The FBI issued a bulletin to 18,000 law enforcement agencies this week warning that al-Qaida has made new threats to use weapons of mass destruction against U.S. targets.
ABC News reported late Tuesday that intelligence sources have confirmed that al-Qaida plans to release a new video on the web sometime tomorrow. U.S. intelligence believes the terror group will advise its "jihadists to use biological, chemical and nuclear weapons to attack the West."
An FBI spokesman confirmed the threat "calling for the use of weapons of mass destruction (WMD) against civilians." The U.S. has no "intelligence of any specific plot or indication of a threat to the U.S.," the Bureau spokesman said. Still, the FBI has taken the precautionary step of alerting other agencies of the potential threat.
Such threats are not unusual for the Bureau. Earlier this year, Dr. Vahid Majidi, the bureau’s assistant director in charge of the WMD Directorate, told Newsmax that the FBI gets at least several dozen cases a year involving weapons of mass destruction.
The Bureau takes such threats seriously.
In a separate interview with Newsmax's Ronald Kessler last year, FBI Director Robert Mueller said Osama bin Laden and his terrorist group were actively seeking to obtain nuclear devices with the intent to explode them in American cities.
Mueller conjectured how al Qaida might acquire one or more nuclear devices. "One is to obtain a nuclear device that's already been constructed from one of the former Iron Curtain countries, and the other way is to put together the fissile material and the expertise and do an improvised nuclear device," Mueller said.
"And there's no doubt that al Qaida, if it had the capability, would go down either route to get a nuclear device."
Mueller also had little doubt as to al Qaida's likely targets.
"It would be someplace in the United States, in most likely Washington and or New York, depending on how many devices they have. Or both cities," Mueller said.

The leader of al Qaeda's wing in Iraq has been arrested, according to a TV report quoting the Iraqi Defence Ministry.
Arrest followed joint US-Iraqi operation
Abu Hamza al Muhajir, was arrested in Iraq, the Arabic television station al Arabiya reported.
It said he had been detained in a joint Iraqi-US operation in Mosul in the north of the country.
Al Qaeda in Iraq was headed by the Jordanian militant Abu Musab al Zarqawi until he was killed in a US air strike in June, 2006.
His successor, Muhajir, an Egyptian also known as Abu Ayyab al-Masri, was Zarqawi's close associate, and has a US bounty of $5m on his head.
In October 2006, the al Qaeda-led Mujahideen Shura Council said it had set up the Islamic State of Iraq, an umbrella group of Sunni militant affiliates and tribal leaders led by Abu Omar al Baghdadi.
In April, 2007, it named a 10-man "cabinet", including Muhajir as its war minister.
Iraq's Interior Ministry said last May that Masri had been killed, but soon afterwards al Qaeda released an audio tape purportedly from him.
In an hour-long audio tape issued last month, Muhajir called for renewed attacks on American troops.
He urged militants from the Sunni Islamist group to "celebrate" the recent announcement that the number of US troops killed in Iraq had passed 4,000.
"We must celebrate this event in our special way, and make the defeated Bush join us in this celebration," he said.
He called on al Qaeda fighters to provide "a head of an American as a present to the trickster Bush" in a month-long campaign that he called the "Attack of Righteousness".
Al Qaeda in Iraq shares a name and ideology if not organisational ties with Osama bin Laden's network, which was blamed for the September 11, 2001, attacks on New York and Washington.
WASHINGTON — A "senior Al Qaeda member" has been arrested and is being held in an undisclosed country, U.S. officials told Fox News on Friday.
The officials did not reveal any details of the circumstances surrounding the arrest, including when it occurred or where the suspect was being held. But sources did confirm that a senior Al Qaeda leader is "in U.S. hands."
Sources said the suspect was neither Usama bin Laden nor his number two man, Ayman Al-Zawahiri, but is one of the "top handful of Al Qaeda leaders."
"Someone who knows Al Qaeda would know his name," one official said. "This is a big deal."
