The war games

The war games included:

a National Reconnaissance Office exercise on September 11, in which a small corporate jet would crash into one of the four towers at the agency's headquarters building after experiencing a mechanical failure[1] The NRO, whose name was classified until 1992,[2] is the branch of the Department of Defense in charge of spy satellites.[3]

Global Guardian, an annual exercise that would pose an imaginary crisis to the United States Strategic Command. It had been running for several days. The exercise allegedly involved a simulated Russian bomber attack.[4] Global Guardian is performed in conjunction with Vigilant Guardian, the annual training exercise (usually occurring in October) conducted by NORAD as well as exercises under the direction of Air Combat Command (Crown Vigilance) and US Space Command (Apollo Guardian).[5] "Vigilant Guardian" is a HQ-sponsored CPx (Command Post Exercise), meaning it is conducted in offices and with computers, but without actual planes in the air. All of NORAD was involved in "Vigilant Guardian."[6] However, it did include radar injects, or false blips, which could explain the FAA's observation of a 'phantom flight 11' on FAA radar well after the plane struck the WTC and after NORAD claims to have called off all war games.

Vigilant Warrior, a NORAD live-fly (confirmed by its second name 'warrior') exercise mentioned in Richard Clarke's Against All Enemies page 4-5 (possibly the same as Vigilant Guardian, or possibly the complementary "offense" or "red team" portion of the drill involving real planes acting as simulated hijacked plane)
Operation Northern Vigilance, which involved deploying fighter jets to locations in Alaska and northern Canada.

According to the Toronto Star: " Part of this exercise is pure simulation, but part is real world: NORAD is keeping a close eye on the Russians, who have dispatched long-range bombers to their own high north on a similar exercise." Planned on September 11, it was called off when the Federal Aviation Administration[7] had evidence of a hijacking.


Operation Northern Guardian "In late August 2001, two-thirds of the 27th Fighter Squadron are sent overseas. Six of the squadron's fighters and 115 people go to Turkey to enforce the no-fly zone over northern Iraq as part of Operation Northern Watch. Another six fighters and 70 people are sent to Iceland to participate in "Operation Northern Guardian." These were real-world operations which resulted in many fighters from Langley AFB to be unavailable for scrambling on 9/11.[8]


TRIPOD II, a joint FEMA and Department of Justice biowarfare vaccination exercise, scheduled for September 12 at New York's Pier 29, and revealed in testimony by former New York Mayor Rudy Giuliani at the 9/11 Commission. The command center assembled at Pier 29 was used for FEMA response to the events of 9/11 after Giuliani's Office of Emergency Management offices were evacuated and later destroyed in WTC 7.

"116. On 9/11, NORAD was scheduled to conduct a military exercise, Vigilant Guardian, which postulated a bomber attack from the former Soviet Union. We investigated whether military preparations for the large-scale exercise compromised the military's response to the real-world terrorist attack on 9/11. According to General Eberhart, "it took about 30 seconds" to make the adjustment to the real-world situation. Ralph Eberhart testimony, June 17, 2004. We found that the response was, if anything, expedited by the increased number of staff at the sectors and at NORAD because of the scheduled exercise. See Robert Marr interview (Jan. 23, 2004)."
On page 17 of the 9/11 Commission Report when Boston center calls NEADS (Northeast Air Defense Sector), the response from NEADS was "is this real world or exercise?". According to the 9/11 Commission's staff statement No. 17,[9] "During the course of the morning, there were multiple erroneous reports of hijacked aircraft in the system."[10] For instance, page 26 of the Commission's final report documents FAA's report of a "phantom flight 11" at 9:21,[11] 35 minutes after the real flight 11 crashed into the WTC and even longer after the war games are alleged to have been aborted.


