Members of Congress were told they could face martial law if they didn't pass the bailout bill. This will not be the last time.

08/10/08 "AlterNet" -- Background: the First Brigade of the Third Infantry Division, three to four thousand soldiers, has been deployed in the United States as of October 1. Their stated mission is the form of crowd control they practiced in Iraq, subduing "unruly individuals," and the management of a national emergency. I am in Seattle and heard from the brother of one of the soldiers that they are engaged in exercises now. Amy Goodman reported that an Army spokesperson confirmed that they will have access to lethal and non lethal crowd control technologies and tanks.

George Bush struck down Posse Comitatus, thus making it legal for military to patrol the U.S. He has also legally established that in the "War on Terror," the U.S. is at war around the globe and thus the whole world is a battlefield. Thus the U.S. is also a battlefield.

He also led change to the 1807 Insurrection Act to give him far broader powers in the event of a loosely defined "insurrection" or many other "conditions" he has the power to identify. The Constitution allows the suspension of habeas corpus -- habeas corpus prevents us from being seized by the state and held without trial -- in the event of an "insurrection." With his own army force now, his power to call a group of protesters or angry voters "insurgents" staging an "insurrection" is strengthened.

U.S. Rep. Brad Sherman of California said to Congress, captured on C-Span and viewable on YouTube, that individual members of the House were threatened with martial law within a week if they did not pass the bailout bill:

"The only way they can pass this bill is by creating and sustaining a panic atmosphere. … Many of us were told in private conversations that if we voted against this bill on Monday that the sky would fall, the market would drop two or three thousand points the first day and a couple of thousand on the second day, and a few members were even told that there would be martial law in America if we voted no."

If this is true and Rep. Sherman is not delusional, I ask you to consider that if they are willing to threaten martial law now, it is foolish to assume they will never use that threat again. It is also foolish to trust in an orderly election process to resolve this threat. And why deploy the First Brigade? One thing the deployment accomplishes is to put teeth into such a threat.

I interviewed Vietnam veteran, retired U.S. Air Force Colonel and patriot David Antoon for clarification:

If the President directs the First Brigade to arrest a bunch of voters, what would stop him?"

"Nothing. It would end up in courts but the action would have been taken."

"If the President directs the First Brigade to kill civilians, what would stop him?"

"Nothing."

"What would prevent him from sending

"If the President directed the First Brigade to arrest Congress, what could stop him?"

"Nothing. Their only recourse is to cut off funding. The Congress would be at the mercy of military leaders to go to them and ask them not to obey illegal orders."

"But these orders are now legal?'"

"Correct."

the First Brigade to arrest the editor of the Washington Post?"

"Nothing. He could do what he did in Iraq -- send a tank down a street in Washington and fire a shell into the Washington Post as they did into Al Jazeera, and claim they were firing at something else."

"What happens to members of the First Brigade who refuse to take up arms against U.S. citizens?"

"They'd probably be treated as deserters as in Iraq: arrested, detained and facing five years in prison. In Iraq a study by Ann Wright shows that deserters -- reservists who refused to go back to Iraq -- got longer sentences than war criminals."

"Does Congress have any military of their own?"

"No. Congress has no direct control of any military units. The Governors have the National Guard but they report to the President in an emergency that he declares."

"Who can arrest the President?"

"The Attorney General can arrest the President after he leaves or after impeachment."

[Note: Prosecutor Vincent Bugliosi has asserted it is possible for District Attorneys around the country to charge President Bush with murder if they represent districts where one or more military members who have been killed in Iraq formerly resided.]

"Given the danger do you advocate impeachment?"

"Yes. President Bush struck down Posse Comitatus -- which has prevented, with a penalty of two years in prison, U.S. leaders since after the Civil War from sending military forces into our streets -- with a 'signing statement.' He should be impeached immediately in a bipartisan process to prevent the use of military forces and mercenary forces against U.S. citizens"

"Should Americans call on senior leaders in the Military to break publicly with this action and call on their own men and women to disobey these orders?"

"Every senior military officer's loyalty should ultimately be to the Constitution. Every officer should publicly break with any illegal order, even from the President."

"But if these are now legal. If they say, 'Don't obey the Commander in Chief,' what happens to the military?"

