in covert operations in Vietnam as a Navy officer and, shortly after September 11, flew to Pakistan on behalf of the Bush administration to deliver a stark message to its military president, Pervez Musharraf, that drastic measures would follow if Musharraf did not support the war on terror. He also led an influential group of U.S. officials who quietly pushed the Japanese government to adopt a more militaristic role in global affairs over the last seven years.

In all of these tasks, Armitage would have had access to the most classified intelligence available to U.S. officials, including telephone intercepts provided by the NSA. That kind of experience is extremely valuable to a company like ManTech, which sells and operates signals intelligence systems to the NSA and provides "cyber and physical security" for U.S. embassies and consulates around the world. According to ManTech CEO George J. Pedersen, who also employed Armitage as an adviser during the 1990s, Armitage was brought on as a director for his "enormous insight into our corporation's capabilities and operations." (Armitage did not respond to a written request for an interview.)

Tenet is even more connected: With the former CIA director on board, L-1's CEO Robert LaPenta told analysts last year, "a phone call gets us in to see whoever we want." Tenet, of course, has extensive knowledge about intelligence services in Saudi Arabia, the UK and Pakistan as well as secret operations in Iraq, Afghanistan and Somalia. His insights have already helped L-1 in its acquisition strategies. Shortly after Tenet joined L-1's board, the company acquired one of the CIA's hottest contractors, SpecTal, which has 300 employees with top-secret security clearances who work extensively in Afghanistan. Months before, during a 2006 meeting with L-1 executives about SpecTal's potential business in that country, Tenet urged company executives to "call the SpecTal guys" because "they know everybody in every one of these ministries that you need to go talk to," according to LaPenta. L-1 not only called them; it bought them out, and has since combined SpecTal with its latest acquisition, Advanced Concepts Inc., a systems engineering firm holding contracts at the NSA. Tenet, through a spokesman, declined to comment.

Power also flows out of a former high-ranking official's presence as a policy-maker. During the 1990s, when Armitage was building his reputation as a private consultant and defense industry adviser, he was a member of President Clinton's Defense Policy Board. Although Armitage, like any board member, was prohibited from divulging contents of meetings with his clients, the internal discussions and access to classified documents helped shape the advice he gave his clients. That's certainly the impression one gets from officials at CACI International, a key intelligence contractor where Armitage served on the board of directors during that time. During his tenure as a director in the 1990s, CACI officials wrote in 2001, Armitage provided "valuable guidance on CACI's strategic growth plans and the federal government and Defense Department markets."

The same can be said of many of Armitage's contemporaries in the defense and intelligence industries who advise their clients while holding positions in government advisory boards at the Pentagon, the CIA and the NSA. One of Armitage's fellow directors at ManTech, for example, is Retired Admiral David E. Jeremiah. He is a member of President Bush's Foreign Intelligence Advisory Board and a paid adviser to the National Reconnaissance Office, the super-secret agency that manages the nation's spy satellites. A third ManTech director, Richard J. Kerr, a 32-year veteran of the CIA, led a 2005 study for the CIA into the agency's prewar assessments of Iraq and its weapons of mass destructionne of the most representative figures in America's new private intelligence elite is Joan A. Dempsey. She is currently a vice president of Booz Allen Hamilton, where for the last three years she has worked alongside former CIA director Jim Woolsey and more than 1,000 other former intelligence officers. Dempsey, a steely-looking blonde, began her career as a naval technician listening to Soviet bomber and submarine traffic at Misawa Air Base in Japan, a key NSA listening post. Over the years, she slowly worked her way up the intelligence chain of command at the Pentagon, from Naval Intelligence to the Defense Intelligence Agency. In 1997, she was appointed deputy assistant secretary of defense for intelligence and security in the Clinton administration, the highest civilian intelligence position in the Department of Defense at the time. There, she had responsibility over the NSA, the NGA and the NRO, the three national collection agencies controlled by the Pentagon, as well as the DoD's tactical command, control, communications and intelligence (C3I) efforts.

By 1999, Dempsey had become George Tenet's representative to the rest of the Intelligence Community as the CIA's director of community management. In that position in 1999 she won the everlasting support of the Intelligence Community -- and its growing army of contractors -- when she led negotiations with the Republican-led Congress that added $1.2 billion to the intelligence budget. That figure still remains one of the largest single-year increases in the history of the National Foreign Intelligence Program. Five years later, partly in recognition of this feat, Dempsey was given the William O. Baker award for meritorious intelligence service by the Security Affairs Support Association (SASA), which from 1979 to 2005 represented the largest prime contractors at the NSA and the CIA. Her remarks at that ceremony serve as a kind of leitmotif for the outsourcing phenomenon in intelligence.