On February 16, 2005, during a House hearing on the Defense Appropriations bill, Congresswoman Cynthia McKinney asked Secretary of Defense Donald Rumsfeld and Chairman of the Joint Chiefs of Staff General Richard B. NORAD hijackings exercises

In the two years before the September 11 attacks, NORAD and other military agencies conducted exercises simulating hijacked airliners used as weapons to crash into targets, including the Pentagon,[13] and causing mass casualties. Until September 11, 2001, NORAD conducted four major exercises a year. Most included a hijack scenario, and some of those involved planes as weapons. Since the attacks, NORAD has conducted more than 100 exercises, all with mock hijackings.[14] It is unknown whether any of the multiple overlapping war games included a hijack scenario on September 11. A yearly NORAD-sponsored live-fly drill "Amalgam Virgo 01"[15] had been held in June 1-2, and "Amalgam Virgo 02" (a drill involving two simultaneous commercial aircraft hijackings) was being planned prior to 9/11 to occur in Summer 2002.[16][17][18]

Further disruption to air defense
There were additional factors contributing to the disruption of air defenses on 9/11. As a Director for Operations of the Joint Chiefs of Staff, Admiral Fry issued an 'Instruction', CJCSI 3610.01A, which superseded earlier Department of Defence procedures for dealing with hijacked aircraft. The document, dated June 1, 2001, effectively stripped commanders in the field of all authority to act expeditiously, by stipulating approval for any requests involving "potentially lethal support" must be personally authorized by the Secretary of Defense, then as now Donald Rumsfeld. The order further requires the Secretary of Defense to be personally responsible for issuing intercept orders.

Canadian fighter jets temporarily fill in for U.S. air defences

AHA! I putlbished on here about the Russian fighter jets. But no one in the US would really believe me, they wanted proof. The thing is it seems to me highly important to see what is really in the wind as far as the war games are going.

Canadian CF-18 fighter jets helped plug a hole in U.S. air defences for almost two weeks this month after American jets were grounded as part of a crash investigation.

The request to fill in for U.S. F-15s over the Alaskan coast was considered an urgent priority for NORAD, especially in light of the return of Russian strategic bombers to Arctic patrols.

Although not unprecedented, defence officials said the now-concluded operation was one of those "extremely rare" occasions when Canada was able to contribute to the defence of its much larger neighbour.

The aircraft are now back at their home base in Bagotville, Que., and the air force was able to lift what was described as a veil of operational security.

"I can't say precisely how many CF-18s were involved, but certainly there were a few," said Maj. Mike Lagace, a spokesman for Canadian NORAD operations, based in Winnipeg.

"We really don't want to say very much in case they're called on again."

On Nov. 2, an American F-15C — an older variant of the hardy fighter-bomber — suffered a catastrophic failure over Missouri and crashed, resulting in the grounding of 700 front-line aircraft. The pilot ejected to safety.

Urgent inspections were carried out on the entire F-15 fleet, with newer models eventually restricted to "mission-critical" sorties only.

U.S. Air Force Gen. John D. W. Corley, who heads Air Combat Command, said in a statement that the grounding had "significant operational impact" but that U.S. and coalition partners were able to make up the difference.

In Afghanistan, French Mirage 2000 jet fighters replaced American F-15s in providing close air support for NATO, including Canadians troops.

Japan also grounded its F-15s following the U.S. crash.

F-15s have been a pillar of U.S. air power since the mid-1970s, but the air force said in 2004 that it intended to replace them gradually with Lockheed Martin's modern F-22 Raptor.

Canadian jets were stationed in Alaska

NORAD, the joint American-Canadian air defence command, had initially hoped to be able to fill the Alaskan gap with F-22s, but not enough of them were available, said Canadian defence officials.

The Canadian fighter jets were stationed at Elmendorf Air Force Base, near Anchorage, Alaska, and worked alongside the American 611th Air Operations Squadron, conducting sovereignty patrols on behalf of the Americans.

"It shows the joint capability where Canadian and American forces work as one," said Lagace.

The resumption of Russian Tu-95MS bomber flights this summer along the Alaskan and Canadian Arctic borders have kept NORAD "quite busy" and the pressure has not eased, he said.

After almost of decade of infrequent forays, the Russians startled Western militaries by resuming High Arctic long-range patrols, which had been a prominent feature of the Cold War.