"Perhaps they would be arrested and prosecuted as those who refuse to participate in the current illegal war. That's what would be considered a coup."

"But it's a coup already."

"Yes."

FBI & Homeland Security behind martial law exercises in Indianapolis

For over two weeks 2,300 Marines have been using the city of Indianapolis and its civilian population as a “simulated urban combat zone” under the direction of FBI and the Department of Homeland Security.

The exercises began on June 4th when Mayor Greg Ballard surrendered 26 sites around the city. The corporate press, Marine spokesmen, and officials with the city of Indianapolis have all been using the same talking points in an attempt to pacify local citizens and moderate any dissent. The official story has been that the 26th Marine Expeditionary Unit is here to do pre-deployment training in a realistic urban environment. Col. Mark J. Desens, the unit’s commanding officer, said “Our aim in Indianapolis is to expose our Marines to realistic scenarios and stresses posed by operating in an actual urban community. The city’s new mayor Greg Ballard concurs with the commander saying, “I think it’s very good training for them…actually, city fighting, urban fighting is really the most dangerous type of fighting there is.”

But the cover story has several obvious flaws, as the Marines have a multitude of facilities in which to experience “realistic scenarios.” To begin Camp Lejeune is home of MOUT Military Operations Urban Terrain or urban combat training village, modeled after an Iraqi town. Located in Kuwait is a high tech realistic urban MOUT training facility (watch video) covering 30 acres and costing taxpayers 15 million to build. The FBI in Quantico, VA has an extensive “Hogan’s Alley,” urban combat training center where the Marines could practice for pre – deployment and fire live ammunition.

In fact live fire exercises are the preferred and usually required type of training for units deploying to combat zones, the Army performs this type of training at the Joint Readiness Training Center in Fort Polk Louisiana. The JRTC offers improved unit readiness by providing a highly realistic, stressful, joint and combined arms training across the full spectrum of conflict, current and future. Perhaps the biggest flaw in the cover story being sold by the controlled press and others is that, “Most of the Marines with the 26th MEU are Iraqi combat veterans.” according to Col. Hill of Camp Lejeune.

While the Marines and their spokesmen are being put front and center for public consumption the “terror drills” they are conducting have been set up by the FBI under TAMACOR. The TAMACOR program is designed to integrate federal and state law enforcement agencies with the USMC. Taken from a Department of Defense memo, “The TAMACOR Program supports the FBI by coordinating regional FBI SWAT training during USMC special operations training on non-DoD facilities.” Under TAMACOR the Marines have been training to perform law enforcement functions since 1992 when the FBI and Marines formalized the agreement with the signing of the initial MOU, Memorandum of Understanding. Civilian authorities and their appointed agents have been using these MOU’s to weaken Posse Comitatus over the years, initially using the War on Drugs as their justification.

We have learned from Major T. A. Smith, Chief Deputy of the Bartholomew County Sheriff’s Office that the Department of Homeland Security is also behind these operations. However when questioned no one from the Department of Homeland Security or the FBI would elaborate on their involvement, referring us back Lt. Patrick, Public Affairs Officer of the 26th MEU.

Compartmentalization and keeping people in the dark about training Marines in a police role seems to be a major objective of these exercises. This is evident in the stream of propaganda coming from civilian authorities and the controlled press these last few weeks. From the Indianapolis Star we are told, “Indianapolis residence hoping to experience a bit of shock and awe.” Mark Casey a local Indianapolis blogger says, “A word to the Indianapolis wise [see if you like martial law you are “wise.”] … when you see that formation of helicopters flying low over your back yard this week, remember that its only a drill!”

According to the Indianapolis Mayor there is really no need to be concerned. “I don’t think it was necessary for any citywide meetings on this,” Ballard said. “The neighborhoods will be well-informed on what’s going on.” Perhaps some meetings would have been beneficial since the owner of one the surrendered sites, Rich Banta was not told about the plans. Banta said, “That it [Eastgate Consumer Mall] is a construction site … I’d hate to see a Ray’s Trash truck run into a helicopter.” When speaking to another city official a little bit of truth slipped out when Debbie Fletcher of the Indianapolis/Marion Country Emergency Management Agency said, “We don’t want anyone thinking that there’s an invasion happening or that we declared martial law or something like that.”