In her acceptance speech, Dempsey paid effusive praise to the corporations she had known over the years, many of whom had purchased tables for the event: General Dynamics, Essex Corporation, Oracle Corporation, Computer Sciences Corporation, AT&T Government Solutions, ManTech and Lockheed Martin. She thanked her "Pentagon friends" from L-3 Communications, with whom she had worked "on my favorite program of all time, the U-2" spy plane. She spoke of her pride in working with the Boeing Company on the Future Imagery Architecture, a $4 billion project by the NRO and the NGA to build and operate the next generation of imagery satellites (the project was cancelled in 2005). At the CIA, Dempsey said, she had "benefited enormously" from her work with Booz Allen Hamilton and SAIC.

Then she went slightly off-script: "I like to call Booz Allen the shadow IC," she said, using the common acronym for the intelligence community, because it has "more former secretaries of this and directors of that" than the entire government. That must have caused some chuckles at the lead table, where Woolsey was sitting. But Dempsey, of course, got the last laugh. Fifteen months later, she joined the "shadow IC" herself as a vice president. In her job at Booz Allen, she "provides strategy consulting services to the US government, including the national security and civil sectors, as well as commercial industry," according to company spokesperson George Farrar. Then, in January 2007, Dempsey's joke came full circle when Mike McConnell, her boss at Booz Allen, was appointed Director of National Intelligence. In the space of a few years, Booz Allen had been transformed from a "shadow" intelligence community player into the real thing.

It was most intriguing, then, to hear what Dempsey is actually doing in her new job at Booz Allen. In the spring of 2006, Dempsey was invited to speak to a seminar on intelligence reform at Harvard University. In a remarkably candid speech, Dempsey disclosed that her office at Booz Allen was evaluating the entire decision-making process within the intelligence community. Under her supervision, she said, Booz Allen was "studying the implications of the many decisions that are being made on a daily basis right now all over the intelligence community," including by the staff of the Office of the Director of National Intelligence. "No one has thought through the implications of those decisions in a strategic or aggregate sense for the future," she added. So Booz Allen is helping out by "trying to forecast" what these decisions "mean for the intelligence community of the future -- what it's going to look like, how it's going to operate -- along a trend line."

It was a remarkable circumstance: Booz Allen was conducting a study for the DNI, a position that was about to be filled by one of the company's own -- Mike McConnell. The shadow IC was now helping the real IC prepare for an immediate future when the real IC would be led by the shadow IC. This was more than a revolving door: The private and the public sides of intelligence were now sharing the same room.

Maybe We Should Start Tracking Each FBI Agent By Satellite 24 Hours A Day Since They Have Routinely Proven To Be Criminals Who Can't Be Trusted

In regard to the following article, I would not put it past the FBI to have actually been behind the mailings of these anthrax letters as part of the terror campaign which the Bush Administration and its criminal minions have been waging against the American people since 9-11. A bogus war on terror which led to the Patriot Act and the most intense assault on American freedoms in the history of this country.

I also found the following quote to be of interest:

"The article Filthy Lucre also revealed that a study conducted at the Houston Advanced Research Center in Texas found that 70-80% of all currency had trace amounts of cocaine hydrochloride on them. In older bills that had been in circulation for some time, 90% manifested trace amounts of cocaine. [9]"

The Journal of Forensic Sciences conducted a study in May 1998 that concluded that more than 93% of all bills tested had trace amounts of cocaine hydrochloride present."

The fact that so much of US currency has been found to contain traces of cocaine hydrochloride, bolsters further claims by alternative journalist Mike Ruppert, that drug money has been supporting the US economy since the early 1970's, when oil rose dramatically in price, and was no longer viable for driving the US economy.

The following is also a direct quote from the article regarding the FBI's framing of Dr. Steven Hatfield as the anthrax mailer, while using the US Media to smear his reputation -- something the FBI has also done to me.