Flying in pairs for up to 12 hours, the Tu-95MS strategic bombers trace the edge of American, Canadian and often Danish air space near Greenland, forcing NORAD fighters to scramble to meet them.

F-15s Fly Over NY for 9-11 Anniversary

TYNDALL AIR FORCE BASE, Fla. -- On the sixth anniversary of the terrorist attacks on Sept. 11, 2001, Air Force fighters assigned to the Continental U.S. NORAD Region will be visible over the New York City area.

Two F-15 Eagles from the 102nd Fighter Wing at Otis Air National Guard Base, Mass., will over fly New York City as part of the continuing Operation Noble Eagle mission.

The F-15s will make low approaches on LaGuardia, John F. Kennedy, Newark and Teterboro airports. The sorties are carefully planned and conducted to ensure public safety while displaying NORAD's rapid response capability.

The air defense deterrence flights are not threat driven, but demonstrate improvements in air security that have taken place since Sept. 11, said Maj. Gen. Hank Morrow, the commander of Continental U.S. NORAD Region, called CONR.

"We've become increasingly visible in our (Operation Noble Eagle) role, due largely to the increased assets we have sitting alert across America today," General Morrow said. "We've more than doubled the amount of fighter aircraft defending the homeland, and that force is representative of a larger, more robust air defense 'system of systems,' including air defense sectors, ground assets, and close coordination with the (Federal Aviation Administration) and other federal agencies, local governments and government officials.

"This visibility is part of our (Operation Noble Eagle) mission responsibilities, and sends the clear message that we are fully dedicated to the continued security of North America and, in that role, will remain unpredictable to potential adversaries. We can be anywhere at anytime," General Morrow said.

CONR, under its parent command NORAD, has conducted air patrols throughout the U.S. and Canada since the start of Operation Noble Eagle -- the command's response to the terrorist attacks of Sept. 11.

Russian bombers flying more off Alaska coast

16 intercepts by U.S., Canadian jets since July

More and more American and Canadian fighter jets are scrambling and intercepting Russian bombers flying off the Alaskan coast, exacerbating tensions between the former Cold War foes.

There have been 16 such intercepts since July, Pacific Air Forces Commander Gen. Howie Chandler told the Anchorage Daily News on March 27. That compares with just one in 2005, and none in the previous 10 years, Chandler said.

The Air Force and North American Aerospace Defense Command would not grant an interview and were unable to confirm those numbers by press time.

The most recent incident occurred March 25, when two F-15s from Elmendorf Air Force Base, Alaska, scrambled to intercept two Russian Tu-95 Bear heavy bombers.

None of the Russian bombers has entered American airspace, which extends 12 miles out from U.S. soil, said Maj. Allen Herritage, a spokesman for NORAD’s Alaska region. Rather, the bombers have been intercepted after entering the Alaska Air Defense Identification Zone, a buffer that extends even further out.

The intercept sorties have most often been flown by F-15s, though on at least one occasion, in November, two F-22 Raptors greeted the Russians.

There also has been no indication that the bombers were carrying weapons or opened their bomb bay doors, Herritage said.

Russia experts interviewed by Air Force Times said the close encounters undoubtedly increase tensions between the two nations but do not indicate a return to the climate of the Cold War.

Ariel Cohen, a senior research fellow at the Heritage Foundation, said the bomber patrols are part of a broader pattern of Russia flexing its military muscle since February 2007, when President Vladimir Putin gave a speech in Munich, Germany, signaling a more aggressive posture toward the West.

Putin followed the speech by announcing in August that Russia would resume long-range bomber patrols that were suspended in 1992. The U.S. and Russia have also been engaged in high-profile disputes about issues such as the U.S. plan to place portions of its missile defense system in Eastern Europe and allowing the former Soviet states of Georgia and Ukraine to join NATO.

Since Putin’s speech, Cohen said, the Russian military has increased bomber patrols throughout the Pacific —including near Alaska and Guam — held naval exercises off the coast of France and refurbished its Mediterranean naval bases in Syria.