Sources told Fox News authorities were trying to get the Al Qaeda leader out of the country where he was arrested.
The description was deliberately vague because this is an "ongoing operation," sources told Fox News.
Officials called the arrest of this "big fish" a significant intelligence victory, comparable to the capture of Al Qaeda chief of operations Abu Zubaydah, who has reportedly provided a wealth of information about the terror network since being taken into custody.
Zubaydah, who was captured in March, remains held in an undisclosed location, as are several lesser-known Al Qaeda figures.
The loss of some of bin Laden's top lieutenants has contributed to the decentralization of the terror threat, officials have said. Mohammed Atef, bin Laden's top military commander, was killed by a U.S. military and CIA airstrike last year.
Other leaders, like Khalid Shaikh Mohammed, another operational planner whom officials believe masterminded the Sept. 11 attacks, continue to plot terrorist strikes, U.S. counterterrorism officials said.
Of these surviving card-carrying Al Qaeda operatives, many have gone to Pakistan. Some are in the cities, including the operatives who worked with American Jose Padilla in Lahore and Karachi before his capture in Chicago.
Others are believed to be in the remote tribal belt of Pakistan near the border with Afghanistan.
News of the latest arrest came just three days after the Al-Jazeera television network broadcast an audiotape believed to have been made by bin Laden, in which he warned U.S. allies to back away from plans to attack Iraq.
The last certain evidence bin Laden or any other top Al Qaeda leader was alive came in a videotape of him having dinner with some of his deputies, which is believed to have been filmed on Nov. 9, 2001.
News of the arrest also came just hours after the FBI issued warnings of Al Qaeda plans for a "spectacular" attack intended to disrupt the American economy and cause mass casualties. The bulletin did not say where, when or how such an attack might occur.
"Some suggest Al Qaeda may favor spectacular attacks that meet several criteria: high symbolic value, mass casualties, severe damage to the U.S. economy and maximum psychological trauma," says the alert, posted on the FBI's Web site early Friday.

If it is true that the power belongs to the people in America, and Congress still answers to the people, then what force prevents the people from rising up to demand that Congress answer to the people’s will? The answer to that question is that the “silent majority” is only silent because they have been kept in the dark; they do not know the truth about the dire predicament we are in.
The American mainstream media has allowed itself to serve as a disinformation service for the promotion of neoconservative (Likud) propaganda to the American people, under the guise of the “free press.” American media dispenses misinformation which promotes the idea of world war against the Muslims, while systematically censoring international news content to propagate the idea of “bad Muslims.” This effectively insulates Americans from any truth that might leak out of the wire services, guaranteeing that graphic images of Iraqi or Palestinian children being pulled out of the American-made rubble or lying stacked-up like cordwood in a local morgue are not seen by many people. It is the powerful censored images of what is being done that will get ordinary, big-hearted Americans to pay attention to our own war crimes.
This is the real unseen war being fought mostly in population centers, where powerful bombs and armor rip through communities to flush-out all the proud patriotic young men who would dare to harbor ideas of self-defense or resistance. This is the cold reality of the war, that we are fighting a war against ideas with heavy bombers and tanks. This is what the self-anointed saints (neocons) describe as a “clash of civilizations.” That is the official story line that is fed to the American people by the nightly news, as they create an illusory vision of the war, in order to mislead.
News about the real war that leaks through the media filter undermines the fake publicity war. The revealed contradictions that seem to undermine “the mission” are written off as “mistakes” by reporters (which politicians immediately deny), even though they showed the real war unfolding according as planned. The war planners counted on chaos and sectarian violence to erupt after the overthrow of regimes. The plan had always been to trigger a series of wars of manageable size, by using local gangsters and mercenaries to foment divisive insurrections. The purpose of this strategy was to target local “extremists,” the official designation of those who would take up arms against the American proxies.