"If the FBI were truly interested in finding and apprehending the “Anthrax Killer,” they’d be investigating Philip Zack, who once worked at Fort Detrick Maryland and was caught red handed diverting anthrax spores several years prior to 9-11 and later writing an anonymous letter attempting to implicate or frame a scientist by the name of Dr. Ayaad Assaad. [5]

Instead the FBI focused its investigation on one Steven J. Hatfill and employed the media to conduct an orchestrated smear campaign on Hatfill’s character in order to convict him in the court of public opinion. [6] When their smear campaign fell apart for lack of evidence, the FBI then dropped its investigation and the media has subsequently remained silent, with nary a word about anyone else possibly being connected to the case, despite the overwhelming evidence implicating Philip Zack.

What does all this mean? What it means to this writer is that the FBI’s claim of ignorance was a complete lie and that their focus on the innocent Steven J. Hatfill suggests a willful attempt to ignore the far more compromised Philip Zack, who should be under investigation at this very moment for several murders and engaging in terrorism against his own nation, thus committing treason during a time of war."

Mr. Maynard's comments are typical of how the FBI routinely misdirects legitimate investigations in efforts to obfuscate the facts, while using some innocent scape goat to take the blame for someone else's crimes, as it did in the case of Steven Hatfield. They also did the same with Richard Jewel, whom they attempted to frame for the Olympic Park bombing several years ago.

Except that Jewel knew enough about the FBI's history of setting up people whom they knew to be innocent, to protect himself -- in spite of the FBI's use of the US Media to wage a smear campaign against him. The FBI is as dirty an organization as has ever existed in this country, with no accountability for its actions and a ridiculous amount of authority, which should never have been given to such an abjectly criminal organization.

And as I've said in the past, the FBI's strong suit is satellite peeping on the American public within the privacy of their own homes -- something which these Constitution and mind raping criminals have long excelled at, since it allows them to feed their perverted voyeuristic tendencies while earning them a paycheck.

Agencies like the NSA, CIA and FIB (oops Freudian slip) FBI are an illustration of how the US Federal Government was coopted by a very powerful criminal influence long ago. One which allowed for the creation of such treasonous organizations -- those which exist to destroy the freedoms which the United States was once known globally and admired for.

Today these agencies represent the consummate threat to these freedoms, while using advanced spy technologies which have virtually destroyed our sense of privacy and the American way of life, while violating virtually every aspect of the Constitutional rule of law. These agencies have never belonged in a country which was created as a free society. They have proven this time and time again through their treasonous violations of American civil liberties.

And this country and its people will never again be truly free until we've untangled ourselves from the covert and captive web that the aforementioned agencies have subjected us to under the criminal cabal which controls them. The only way in which to do so, is to completely restructure the Intelligence community so that it operates within the Constitutional rule of law and with far greater efficiency than it does at present.

The best way in which to begin such an ambitious undertaking is to abolish the FBI, NSA and CIA, which have always operated in a criminal capacity, while hiding their treasonous and malicious crimes against American citizens under the cover of national security.

As an American citizen who has experienced what are perhaps the most outrageous and precedent setting violations of the US Constitution as it applies to the 4TH Amendment, by an abjectly dangerous criminal element within the US Intelligence community, I cannot think of a better way in which to steer this country in a more productive direction -- one which will ultimately be of benefit to all Americans.

For if we continue to allow Americanized Gestapo agencies like the FBI, NSA and CIA to operate, we eventually risk losing even the few freedoms that we have left; freedoms which are quite literally disappearing right before our eyes. The only legitimate solution is to dramatically pare down the Intelligence community, beginning with the abolition of the FBI, NSA and CIA.

Something which would be a breath of fresh air to all Americans, given that these agencies are no longer (if they ever were) accountable to the American people. They have become so abusive that even the US Congress is incapable of controlling them. Which leaves us with three rogue agencies responsible for siphoning off billions of dollars annually; and no responsibility for their actions.

And I am certain that there are a great many Americans who would agree with this. Especially those who have experienced the brutality of these agencies first hand, while their civil rights have been decimated, by criminal thugs who continue to pass themselves off as a legitimate part of the United States of America -- something they clearly are not. It's time that we as Americans put an end to these satellite predators and their long standing history of anti-American criminal operations.

They are spying on us within the privacy of our own homes while using super computers to rape and manipulate our minds. How much more of this abuse are we going to take as Americans before we declare these criminal organizations unconstitutional and dissolve them?

According to an October 1998 Discover magazine article entitled “Filthy Lucre,” the FBI was fully aware of the fact that counting/sorting machines were capable of cross-contaminating items made of paper. [1] The entire article was devoted to the scientific study of money including a historical, and anthropological view. Of course the article focused on the cross-contamination of currency at the federal reserve’s counting/sorting machines, but even a fool should be able to understand that there can’t be a tremendous difference between those machines and the ones at the post office that do pretty much the same thing.