Such moves are intended to demonstrate that the Russians are rebounding from their problems of the 1990s, a decade that saw Russia’s military deteriorate and its international standing plummet, said Mark Conversino, who teaches courses on Russia and Ukraine at the Air War College at Maxwell Air Force Base, Ala.

Russian military has problems

Russia has embarked on a long-term military modernization effort estimated at between $200 billion and $1 trillion, Cohen said, but its military still has serious problems. Its Bear bombers are prop-driven aircraft developed in the 1950s that are inferior to the American B-52, Cohen said, and Russia is believed to have lost the capability to manufacture spare parts for the Tu-160 Blackjack (!! what??) , a supersonic bomber comparable to the B-1. Russia’s military also faces significant problems with recruiting and training, he said.

Still, Conversino said, Russia’s vast nuclear arsenal — which the Center for Defense Information estimates at about 10,000 warheads — makes it the only nation capable of destroying the United States. And that makes its bomber patrols worth paying close attention to.

“Even if … this is just their way of poking a finger in our chest, for us not to react I think would be not in our best interest,” Conversino said.

“If nothing else, I think it does heighten the fact that … continental defense and the NORAD mission is one that we can’t ignore.”

The bomber patrols also raise the possibility that a routine encounter between Russian bombers and American fighters could escalate beyond the intentions of either side, Conversino said.

“Things like this run the risk of an accident or some other unintentional event,”

he said.

“There’s certainly a risk there.”

But the flip side is that the bomber patrols encourage the U.S. military to be more vigilant, Cohen said. “It puts us on a higher level of alert. It makes us less complacent. And whether we’re thinking about … speedboats in the Persian Gulf … or Bear [bombers] or Chinese activities, our Navy and the Air Force have to be … shipshape and [on] as great a state of alert as they can be.”

Exopolitics

Exopolitics is the emerging field of study of the implications of possible contact between humans and extraterrestrial civilizations. Critical questions include what, if any, political framework might be established between human beings and extraterrestrials, and the process by which world governments would inform their citizens of an extraterrestrial presence should one be verified.

In a broader context exopolitics deals with the political implications of purported extraterrestrial-related phenomena. Alleged extraterrestrial activity has included: sightings of unidentified flying objects (UFOs); human reports of contact with extraterrestrial beings; crop circles; animal mutilations; and statements, documents and actions of national governments with respect to such phenomena.

Exopolitics is not a mainstream academic discipline though the underlying questions involved are of legimitate scientific and philosophical interest. Much putative extraterrestrial phenomenon has been rejected by the scientific mainstream though the issue of "contact" and possible visitation has been theoretically addressed, often in the context of the Fermi paradox, while the extraterrestrial hypothesis has consistently had at least some support in Scientific community. Various fictional "exopolitical" frameworks have been offered in science fiction. At present a definition for exopolitics is not listed in any standard dictionary, but listings have been created at Wikitionary and the Meriam Webster Open Dictionary.

History
While the political aspects and implications of extraterrestrial-related phenomena have been talked and written about since UFO sightings first received broad public awareness in 1947, the use of the term exopolitics in a formalized approach began with the work of Alfred Labremont Webre in 2000 with the publishing of his book, Exopolitics: Politics, Government and Law in the Universe. The field was further expanded by Dr. Michael Salla with the publishing of Exopolitics: Political Implications of the Extraterrestrial Presence in 2004.
In April of 2004 and 2005 the first two conferences centered on exopolitical issues were held near Washington, DC. Titled the X-Conference, they were productions of Paradigm Research Group.
In 2005 former Canadian Minister of National Defense and Deputy Prime Minister, the Hon. Paul Hellyer, publicly disclosed his belief in an extraterrestrial presence, including a crashed extraterrestrial vehicle near Roswell, NM in July of 1947, at an exopolitics symposium in Toronto on September 25, 2005.

British hacker Gary McKinnon has lost the first stage of his fight to avoid extradition to the US on hacking charges.