It is the job of the “news”/propaganda organ to build on this idea of self-defense=terrorism, as the foundation for waging the propaganda war against the American people. The American mercenaries become “linked to al Qaida” in the official deception, as they begin to assassinate the targeted leaders of those who resist the coming occupation. Once begun, any one of these local conflicts could be pumped-up into a real war. Eventually, one of these small wars would explode into the desired regional conflict, which would enable America to use of all the weapons in its arsenal, in a massive campaign to seize all the oil fields and potential supply routes.
In their pursuit of the imperial agenda, the mainstream media has used the campaign for president in a masterful stroke of misdirection, to distract the people with the “shiny object” (the false hope of our first “people’s president” since JFK). The false hope of our first independent president obfuscated the fact that today all political candidates are beholden to a foreign power (Israel), because of the power accumulated by the agents of that foreign government (AIPAC, the Israel lobby), as demonstrated in the “bi-partisan support” for an attack upon Iran.
It is because of this illusory national unity for expanding the war, which directly contradicts the common will among the people for shutting-down the war, that the people are becoming aware of the lies. As people begin to awaken to the truth about the war they start to understand that the “war” being described on television by reporters, politicians and military types is not the real war that is unfolding behind the curtain. When enough people awaken to this truth they will represent an irresistible force to the unwanted expansion. Once this new national consensus is created we will demonstrate to Cheney that we really do oppose his war, even though his opinion will once again be “So?”
Even though the American majority clearly wants this war ended now, that is not the intention of the ruling elite. Cheney’s minions have already set tripwires, beyond our reach in the countries that border Israel, for triggering a larger “defensive” conflict. That is the nature of trip wires; once some careless fool sets such a trap, he has no say about when it is who tripped, or by whom. Our fate has been placed in Israel’s paranoid hands, even though Israel is the only country in the world that has consistently pushed our government to attack Iran or its allies on their behalf.
This intolerable situation presents us with an overwhelming problem that must be dealt with immediately, if we are to avoid the accompanying military disruption of our lives that will come with it. How do we inspire the dazed American people to rise-up and stop this new aggression from happening in their name, against their will? How can you convince a nation that has buried its own conscience that it is in its own interest to take a stand against state genocide?
The sleeping sheeple are blissfully unaware that world war may be imminent. They do not know that the day after Cheney visited the royal house, the Saudi Shura Council announced “national plans to deal with any sudden nuclear and radioactive hazards,” because of credible threats to Iran’s Bushehr reactor. Americans will not hear this from the national news, but they will hear every word of Petraeus’ upcoming testimony before Congress, where he will blame everything on Iran once again. This time he may provide the missing catalyst for igniting the war on Iran, since the government has not yet been able to provoke an Iranian misstep to their provocations in Iraq. Somebody has to be forced into fighting back, somewhere, before we can label them “al Qaida” and the use of the really big guns is authorized.
The forbidden reaction of self-defense (which we define as “terrorism”) is more likely to come from one of Israel’s ongoing military provocations against the feisty freedom-loving Arabs, than from Iran. Our government is deeply involved in supporting these Israeli attacks upon the Palestinians and their neighbors, in the hopes that one of these attacks will bring sufficient Muslim retaliation upon Israel to justify our waging a larger genocidal war against Islam, in defense of Israel. The centerpiece of this strategy is guaranteeing Israel’s security. That is the central rationalization for utilizing nuclear weapons to disarm Iran.
The fulfillment of the Likud plans of Ariel Sharon for the land of Palestine remains the central foreign policy goal of the Bush Administration. We are the primary diplomatic force pushing the other nations to support the medieval Israeli seige and strangulation of Gaza, as well as the illegal partitioning of the West Bank (Ariel Sharon called it making a “pastrami sandwich” of the territories). Our government has also intervened militarily, by parking the Fifth Fleet off Lebanon’s coast to support the next Israeli attempt to annex southern Lebanon and to eliminate Hezbollah and Syria along with it.