The preponderance of the evidence strongly suggest that the Marines in Indianapolis are being prepared for civilian law enforcement functions in direct violation of Posse Comitatus which prohibits federal troops from exercising state law enforcement police or peace officer powers to maintain “law and order” on non-federal property. I suspect most of the Marines in the 26th are not even aware of their role in this joint law enforcement exercises. Neither the Marines nor Indiana police have been briefed on the significance of the Posse Comitatus Act.

Due to alternative press coverage and public awareness much of what the FBI and DHS had planned for the citizens of Indianapolis has been scaled back or cancelled. Marines did execute a mock terror cell raid on and occupied apartment complex but there is little evidence of the other locations mentioned in earlier press releases being used. Largely Marine training has been restricted to Camp Atterbury and the Raytheon facility on the city’s east side, leaving the Marines biggest public exposure to be at the Indiana State Fairgrounds during a community outreach day.

It is critically important for all readers to understand that it is the military veterans of this nation who are sounding the alarm as rogue elements within our government have decided to Cross the Rubicon misusing the relationship between the public and U. S. Armed Forces to desensitize military and law enforcement personnel and encourage them to accept what was once considered unacceptable. “We’re all part of the national defense mechanism in some way,” Ballard said.

“The impact on the city will be very minimal. . . . They just have to trust us that we’re doing the right thing for the city and the nation.”

The ultimate mission of the Marine Corps is to protect and defend The Constitution, not to practice waging war against America.

While Americans are being bombarded with large doses of presidential primary news coverage, the US entered into an agreement with its northern neighbor that may have an impact on future internal military action.

In a political move that received little if any attention by the American news media, the United States and Canada entered into a military agreement on February 14, 2008, allowing the armed forces from one nation to support the armed forces of the other nation during a domestic civil emergency, even one that does not involve a cross-border crisis, according to a police commander involved in homeland security planning and implementation.

It is an initiative of the Bi-National Planning Group whose final report, issued in June 2006, called for the creation of a "Comprehensive Defense and Security Agreement," or a "continental approach" to Canada-US defense and security.

The law enforcement executive told Newswithviews.com that the agreement -- defined as a Civil Assistance Plan -- was not submitted to Congress for debate and approval, nor did Congress pass any law or treaty specifically authorizing this military agreement to combine the operations of the armed forces of the United States and Canada in the event of domestic civil disturbances ranging from violent storms, to health epidemics, to civil riots or terrorist attacks.

"This is a military plan that's designed to bypass the Posse Comitatus Act that traditionally prohibited the US military from operating within the borders of the United States. Not only will American soldiers be deployed at the discretion of whomever is sitting in the Oval Office, but foreign soldiers will also be deployed in American cities," warns Lt. Steven Rodgers, commander of the Nutley, NJ Police Department's detective bureau.

In Canada the agreement paving the way for the militaries of the US and Canada to cross each other's borders to fight domestic emergencies was not announced either by Prime Minister Harper's administration or the Canadian military. The agreement met with protests and demonstrations by Canadians opposed to such treaties with the US.

"It's kind of a trend when it comes to issues of Canada-US relations and contentious issues like military integration,"

claims Stuart Trew, a researcher with the Council of Canadians.

"We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites,"

he said in a press statement.

The military Civil Assistance Plan is seen by critics as a further incremental step toward creating a North American armed forces available to be deployed in domestic North American emergency situations. According to the NORTHCOM press release, the plan "allows the military from one nation to support the armed forces of the other nation during a civil emergency."

The agreement was signed at US Army North headquarters, Fort Sam Houston, Texas, by US Air Force General Gene Renuart, commander of NORAD and US Northern Command, or USNORTHCOM, and by Canadian Air Force Lt. General Marc Dumais, commander of Canada Command.

"This document is a unique, bilateral military plan to align our respective national military plans to respond quickly to the other nation's requests for military support of civil authorities," Renuart said in a statement published on the USNORTHCOM website.

Lt. Gen. Dumais seconded Renuart's sentiments, stating,

"The signing of this plan is an important symbol of the already strong working relationship between Canada Command and U.S. Northern Command."

"Our commands were created by our respective governments to respond to the defense and security challenges of the twenty-first century,"

he stressed,

"and we both realize that these and other challenges are best met through cooperation between friends."