The decision was announced at Bow Street Magistrates' Court and McKinnon has said that he will appeal the verdict up to the highest court in the land. When he spoke to vnunet.com a fortnight ago he rated his chances at 50/50.

"I won't stand a chance in hell if I get extradited, because I will probably come under military order number one," he said.

"This means a secret military tribunal with a military lawyer, no rights of appeal, no rights of public comment and no press. It'll be Gary goes down a black hole and you don't see him again."
McKinnon was arrested in a joint operation between US and UK authorities in 2002. He was found guilty of hacking 97 US military computers between February 2001 and March 2002, causing damage estimated at $700,000 (£370,000).

McKinnon has always claimed that he did not intentionally cause harm, but was searching for information on UFOs that he believed the US government was suppressing. He claimed that he found hard evidence that UFOs exist.

Paul McNulty, US Attorney for the Eastern District of Virginia, described the McKinnon case as the "biggest military computer hack of all time".

It is now up to the Home Secretary to rule on whether McKinnon will be deported or whether he can face trial in the UK. If this decision goes against McKinnon, he can appeal to the High Court and then to the Law Lords.

In 2002, Gary McKinnon was arrested by the UK's national high-tech crime unit, after being accused of hacking into Nasa and the US military computer networks.

He says he spent two years looking for photographic evidence of alien spacecraft and advanced power technology.

America now wants to put him on trial, and if tried there he could face 60 years behind bars.

Banned from using the internet, Gary spoke to Click presenter Spencer Kelly to tell his side of the story, ahead of his extradition hearing on Wednesday, 10 May. You can read what he had to say here.

Spencer Kelly: Here's your list of charges: you hacked into the Army, the Navy, the Air Force, the Department of Defense, and Nasa, amongst other things. Why?

Gary McKinnon: I was in search of suppressed technology, laughingly referred to as UFO technology. I think it's the biggest kept secret in the world because of its comic value, but it's a very important thing.

Old-age pensioners can't pay their fuel bills, countries are invaded to award oil contracts to the West, and meanwhile secretive parts of the secret government are sitting on suppressed technology for free energy.

SK: How did you go about trying to find the stuff you were looking for in Nasa, in the Department of Defense?

GM: Unlike the press would have you believe, it wasn't very clever. I searched for blank passwords, I wrote a tiny Perl script that tied together other people's programs that search for blank passwords, so you could scan 65,000 machines in just over eight minutes.

SK: So you're saying that you found computers which had a high-ranking status, administrator status, which hadn't had their passwords set - they were still set to default?

GM: Yes, precisely.

SK: Were you the only hacker to make it past the slightly lower-than-expected lines of defence?
GM: Yes, exactly, there were no lines of defence. There was a permanent tenancy of foreign hackers. You could run a command when you were on the machine that showed connections from all over the world, check the IP address to see if it was another military base or whatever, and it wasn't.

The General Accounting Office in America has again published another damning report saying that federal security is very, very poor.

SK: Over what kind of period were you hacking into these computers? Was it a one-time only, or for the course of a week?

A bird or a plane?... Gary was not able to get a picture of what he saw

GM: Oh no, it was a couple of years.

SK: And you went unnoticed for a couple of years?

GM: Oh yes. I used to be careful about the hours.

SK: So you would log on in the middle of the night, say?

GM: Yes, I'd always be juggling different time zones. Doing it at night time there's hopefully not many people around. But there was one occasion when a network engineer saw me and actually questioned me and we actually talked to each other via WordPad, which was very, very strange.
SK: So what did he say? And what did you say?

GM: He said "What are you doing?" which was a bit shocking. I told him I was from Military Computer Security, which he fully believed.

SK: Did you find what you were looking for?

GM: Yes.

SK: Tell us about it.

GM: There was a group called the Disclosure Project. They published a book which had 400 expert witnesses ranging from civilian air traffic controllers, through military radar operators, right up to the chaps who were responsible for whether or not to launch nuclear missiles.
They are some very credible, relied upon people, all saying yes, there is UFO technology, there's anti-gravity, there's free energy, and it's extra-terrestrial in origin, and we've captured spacecraft and reverse-engineered it.