There is a third world war coming, with consequences for all living things. We have the legal authority under our Constitution to prevent our elected proxies from carrying-out this next planned war in support of Israel, yet the feeble American resistance movement cannot even agree on a common purpose. We all must decide whether we are in this volunteer freedom militia to stop the war machine before it becomes unstoppable, or just to validate our own pet theories and vindicate our own biases. The more time we waste fighting over the divisive questions that keep us apart (and keep us isolated from the American majority), the easier we make it for the enemy to bide their time, until their big opportunity arises.
For now, we must put aside all other divisive issues which separate us and make our message undeliverable to the American sheeple. This means that all issues that do not directly contribute to blocking the attack should be considered secondary issues. We cannot question our current course, which leads to the destruction of American democracy to save Israeli democracy, if we cannot get past distracting questions concerning 911.
Identifying the prominence of Israel in our war upon the world, will automatically repel many heavily-indoctrinated Americans, before they ever hear our arguments for opposing this war. It is true that American media is dominated by pro-Israeli interests who regularly censor pro-Palestinian, or pro-Muslim news. This is the nature of our national news filter, the obstacle that must be overcome. We will not be able to get questions out that cross the “red lines,” or use words like “Zionism, ethnic cleansing,” or “Israeli aggression.”
We cannot deal with the Israeli connections to the “mistakes” we have made in our own war on terrorism if we cannot separate the historical record of Israeli actions from ongoing speculation about Israeli connections made in 911 investigations. Going off on these diversionary tangents merely disrupts the debate about Israeli manipulation of American foreign policy, which is a hostile act that must not go unpunished. The temptation is to go off on side issues such as the “holocaust” or “Jewish supremacy” that are unrelated to stopping Israel’s war, only helps to validate charges of “anti-Semitism.”
The neocon war plan which flowed outward from the Vice President’s office, becoming American foreign policy, began in Israel’s Likud Party. Israel’s war on terror became the template followed in America’s terror war, from the Islamaphobic strategy at its core, to its indiscriminate policy of assassinations using large missiles on crowded streets. The placement of hundreds of neocon ideologues, many of them citizens of both the US and Israel, brought the Likud war plans for America directly into the heart of American government. This amounted to the wholesale infiltration of our government by elements of the Israeli government. This infiltration was by the aggressive party of the expansionist Zionists, the soldier-settlers who are at the center of the current settlement land grab controversy.
If Congress can be pressured into ignoring calls from the White House to attack Iran, because of the deterioration of Iraq, can the people then produce more pressure than the political pressure generated by the Israel lobby? We don’t have to produce a revolution to take back our country, we just have to be able to generate irresistible political pressure to wrestle control our Congress from the lobby’s hands. You see, they’ve all got it turned all around. It is we the people who control our government, not the other way around.
Questions like these are all over the Internet, but the answers given to them can only be enacted outside the Web, within the mainstream media. Our small minority cannot affect change of this magnitude without help from the silent majority (sheeple). The fact remains that we will never reach this mute/deaf majority until we get some of these questions into that controlled media. I believe that we will begin to successfully penetrate that media filter whenever we learn how to simplify our questions so that they fit within the boundaries that have been set by political correctness. If we focus on one all-important line of questioning, carefully choosing the words that we use (aimed at stopping the planned escalation of the war), we may avoid causing reactionary responses.

I. Powers and Rights Reserved To We the People, Never Delegated or Violated Without Consent
A. The People are expressly defined as human beings and does not refer to corporations or contractual relationships.
B. No contract, agreement, or promise may ever bind any human to refuse to enforce the law, or prohibit them from speaking on matters of public interest.
C. We the People may believe anything, including the possible belief that this Constitution must be discarded and replaced with a superior document which defends the People and protects their power to enforce this Constitution against the Government.
D. The People are educated to apply the lessons of history to ensure rights are preserved, power asserted, and this Constitution is protected from domestic and foreign enemies.
E. The People have the enforceable right and power to review any public document and access any public official.
F. The People have the enforceable right to engage in any speech, communication, or discussion on issues of war crimes, government incompetence, or allegations of reckless government planning and maladministration.