"It's hard to believe that Americans and Canadians will go along with this agreement,"

opines conservative strategist Michael Baker.

"That's why [there's] all this secrecy. Has anyone heard Clinton, Obama or McCain complain about this significant policy shift? All three of these presidential hopefuls are in the US Senate, yet not a peep from them about a foreign army being called to 'police' US neighborhoods under the guise of an 'emergency,'"

he said.

The statement on the USNORTHCOM website emphasized that the plan recognizes the role of each nation's lead federal agency for emergency preparedness, which in the United States is the Department of Homeland Security and in Canada is Public Safety Canada.

The US Northern Command was established on October 1, 2002, as a military command tasked with anticipating and conducting homeland defense and civil support operations where US armed forces are used in domestic emergencies.

Meanwhile, the Canada Command was established on February 1, 2006, to focus on domestic operations and offer a single point of contact for all domestic and continental defense and securities partners.

In May 2007, President Bush took it upon himself to sign the National Security Presidential Directive 51 which is also known as Homeland Security Presidential Directive 20, authorizing the president to declare a national emergency and take over all functions of federal, state, local, territorial and tribal governments, without necessarily obtaining the approval of Congress to do so.

While Americans are being kept in the dark about this treaty, Canadian citizens are being totally ignored by their government. The extent of military integration called for by the BNP is unprecedented and has received absolutely no public debate in the House of Commons. If they wish to read about the details of this military agreement, Canadians must go to the Northern Command website to see any evidence of the new agreement.

"Once the Canadian people discover they can be [legally invaded] by US troops, they will take to the streets and protest and use the very effective weapon of civil disobedience. Canadians will not stand for occupation by a foreign army same as Americans won't,

said conservative columnist and commentator Rachel Marsden.

"I'm surprised that the Canadian people haven't already displayed their opposition to such a treaty. Economics is one thing, but military use of force is quite another. We have our own police, security and military forces, thank you. We don't been Americans coming into Canada with weapons,"

she said.

"And Americans don't need Canadian soldiers.

Did Harper just commit treason? Canadian government authorizes American troops to occupy Canada

For all those who have been warning us about the Integration of Canada, United States and Mexico with the emergence of the North American Union, this latest agreement between Canada and the United States confirms what everyone feared.

The Canadian government has yet again signed an agreement in secret with the United States in an attempt to dismantle Canada. This latest agreement allows the US military to occupy Canada in case of an ‘emergency’, and vice versa.

What constitutes an emergency you ask? We don’t know, it’s “up to civilian authorities in both countries on whether military assistance is requested or even used.” An emergency could mean that US troops could be used in Canada to protect oil and gas pipelines or even a road, while Canadian troops could be used to subdue American citizens. This agreement also allows the United States government to bypass the Posse Comitatus Act which is a “United States federal law passed on June 16, 1878” prohibiting federal uniformed services from exercising “police or peace officer powers” to maintain ‘law and order’ on non-federal property.

“Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.” Why would the Conservative government not announce this event? Could it be because the “US military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada.”

Will Canadians witness American tanks rolling down their streets the same way that Americans witnessed it during the 2004 peace rallies in Los Angeles?

Will American soldiers be stationed on Vancouver streets during the 2010 Olympics? Or across Alberta to protect the Oil Sands? Most likely yes, especially if we consider that studies have found a 600 percent rise in terrorism since the US invasion of Iraq.

If “Africans want no part of the American military” what makes Stephen Harper think that Canadians want any part of it? More importantly however, will Canadians stand in the way of the tanks, as the Chineses did at Tiananmen Square, when they start rolling across the border? (they already did, following 9/11 at Windsor, in case you don't know.)

Or will they be ‘accommodating’ like the Czechoslovak Socialist Republic when the Soviet Union and its Warsaw Pact allies invaded in 1968?

Maybe the Canadians will accept the Americans the way Austrians did in 1938 when Nazi Germany annexed Austria into Greater Germany.

Keep in mind that if Canadian soldiers were not occupying Afghanistan, then the government could not use the pretext that we are in need of assistance to implement their plans. So many questions have been left unanswered by Stephen Harper, but that is the trademark of those who commit treason. They are never forthcoming with answers and they always do things in secret.