SK: What did you find inside Nasa?

GM: One of these people was a Nasa photographic expert, and she said that in building eight of Johnson Space Centre they regularly airbrushed out images of UFOs from the high-resolution satellite imaging. What she said was there was there: there were folders called "filtered" and "unfiltered", "processed" and "raw", something like that.

I got one picture out of the folder, and bearing in mind this is a 56k dial-up, so a very slow internet connection, in dial-up days, using the remote control programme I turned the colour down to 4bit colour and the screen resolution really, really low, and even then the picture was still juddering as it came onto the screen.

But what came on to the screen was amazing. It was a culmination of all my efforts. It was a picture of something that definitely wasn't man-made.

It was above the Earth's hemisphere. It kind of looked like a satellite. It was cigar-shaped and had geodesic domes above, below, to the left, the right and both ends of it, and although it was a low-resolution picture it was very close up.

This thing was hanging in space, the earth's hemisphere visible below it, and no rivets, no seams, none of the stuff associated with normal man-made manufacturing.

SK: Is it possible this is an artist's impression?

GM: I don't know... For me, it was more than a coincidence. This woman has said: "This is what happens, in this building, in this space centre". I went into that building, that space centre, and saw exactly that.

SK: Do you have a copy of this? It came down to your machine.

GM: No, the graphical remote viewer works frame by frame. It's a Java application, so there's nothing to save on your hard drive, or at least if it is, only one frame at a time.

SK: So did you get the one frame?

GM: No.

SK: What happened?

GM: Once I was cut off, my picture just disappeared.

SK: You were actually cut off the time you were downloading the picture?

GM: Yes, I saw the guy's hand move across.

SK: You acknowledge that what you did was against the law, it was wrong, don't you?

GM: Unauthorised access is against the law and it is wrong.

SK: What do you think is a suitable punishment for someone who did what you did?

GM: Firstly, because of what I was looking for, I think I was morally correct. Even though I regret it now, I think the free energy technology should be publicly available.

I want to be tried in my own country, under the Computer Misuse Act, and I want evidence brought forward, or at least want the Americans to have to provide evidence in order to extradite me, because I know there is no evidence of damage.

Nasa told Click that it does not discuss computer security issues or legal matters. It denied it would ever manipulate images in order to deceive and said it had a policy of open and full disclosure, adding it had no direct evidence of extra-terrestrial life.