G. Government officials, agencies, departments may not invoke any power or right they have denied to the People.
H. The People have the right to affordable housing. Where none is available, the government is denied the power to prosecute anyone for not living in a home, or residing in a public park, open forest, or public lands.
I. The People have the enforceable right to freely travel, without questions, and without delay. Any law enforcement officer, agents, or contacted security official who uses any ruse, scheme, or deception to engage in pretextual stops shall be enforced as a violation of this Constitution.
J. The People have the enforceable right to compel govenment officials, contractors, and securty personnel to identify themselves, disclose their policies and procedures, and respond to complaints about violations of this Constitution, the Supreme Law, or laws of war.
K. The People may not be subject to any electronic surveillance except on probable cause and a warrant before a judicial tribunal. The President, Congress and others are expressly denied the power to enact, create, use, or rely on quasi-judicial tribunals to self-certify warrants to conduct surveillance.
L. All denied powers to the US Government in this Constitution are reserved to the People to be used to defend the Constitution.
II. Powers and Rights Reserved to States
A. States shall have authority to enforce any law within their jurisdiction. Failure to enforce the laws of war shall be prosecuted as a war crime.
B. States shall, when the Federal Government refuses to enforce the Constitution or Supreme Law, enforce the national and international law against contractors, legal counsel, state or US government officials.
C. Any state may start impeachment investigations or proceedings against the President, Member of Congress, or US government official on issues of international laws of war, domestic rebellion, or violations of the Supreme Law oath of office, or Geneva Conventions. The States shall, upon receipt of an impeachment investigation or conviction from any other state, shall within 10 days debate that resolution. If convicted by 2/3 of the States, that US government official shall be removed from office. Any effort to thwart State efforts to enforce the US Constitution through impeachment investigations or impeachment proceedings at the State level may be construed as a subsequent violation of this Constitution and laws of war.
D. The States may, without notice, organize themselves to collectively defend this Constitution from the domestic enemies in the United States government. The States Governors have the standing power, right, and authority to use deadly combat force to enforce this Constitution against US government officials.
E. A failure of any State official to enforce the laws of war shall be subject to a war crimes trial within 90 days of discovering that evidence. Where there are credible allegations of war crimes, a failure to investigate shall be construed as a subsequent war crime, punishable by the death penalty.
F. States have the power to enforce contract obligations between contractors and the US government which affect the rights of their State citizens. Failure to enforce these contractual obligations against the contractors or US government could be construed as a subsequent violation under the laws of war and US Constitution against legal counsel, state officials, or court officers.
III. Independent Branch
A. All US government, contractor-provided, and legal counsel data shall be retained in an independent branch.
B. The President, Congress, and Judicial branches have no power, right or claim to not fully fund this Independent Branch.
C. The Independent Branch conducts electronic surveillance of the US government, stores that data, and ensures there are independent, safe, retained records of all US government transaction, including conversations and memos between legal counsel and government officials. Once created for the government or connected with any legal or illegal activity, these records are public records.
D. The data may be seen only upon a showing of reasonable belief or suspicion by the United States Congress, Court, or Executive Branch that the information may be useful in enforcing the Constitution, Supreme Law, or Geneva Conventions.
E. Private citizens may view any data, unless the US government provides sufficient, detailed evidence why that request for information should not be met for bonafide, lawful secrets. Any effort to hide evidence behind a claim of "state secrets," where that claim is linked with an effort to bypass the Constitution, oath of office, Supreme Law, or laws of war may be punishable by the death penalty.
F. All government data belongs to the People. Any legal counsel working for the US government shall ensure that the People's right to reliable information is protected. A failure to protect this information could be construed as a war crime.
IV. Prosecutorial Branch
A. All prosecutorial options are denied of the President.
B. The Prosecutorial branch has the power to raise independent combat power, support them, and may lawfully use that deadly combat force to confront Members of Congress, the Judicial Branch Officers, or the Presidents upon showing of probable cause for war crimes.