Apparently the Japanese are light years ahead of our FBI, according to this article anyway, they have been well aware of the fact that currency is an effective vector for bacteria, as evidenced by the fact that Japanese citizens can go to what is referred to in Japan as a “clean ATM”, and have their currency, the Yen, pressed for 1/10th of a second at 392 degrees in order to sterilize them. [2] Hitachi manufactures this clean ATM, and according to the article, it is quite popular and has been for many years in Japan.

In 1997, [Four years before 9-11] Tom Jourdan, chief of the Materials and Devices unit at the FBI lab in Washington D.C. found that ninety percent of the dollar bills his unit tested came back positive for the presence of cocaine hydrochloride. Jourdan stated that it was his belief that, “mechanical currency counters are homogenizing money… one contaminated bill brushed through the counting machine at the bank can contaminate the entire stack.” [3] In other words the FBI conducted a study that revealed that mechanical counters were cross-contaminating money, and they knew back in 1997 that one contaminated dollar bill could contaminate an entire stack of bills. How hard is it to infer that the same would prove true with envelopes at the United States Post Office? The answer of course is that it wouldn’t be difficult at all – the same mechanics are at work with the mechanical counters/sorters and the vector, paper, is essentially the same. Admittedly currency is a better vector with its cotton/linen composition, but at the microscopic level, standard envelope paper is very porous and can carry anthrax spores quite efficiently as evidenced by the fact that several Americans died as a result of inhaling spores that had become impregnated into envelopes at the Post Office. [4]

The FBI will never critique this article, but if they were to try, they’d probably lie and suggest that cocaine hydrochloride particulate is smaller than anthrax spores and for this reason they didn’t think that anthrax would so efficiently cross-contaminate envelopes at the Post Office. The fact is, weaponized anthrax spores, like those mailed to Senator Tom Daschle are generally between 1/25,000th and 10/25,000th of an inch in diameter. Photographic microscopy in the article, “Filthy Lucre,” clearly revealed that the cocaine particulate photographed within the weave of the cotton/linen dollar was some seven times larger than 10/25,000th of an inch in diameter, yet couldn’t be seen without the use of a microscope. The fact is; the FBI knew in 1997 that anthrax and other bacterial agents could not only contaminate money and remain viable on its surface for some time, but that it could also “cross-contaminate” other bills. There is no doubt whatsoever that they knew the same would prove true at the Post Office, but like everything else around us today, the FBI lied about it and attempted to fool the American public.

Below are some other interesting facts associated with pathogens and currency/paper:

Discover magazine documented a study that was conducted on two $20 bills, one $1 bill, and a quarter. All were wiped across a Petrie dish containing an agar base, and all produced positive results within 24 hours. The following types of bacteria were identified in the Discover magazine study. Staphylococci, micrococci, diptheroids, and propriobacteria. [7]

The article Filthy Lucre then cited a study conducted in 1972 by the Journal of the American Medical Association [8], This study cultured two hundred dollar bills and coins and found Staphylococcus Aureus, a pathogenic bacteria on 13% of coins, and 42% of bills tested.

In 1997, another study was conducted by another journal, Infections in Medicine. This study concluded that 3% of all coins, and 11% of all the bills they tested were positive for bacteria.

In 1998, a study conducted by the University of California at San Francisco revealed that out of a hundred and thirteen examples of “real life,” cash they cultured, most of the bills grew “harmless bacteria” but 18% of coins, and 7% of bills manifested pathogenic bacteria, including E-Coli, and Staph Aureus. Shirley Lowe, a microbiologist credited with conducting the study on behalf of the University stated that “half the money,” she obtained from a doughnut shop grew Staphylococcus Aureus. Lowe stated, “Anything that can get on hands can get on money.”

In December, the House voted for an amendment to the Intelligence Authorization conference report that would restrict every agency and US agent, even the CIA, to the interrogation techniques permitted by the Army Field Manual. The manual specifically prohibits several of the techniques alleged to have been used by the CIA in secret prisons, including waterboarding, sexual humiliation and the use of dogs. With the use of waterboarding by the CIA being publicly confirmed, and the refusal of the Attorney General to state that simulated drowning is torture, a favorable Senate vote for this amendment is critical to stopping the use of torture by any US agent, anywhere in the world.