The exercise which is slated to run from October 15th to October 20th is described as a way to prepare, prevent and respond to any number of national crises. The exercise is simply a test case scenario for the implementation of martial law. Although the description of the exercise is disturbing, USNORTHCOM also announced that they are more prepared for a natural disaster and a terrorist attack after they used their response to Hurricane Katrina as a test laboratory. During Hurricane Katrina, authorities violated the constitutional rights of citizens by stealing people’s firearms and even relocating people against their will. These announcements are incredibly disturbing on a number of levels as the nature of Vigilant Shield 08 and the admission that Hurricane Katrina was used as a test laboratory shows that the government is actively preparing the military and government institutions for martial law. North American Aerospace Defense Command and U.S. Northern Command along with U.S. Pacific Command, the Department of Homeland Security as well as local, state and other federal responders will exercise their response abilities against a variety of potential threats during Exercise Vigilant Shield ‘08, a Chairman of the Joint Chiefs of Staff-designated, North American Aerospace Defense Command (NORAD) and U.S. Northern Command (USNORTHCOM)-sponsored, and U.S. Joint Forces Command-supported Department of Defense exercise for homeland defense and defense support of civil authorities missions. VS-08 will be conducted concurrent with Top Officials 4 (TOPOFF 4), the nation’s premier exercise of terrorism preparedness sponsored by the Department of Homeland Security, and several other linked exercises as part of the National Level Exercise 1-08. These linked exercises will take place Ocober 15-20 and are being conducted throughout the United States and in conjunction with several partner nations including Australia, Canada, and the United Kingdom, as well as the Territory of Guam. This announcement also follows a number of other news stories that indicate the government is becoming more actively prepared for the implementation of martial law. These stories include the following: George W. Bush issuing a presidential directive declaring that he is a dictator during the case of a national emergency be it a natural disaster, a terror attack or any number of crises. KSLA reporting that members of clergy will be used to convince people to submit to government in the case of declare martial law. See the video below. The U.S. Department of Treasury conducting a disaster drill to prepare for a potential economic crisis. In addition to the announcement of Vigilant Shield 08, USNORTHCOM also announced that they have been using the lessons learned from Hurricane Katrina to better respond to crises. The response to Hurricane Katrina was essentially used as a test laboratory to implement martial law in a city. People were forced to relocate against their will and authorities stole people’s firearms in the name of safety despite these actions being entirely unconstitutional. From USNORTHCOM: “Hurricane Katrina’s impact on this country was unprecedented. There are still many of our fellow Americans whose lives still haven’t returned to normal,” said Gen. Gene Renuart, commander of North American Aerospace Defense Command and USNORTHCOM. “It will take many years for the Gulf Coast to fully recover. “The United States military was deeply involved in the response to the hurricane and subsequent flooding,” Renuart said. “While our Soldiers, Sailors, Airmen, and Marines helped thousands of people, we also learned many lessons.” According to Renuart, USNORTHCOM has been using the lessons learned from Katrina to modify plans to respond to both natural disasters and potential terrorist actions. Northern Command also admits in the same article that they have pre-scripted mission assignments coordinated with FEMA to implement martial law under the pretext of disaster response. From USNORTHCOM: USNORTHCOM is ready to help federal, state and local officials to be prepared for a major hurricane and to be successful at conducting response operations, if necessary and requested by the primary responding agency. Some of the ways these objectives are being achieved are: Through State Engagement programs, USNORTHCOM provides planning support to help states prepare for emergencies. USNORTHCOM and its subordinates, as well as local, state and federal partners conduct major disaster exercises to refine processes and apply lessons learned. Working with FEMA, USNORTHCOM has prepared pre-scripted mission assignments to accelerate the disaster response process. USNORTHCOM conducted a major exercise with the National Guard in May to refine the interface between the National Guard and DoD. There is no question that Vigilant Shield 08 is either government preparation for the implementation of martial law or a way for criminal elements within the government to distract emergency responders in order to conduct a false flag terror attack as a pretext to actually implement martial law and engage in foreign war. On September 11th, 2001 there were drills run by NORAD including Vigilant Guardian which served as a way to ensure that there was no adequate military response to the hi-jacked planes. A similar scenario unfolding with Vigilant Shield is not out of the question. Vigilant Shield 08 is one of many news stories that indicate that the U.S. government is actively preparing for a time when it will become necessary to declare martial law. A false flag terror attack like another 9/11 or an economic crisis would certainly pave the way for the President making such a declaration.

This is all part of the Continuity of Government (COG) - (pdf file) plan authorized by President Bush.

In an astonishing report issued by the GAO Davi D'Agostino, GAO director of defense capabilities and management and the author of the report, considered the military's decision to abandon Cheyenne Mountain so unfounded that the agency urgently called for congressional hearings.
In the report Adm. Timothy Keating, commander of North American Aerospace Defense Command and U.S. Northern Command announced that his plans were to move certain NORAD and NORTHCOM functions from Cheyenne Mountain to create an integrated command center at Patterson Air Force base in Colorado Springs.


At the same time, USSTRATCOM, which controls the nuclear weapons assets of the United States, announced plans to relocate its missile warning systems from Cheyenne Mountain to Schriever Air Force Base in Colorado.

Add to this the fact that the Air Force Space Command decided to move from Cheyenne Mountain to Vandenberg Air Force Base in Vandenberg, Calif.

Let us bear in mind that there are other "secret" COG facilities in the US as well. We cannot mention them here since they are classified and the mere mention of them could get us in a heap of trouble with Bush.