C. The prosecutorial power is the exclusive power of the prosecution branch. However, anyone may make a claim of illegal activity, and enforce the laws of the United States and States respectively. Any effort to block anyone from unilaterally attempting to enforce the laws of war through discovery, investigation, and open discussion of those alleged war crimes shall be construed as a possible subsequent offense under the laws of war.
D. Legal counsel are subject to public review, audit, and can be required, with fair notice, of a requirement to demonstrate before any court their compliance with the laws of war.
E. Legal counsel may be denied authority to conduct discovery during any investigation when that discovery is linked with efforts that would thwart war crimes investigation, enforcement of the Supreme law or Geneva Conventions.
V. Judicial Branch
A. The Judicial Branch is above the Legislative Branch and Executive Branch only in order of precedence. The Judicial Branch is a co-equal branch, and closest to the People and Constitution. It is least responsive, and most slow to the People's daily interests to enforce the Constitution and Supreme Law or Geneva Conventions.
B. Where the Judicial Branch does not timely enforce the Constitution, Supreme Law, or laws of war, the States and People retain the power and right to investigate and prosecute allegations of US government illegal activity, war crimes, or violations of the Supreme law.
C. All precedents under the laws of war are binding on the Judicial Branch, US government, and the People through enforcement actions.
D. Any decision by any judicial officer not to fully enforce the laws of war, Supreme Law, or this Constitution may be construed as a war crime, subject to the death penalty.
VI. Legislative Branch
A. The Legislative Branch is listed after the Judicial Branch because it is less responsive to the People.
B. The Members of Congress may be stopped between sessions and held to account for their failure to enforce the laws of war.
C. Refusing to investigate or impeach the President, Judicial Officers, or any current or former US government official for alleged war crimes, maladministration, illegal warfare, or other crimes against the People, States, or US Government shall be prima facie evidence of an intent to not fully assert ones oath of office, and punishable by the death penalty under the laws of war.
D. There are three chambers to the Congress. The Senate and House have a legal duty to fully enforce the laws. Any decision to not timely review evidence of impeachable offenses, or not investigate war crimes or maladministration could be construed as subsequent offenses under the laws of war.
E. The Superior Chamber shall decide, before any debate, whether the proposed bill is or is not Constitutional. This determination is subject to approval, challenge, and rejection by the People, States, and Judicial Branch.
F. The Congress is denied the exclusive power to make rules. Any rule which prohibits any investigation into alleged malfeasance in re the laws of war, Supreme Law, or oath of office is illegal, and may be construed as a subsequent offense under the laws of war.
G. The Congress shall comply with public audits, and timely provide within 45 days of an audit report a statement of remedy, and outline a plan within 90 days to fully comply with all legal obligations under the Statute, Supreme Law, oath of office, and laws of war.
H. The Congress may raise and support an army, and independently order that army only against the President when the President refuses to enforce the laws of war, or comply with his legal obligations under this Constitution.
VII. Executive Branch
A. The Executive Branch is led by three Presidents, co-equal with non-overlapping jurisdictions. The Executive Branch has one power: Executive Power. All actions taken under that one power are lesser authorities not powers. The Executive Branch has no power to create new powers or assign itself broader power.
B. The Executive Branch is listed last because it is the least responsive to the People, and the greatest threat of tyranny to this Constitution. The President is a clerk, not a King or Emperor. The President only manages programs. The President has no power to ignore, rewrite, or refuse to enforce the law. Each of the three Presidents shall have an ongoing requirement to demonstrate to the People and States and Congress and Courts compliance with the Constitution, Supreme Law, oath of office, and laws of war.
C. The Domestic Affairs President is responsive to the States and US Government on internal affairs.
D. The Foreign Affairs President shall have exclusive power to interact with foreign powers. The Foreign Affairs President is denied any power to violate the laws of war, or use covert activity against American citizens.
E. The Executive Branch, Congress, Judiciary, and Foreign Affairs President are denied the power to thwart any lawful State action to organize with foreign powers and agents to defend the US Constitution, enforce the laws of war, or protect the rights and powers of the People and States against domestic encroachments by the US government, legal counsel, or other US government officials.
F. The Commander in Chief shall only have power to lead combat operations during war time. Congress shall conduct ongoing, public reviews whether the Commander in Chief is or is not competent in managing combat operations. The Presidents and Commander in Chief are denied the power to prohibit Congress from using electronic surveillance or use separately raised and supported armies to conduct this oversight during wartime and peacetime.
G. The Executive Branch is denied the power to block anyone from getting access to illegal activity related to the laws of war.
H. During Peacetime, the Commander in Chief shall periodically cooperate with ongoing Oversight of US combat forces to ensure they are combat ready, fully trained on the laws of war, and prepared to lawfully be used to defend the Constitution against foreign and domestic enemies.
I. The Executive Branch and Presidents and officers, agents, contractors, and personnel are denied the power, right, or authority to order anyone to ignore any statute, law, legal requirement, or obligation under the Constitution.
J. The Executive Branch has no power or authority to directly contact the Legislative Branch by name. The President may only request, not order other branches of government. All Communications between the Executive and Legislative Branch shall pass through the Prosecutorial Branch, and retained in the National Archives. Those records are available for public inspection at any time. The People have the enforceable right to compel the Executive Branch, Legislature, and Judicial Branch to produce documents.
K. The Executive Branch, Congress, Judicial Branch, and Prosecutorial Branch, and States are denied the power to wage warfare, information warfare, or harass American civilians through his agents, combat troops, or third parties in the United states or from overseas. Any funds used for this illegal purpose belong to the People and States. Contracts used to enforce, compel, or organize this illegal activity are not enforceable, and contrary to public policy.
L. The Presidents are denied a presumption of competence until proven. The President shall always have the burden of proof, and is expressly denied a presumption of good faith until demonstrated with overwhelming evidence in public. An election result is not proof of competence nor does it satisfy a presumption of good faith, only of mastery to win an election through legal or illegal methods and deception.
M. The Executive Branch and Presidents and subordinate agency head, contractor, and employees are expressly denied any assurance any conversation he has related to illegal activity, war crimes, unlawful acts, or other threats to the US Constitution shall remain secret behind any shield, scheme, agreement, or technology. Any order a President or anyone gives to anyone to hide, destroy,not provide, or conceal evidence of illegal activity may be construed as a subsequent war crime, punishable by the death penalty. This restriction against following illegal orders may not be bypassed by claiming the order was from a non-person, electronic device, or other non-Constitutionally recognized entity, database, policy, guide, or other document.
N. The Presidents are denied the power to use any combat force, technology, or other military weapon or plan against American civilians, except in cases of internal rebellion which only the Congress shall approve in writing. When the Congress fails to act, or abuses its authority, the State Governors may lawfully use deadly combat force to detain and enforce the laws of war prohibiting illegal use of force against American civilians.
O. The Presidents are denied the power to induce any civilian to take any action that might deny them on any Geneva protections as a civilian. Any order, ruse, scheme, propaganda, or unreliable information to induce anyone to wage war, information warfare, or any action to harass civilians is punishable by the death penalty, and may be enforced as a violation of the laws of war.
P. The President, when delegating any power to any agency head, agrees that that agency shall be organized as if it were a separate, lesser, and not coequal branch. Those agencies shall fully cooperate with the other branches of government to ensure power within the branch or department is divided. There is no single agency, division, or office in the Executive Branch that is beyond ongoing oversight by the other four branches.
Q. The President shall have no power to block the Congress, States, Judiciary, Prosecutorial, and Independent Branch from a having co-equal status to oversee, manage, and organize that lesser branch. If the President refuses to substantially comply with that requirement, Congress may not lawfully provide funding for that agency, and the funds return to the States and People.
